MRS.OBAMA: (Applause.) Thank you. Well, ni-hao. (Laughter.) It is such a pleasure and an honor to be here with all of you at this great university, so thank you so much for having me.

Now, before I get started today, on behalf of myself and my husband, I just want to say a few very brief words about Malaysia Airlines Flight 370. As my husband has said, the United States is offering as many resources as poible to aist in the search. And please know that we are keeping all of the families and loved ones of those on this flight in our thoughts and prayers at this very difficult time.

Now with that, I want to start by recognizing our new Ambaador to China, Ambaador Baucus; President Wang; Chairman Zhu; Vice President Li; Director Cueller; Profeor Oi, and the Stanford Center; President Sexton from New York University, which is an excellent study abroad program in Shanghai; and John Thornton, Director of the Global Leadership Program at Tsinghua University. Thank you all for joining us.

But most of all, I want to thank all of the students who are here today. And I particularly want to thank Eric Schaefer and Zhu Xuanhao for that extraordinary English and Chinese introduction. That was a powerful symbol of everything that I want to talk with you about today.

See, by learning each other’s languages, and by showing such curiosity and respect for each other’s cultures, Mr.Schafer and Ms.Zhu and all of you are building bridges of understanding that will lead to so much more. And I’m here today because I know that our future depends on connections like these among young people like you acro the globe.

That’s why when my husband and I travel abroad, we don’t just visit palaces and parliaments and meet with heads of state. We also come to schools like this one to meet with students like you, because we believe that relationships between nations aren’t just about relationships between governments or leaders -- they’re about relationships between people, particularly young people. So we view study abroad programs not just as an educational opportunity for students, but also as a vital part of America’s foreign policy.

Through the wonders of modern technology, our world is more connected than ever before. Ideas can cro oceans with the click of a button. Companies can do busine and compete with companies acro the globe. And we can text, email, Skype with people on every continent.

So studying abroad isn’t just a fun way to spend a semester; it is quickly becoming the key to succe in our global economy. Because getting ahead in today’s workplaces isn’t just about getting good grades or test scores in school, which are important. It’s also about having real experience with the world beyond your borders –- experience with languages, cultures and

1 societies very different from your own. Or, as the Chinese saying goes: “It is better to travel ten thousand miles than to read ten thousand books.”

But let’s be clear, studying abroad is about so much more than improving your own future. It’s also about shaping the future of your countries and of the world we all share. Because when it comes to the defining challenges of our time -– whether it’s climate change or economic opportunity or the spread of nuclear weapons -- these are shared challenges. And no one country can confront them alone. The only way forward is together.

That’s why it is so important for young people like you to live and study in each other’s countries, because that’s how you develop that habit of cooperation. You do it by immersing yourself in one another’s culture, by learning each other’s stories, by getting past the stereotypes and misconceptions that too often divide us.

That’s how you come to understand how much we all share. That’s how you realize that we all have a stake in each other’s succe -- that cures discovered here in Beijing could save lives in America, that clean energy technologies from Silicon Valley in California could improve the environment here in China, that the architecture of an ancient temple in Xi’an could inspire the design of new buildings in Dallas or Detroit.

And that’s when the connections you make as clamates or labmates can bloom into something more. That’s what happened when Abigail Coplin became an American Fulbright Scholar here at Peking University. She and her colleagues published papers together in top science journals, and they built research partnerships that lasted long after they returned to their home countries. And Profeor Niu Ke from Peking University was a Fulbright Scholarship -- Scholar in the U.S.last year, and he reported -- and this is a quote from him -- he said, “The most memorable experiences were with my American friends.”

These lasting bonds represent the true value of studying abroad. And I am thrilled that more and more students are getting this opportunity. As you’ve heard, China is currently the fifth most popular destination for Americans studying abroad, and today, the highest number of exchange students in the U.S.are from China.

But still, too many students never have this chance, and some that do are hesitant to take it. They may feel like studying abroad is only for wealthy students or students from certain kinds of universities. Or they may think to themselves, well, that sounds fun but how will it be useful in my life? And believe me, I understand where these young people are coming from because I felt the same way back when I was in college.

See, I came from a working-cla family, and it never occurred to me to study abroad -- never. My parents didn’t get a chance to attend college, so I was focused on getting into a university, earning my degree so that I could get a good job to support myself and help my family. And I know for a lot of young people like me who are struggling to afford a regular semester of school, paying for plane tickets or living expenses halfway around the world just isn’t poible. And

2 that’s not acceptable, because study abroad shouldn’t just be for students from certain backgrounds.

Our hope is to build connections between people of all races and socioeconomic backgrounds, because it is that diversity that truly will change the face of our relationships. So we believe that diversity makes our country vibrant and strong. And our study abroad programs should reflect the true spirit of America to the world.

And that’s why when my husband visited China back in 2009, he announced the 100,000 Strong initiative to increase the number and diversity of American students studying in China. And this year, as we mark the 35th anniversary of the normalization of relationships between our two countries, the U.S.government actually supports more American students in China than in any other country in the world.

We are sending high school, college and graduate students here to study Chinese. We’re inviting teachers from China to teach Mandarin in American schools. We’re providing free online advising for students in China who want to study in the U.S. And the U.S.-China Fulbright program is still going strong with more than 3,000 alumni.

And the private sector is stepping up as well. For example, Steve Schwarzman, who is the head of an American company called Blackstone, is funding a new program at Tsinghua University modeled on the Rhodes Scholarship. And today, students from all kinds of backgrounds are studying here in China.

Take the example of Royale Nicholson, who’s from Cleveland, Ohio. She attends New York University’s program in Shanghai. Now, like me, Royale is a first-generation college student. And her mother worked two full-time jobs while her father worked nights to support their family. And of her experience in Shanghai, Royale said -- and this is her quote -- she said, “This city oozes persistence and inspires me to accomplish all that I can.” And happy birthday, Royale. It was her birthday yesterday. (Laughter.)

And then there’s Philmon Haile from the University of Washington, whose family came to the U.S.as refugees from Eritrea when he was a child. And of his experience studying in China, he said, “Study abroad is a powerful vehicle for people-to-people exchange as we move into a new era of citizen diplomacy.”

“A new era of citizen diplomacy.” I could not have said it better myself, because that’s really what I’m talking about. I am talking about ordinary citizens reaching out to the world. And as I always tell young people back in America, you don’t need to get on a plane to be a citizen diplomat. I tell them that if you have an Internet connection in your home, school, or library, within seconds you can be transported anywhere in the world and meet people on every continent.

And that’s why I’m posting a daily travel blog with videos and photos of my experiences here in China, because I want young people in America to be part of this visit. And that’s really the

3 power of technology –- how it can open up the entire world and expose us to ideas and innovations we never could have imagined.

And that’s why it’s so important for information and ideas to flow freely over the Internet and through the media, because that’s how we discover the truth. That’s how we learn what’s really happening in our communities and our country and our world. And that’s how we decide which values and ideas we think are best –- by questioning and debating them vigorously, by listening to all sides of an argument, and by judging for ourselves.

And believe me, I know how this can be a mey and frustrating proce. My husband and I are on the receiving end of plenty of questioning and criticism from our media and our fellow citizens. And it’s not always easy, but we wouldn’t trade it for anything in the world.

Because time and again, we have seen that countries are stronger and more prosperous when the voices of and opinions of all their citizens can be heard.

And as my husband has said, we respect the uniquene of other cultures and societies, but when it comes to expreing yourself freely and worshipping as you choose and having open acce to information, we believe those universal rights -- they are universal rights that are the birthright of every person on this planet. We believe that all people deserve the opportunity to fulfill their highest potential as I was able to do in the United States.

And as you learn about new cultures and form new friendships during your time here in China and in the United States, all of you are the living, breathing embodiment of those values. So I guarantee you that in studying abroad, you’re not just changing your own life, you are changing the lives of everyone you meet.

And as the great American President John F.Kennedy once said about foreign students studying in the U.S., he said “I think they teach more than they learn.” And that is just as true of young Americans who study abroad. All of you are America’s best face, and China’s best face, to the world -- you truly are.

Every day, you show the world your countries’ energy and creativity and optimism and unwavering belief in the future. And every day, you remind us -- and me in particular -- of just how much we can achieve if we reach acro borders, and learn to see ourselves in each other, and confront our shared challenges with shared resolve.

So I hope you all will keep seeking these kinds of experiences. And I hope you’ll keep teaching each other, and learning from each other, and building bonds of friendship that will enrich your lives and enrich our world for decades to come.

You all have so much to offer, and I cannot wait to see all that you achieve together in the years ahead.

白宫新闻发言人

在美国，有这么一个人——总统可以不见记者，但他必须每天都与记者唇枪舌战；总统可以自由表达自己的观点，但他不能在记者面前说错半个字。这个人，就是有“白宫之嘴”之称的白宫新闻发言人。

美国政府中，新闻发言人是一个相当风光和重要的岗位。白宫新闻发言人在白宫的职务是“新闻秘书”，地位不低于一名部长或总统助理。办公室在白宫西翼，距离总统的椭圆形办公室仅几步之遥。发言人可以列席许多重要会议，并经常与总统商量重大问题如何表态。他还是总统新闻班子的头儿，负责各种新闻策划。凡是总统出访，白宫发言人是一定要带在身边的。

据笔者查到的资料，白宫新闻发言人起源要比白宫定期新闻发布会早一些。它诞生于１９世纪中期政治改革、经济增长、传媒大众化的年代。最初以总统私人秘书的身份出现，可以称之为总统新闻发言人。安德鲁·杰克逊是最早聘用新闻发言人的总统。后面几位总统的新闻发言人也都以私人秘书身份出现，不属于政府系统，政府并不提供资助。所以，并不能称之为白宫新闻发言人。直到１８５７年，麦金利总统上台，他的６名助理才开始领取政府薪水，其中包括负责新闻宣传的科特柳。１９００年，为了应付每天充斥在白宫大门和周围街道的众多记者，麦金利总统专门任命了一位助手每天向守候在白宫外面的记者做一次简报。这便是最初的白宫新闻发言人。威廉·霍华德·塔夫脱是第一个安排每周两次定期新闻发布会的总统。从此，虽然有反复，定期的新闻发布会还是坚持下来，白宫的新闻发言人制度也相对固定，发展至今，白宫新闻发言人成为总统的代言人，也成为美国政府的喉舌。

直到艾森豪威尔时代，他的新闻秘书吉姆·海格蒂还只有一名助手。肯尼迪的新闻秘书皮埃尔·赛林杰最初也只有一名助手，后来增加到两名。尼克松对白宫的传播架构进行了改革，除了重组沿用以久的新闻办公室，还增设了新的传播办公室。传播办公室的主要任务是协调与总统宣传有关的媒体关系。新闻办公室的负责人是新闻秘书，外加３名副秘书、１名传播办公室主任和１名副主任。福特执政期间，机构开始膨胀：除了新闻秘书，还有两名副手、７名助理、１名专职对外联络的总统助理和１名副助理。卡特上台后，膨胀的势头仍然不减：新闻秘书手下有１３名负责白宫新闻事务的助手。如今，白宫２５个办公室各司其职，另外还有专门负责战略策划和新闻的部门，每个部门都有自己的新闻官。

白宫新闻发言人的工作被大家认为是除了总统外最繁重的，可以说是担任着白宫第二棘手工作的人。小布什总统第一任新闻发言人弗莱舍，工作强度非常之大。他相继经历了２０００年异常激烈的总统选举、两次重新计票、“９·１１”事件、安然公司破产丑闻、炭疽邮件事件、阿富汗及伊拉克战争等，一直如履薄冰，紧张程度可想而知。为了做好发言人的工作，弗莱舍每天５点就要起床，首先看当天报纸和其他媒体的报道，设想记者可能提出的问题。上午和记者们有一个１５分钟的非正式见面会，下午有一个正式的新闻发布会。每天还要参加很多会议，听取并消化总统的讲话，然后再查资料进行相应的准备，并随时根据总统的日程调整自己的时间。有人说，他的每个工作日都像马拉松一样漫长。弗莱舍曾坦言，“９·１１”事件、阿富汗和伊拉克战争等接连发生的重大事件给他造成的巨大工作压力是促使他辞职的原因。

美联社白宫记者纳尔森经过长期、深入的研究后，总结说：“替总统说话，不但会对健康有害，还会危及你的声誉、你的空闲时间、你的睡眠、你的婚姻、你的家庭生活，还有你内心的宁静。”杜鲁门当选为总统后，力邀当时任华盛顿一家报纸主编的罗斯担任新闻发言人。尽管罗斯心存疑虑，但还是不顾妻子的反对，决定帮老朋友一把。５年后，他心力交瘁，死于心脏病突发。杜鲁门又选了《巴尔的摩太阳报》的约瑟夫·肖特接替罗斯的位子。两年后，肖特也死于心脏病。杜鲁门大惊失色，他说：“我觉得是自己杀死了他们。”

除了工作压力巨大之外，白宫新闻发言人还面临着更多的挑战。里根的新闻发言人布雷迪第一天上班时，就在橱柜里发现一件防弹衣，这是前几任白宫发言人传下来的。防弹衣上还有一张字条：“困扰你的不是子弹而是鸡零狗碎的小事。”１９８１年里根总统遇刺时，布雷迪挨了本该总统挨的一颗子弹，虽然奇迹般地死里逃生却终生瘫痪。

原白宫记者团团长海伦·托马斯担任了３８年白宫记者，历经８任总统。她根据自己多年的经验和观察总结出：“优秀的新闻秘书都得准备两副面具：一副面具代表的声音来自白宫、总统、政权、联邦政府和合众国。这些责任充满了危险的陷阱，说话时必须小心翼翼、诚惶诚恐。另一副面具相对较易于掌握，但其重要性不亚于前者。我认为新闻秘书有责任保证美国人民每天都能得到真实的消息，并且他有责任与那些阻挠人民获知政府行为实质的内部势力做斗争。”

可以说，政府发言人肩负着新闻人和政府人的双重责任。总统需要的是忠诚、自律，既能保守秘密，又善于应付难题的人。面对新闻界时，政府的信誉是最重要的问题。对于一个新闻发言人来说，最重要的就是在代表政府说话时要有信心，有洞察力。只有这样才能赢得尊敬，值得信赖。而且，新闻发言人应该是一个有影响力的人，他能坦率、冷静、专业而又客观地处理备受争议的事情，创造宽松的气氛，在危机关头，具备化干戈为玉帛的能力。

对于新闻发言人来说，如果失去了信誉，就失去了一切。罗纳德·泽格勒就是一例。泽格勒２９岁时担任了尼克松总统的新闻发言人，以围堵孤立那些敢于追根问底的新闻记者而臭名昭著，再有就是他铁石心肠、空口白牙板着脸撒谎的能力。对于美国媒体来说，他就是水门丑闻的丑恶代言人。在收回尼克松政府的某个立场时，泽格勒说现在的声明是“有效的”，从此为政治谎言安上一个动听的名字。当一位记者穷追不舍问他以前的声明是否为“无效的”时，泽格勒说“是”。泽格勒到死还是坚称他没有对美国媒体知情不报。他说：“如果我的回答听起来让人糊涂，那是因为这些话就是让人糊涂的，当时的情况是让人糊涂的。而我没有权利作那个将事情讲清楚的人。”罗纳德·泽格勒象一名士兵一样为他的总统效力，而他象保镖为保护主人付出生命一样为尼克松牺牲了自己的名誉。他被美国新闻界永远记取的是他的忠诚，然而毫无诚信可言的忠诚屡次被历史证明是个人的悲剧和时代的危险。分析历任白宫新闻人，可以发现，虽然他们都有各自不同的个性，但在很多地方有相同之处：

新闻专业背景，理解新闻工作。了解新闻，知道记者需要什么，对新闻发言人来说很重要。白宫新闻发言人基本上都有新闻专业背景。艾森豪威尔的新闻秘书吉姆·海格蒂曾当过《纽约时报》的政治记者。过去从事新闻工作时备受同行敬重，任新闻发言人后对记者们关怀备至，从乘车到食宿，从安排记者单独会见总统到为记者准备新闻资料，细致入微，被称为美国历史上最好的总统新闻发言人之一。福特总统的第一个新闻秘书杰瑞·特尔霍斯曾是受人敬重的新闻工作者。后来的罗恩·内森曾在合众国际社和全国广播公司工作过。里根总统的新闻秘书拉里·斯皮克斯在几家报社当过编辑。克林顿总统的传播办公室主任大卫·格根在《美国新闻与世界报道》做过总编辑，新闻秘书乔·洛克哈特出生于记者家庭，父母都在全国广播公司新闻部工作，本人也曾是电视台记者。

小布什总统的新闻发言人弗莱舍多年从事发言人工作，深谙新闻之道。布什正式就任总统后，严禁幕僚们事先向媒体透露他计划要做的事情，因为他相信“政府五级论”，他是第一级，切尼是第二级，内阁成员是第三级。布什坚决反对第四级和第五级官员对媒体信口开河。可弗莱舍认为，这样做效果并不好，因为“如果通过我告诉记者，总统将要做什么，这一消息会在第二天上报纸的头条；如果总统直接对记者说他要干什么，编辑们会认为总统的话没有新闻价值。”事后，布什总统也不得不同意了弗莱舍的看法：“我过去认为，有时候突然宣布我要干什么，对媒体的冲击力会大一些，但阿里让我相信，如果把我要做的事提前告诉记者们，效果反而会更好。这真的很奇妙，如果不是这方面的行家，是不会发现这一现象的。”

良好的政治学修养，丰富的政府工作经验。很多新闻秘书都曾为参议员、总统候选人工作过多年，熟悉政府的运作，具备良好的政治学修养。卡特总统的新闻秘书乔迪·鲍威尔曾在埃墨里大学学习政治学。里根的新闻秘书马林·菲茨沃特有２０多年为政府服务的经验。另一位新闻秘书斯皮克斯先后为尼克松、福特和里根三位总统工作了近９年时间。克林顿总统的传播办公室主任大卫·格根为三届政府服务过。小布什总统首任新闻发言人弗莱舍过去２１年一直在做共和党人的发言人。接替他的斯科特·麦克莱伦，出身于声名显赫的政治家庭。早在１９９４年布什担任得州州长时，麦克莱伦就是州长新闻办公室副主任，布什参加总统竞选时是其随行新闻秘书。

对政府的忠诚。白宫新闻发言人，每天两次站在火线上接受新闻界的轰炸。无论总统因为何事在媒体上掀起了狂澜，他们总是处于风暴的中心，受到总统和记者的两面夹击：一方要求发挥正面影响，另一方却要揭发反面消息。面对两方面的夹击，白宫新闻发言人的选择绝对是替总统说话。

弗莱舍除了清楚、准确地传达布什的政策外，还严格遵守布什政府关于保密的原则，不管记者们如何变换方法提问，他总能绕开那些敏感的问题。布什对他能“驯服敌意深重的”媒体相当欣赏。哥伦比亚广播公司（ＣＢＳ）的记者比尔·普兰特说，“现在的白宫和过去的白宫不一样，对信息控制得很严。他们不希望弗莱舍透露太多的东西，他也的确没有透露太多的东西，他说每一句话都很小心。”国家广播公司（ＮＢＣ）的记者戴维·格里高利也表示：“我们都喜欢他，也很尊重他。但要想从他嘴里听到他不想说的东西是不可能的。他非常遵守纪律。有时候我们走出新闻室，恨不得把脑袋往墙上撞。他知道我们的这种心态，可是对此并不担心。”弗莱舍表里如一，即使不面对摄像机的时候，你也别想从他那里搞到他在公开场合不想说的东西。

布什总统的第二任新闻发言人麦克莱伦也是这样。他被记者们描述为和蔼可亲，性格直爽以及对布什的忠诚。在就任后的第一次新闻发布会上，先后有数名记者就伊拉克大规模杀伤性武器问题发问，麦克莱伦的回答只有一句：“这个问题我们已经讨论过了。”有人数了数，他的第一次新闻发布会竟然把这句话说了９次。美联社曾抱怨说，麦克莱伦一直“固执地”依据白宫拟订的“谈话要点”发表意见，有时不惜以“无可奉告”开罪记者。如果有媒体对白宫事务的报道立场不公或内容失实，他会直接致电文章作者，用其特别的得州口音坚定地表达自己的观点。麦克莱伦素以恪守工作纪律而著称，尽管他学识渊博，与媒体讨论问题的领域比其他一些同事更为广泛，但他从不透露白宫不允许公开的消息，就算是自己即将担任白宫首席发言人的消息也不例外。

适当的幽默感。虽然新闻发言人是个严肃的工作，但很多时候，都需要幽默来面对困境。里根的新闻秘书布雷迪的幽默感使他在记者中享有很高的声誉。另一个新闻秘书马林·菲茨沃特则以有“精妙的幽默感”著称。克林顿的新闻秘书迈克·麦加里谈到他胜任的秘诀时说，“把注意力放在最重要的事情上，谨记你的首要责任是揭示真相和保护美国人民的利益。你得让所有的人知道你想说的要点。假如你能在这过程中加一些娱乐调剂调剂的话，就更好了”。

小布什的发言人麦克莱伦谈吐幽默，和蔼可亲，深受记者的喜爱。同时知识面很宽，对于许多领域的问题都很有见地，深得同事的尊敬。他精于应对媒体之道，经常在与记者的“较量”中占据上风，凭借其风趣幽默的玩笑使记者“解除武装””。美联社曾形容他的笑容具有“传染性”。

但是，幽默过了头就不是一件好事了。就拿巧舌如簧的弗莱舍来说，“９·１１”事件后，弗莱舍有一次回答白宫记者提问时说：“你们以后说话得小心一些，在开腔前先回头看看背后有没有美籍阿拉伯人。”话一出口，立即引起白宫记者的不满，弗莱舍不得不为此正式道歉。在美国对伊拉克开战前，弗莱舍说给萨达姆脑袋上“来一颗子弹”的成本，要比打一场战争要低很多。他还曾指责克林顿在离任前不现实地推动中东和平进程是“朝月亮开枪，什么也打不着，得不到”，结果一无所成反而导致更多暴力事件的发生。但他后来都不得不发表声明，承认这种说法属于“搬起石头砸了自己的脚”。

对于白宫新闻发言人，克林顿的新闻秘书迈克·麦加里有这样一个总结。他在任期的最后一天写道：“我的办公室在白宫的地理位置包含着一个微妙的隐喻。往那边走５０英尺是椭圆形办公室，往这边走５０英尺就是这个我们每天见面的新闻发布厅。这就是新闻秘书的工作：在关系紧张的敌对双方之间保持中立。我们只有一项任务，那就是真实准确地报告总统的工作。我们的信念是，如果我们忠实诚恳地报告总统的工作——只要无愧于良心，那么我们一定会获得美国人民的支持。”

The purpose of my visit is to increase mutual trust, enhance friendship, deepen cooperation and advance the positive, cooperative and comprehensive China-U.S.relationship for the 21st century.In recent years, particularly over the past two years since President Obama took office, China-U.S.relations have made strong headway, thanks to the joint efforts of both sides.We have increased exchanges in cooperation in a wide range of areas, maintained close communication and coordination on major international and regional iues, and played a positive role in promoting peace, stability and prosperity in the Asia Pacific region and the whole world.

在当前形势下，中美两国拥有的共同利益比以往任何时候都要广泛，担负的共同责任比以往任何时候都要重大，美丽的共同挑战比以往任何时候都要严峻，因而保持中美关系长期健康稳定发展也就比以往任何时候都要重要，这是中美两国面临的客观现实，应该成为我们的共识。

Under the current circumstances, our two countries share broader common interests, show their bigger common responsibilities, and face more severe common challenges than at any time in history. As a result, it is more important than ever for us to maintain the long-term, sound and steady growth of our bilateral relations. This is the reality we face, and it should be recognized by both sides.

This morning President Obama and I had an in-depth exchange of views on China-U.S.relations and international and regional iues of common interest. And we reached important agreement. We agreed that our two countries should increase contacts at the top and other levels, strengthen strategic mutual trust through dialogue and communication, intensify exchanges and cooperation in all fields, and step up communication and coordination on international and regional iues.We agreed that the two countries should respect each other’s sovereignty, territorial integrity and the development interests, properly handle differences and frictions, and work together to build a China-U.S.cooperative partnership based on mutual respect and mutual benefit.

回顾往昔，中美建交三十二年来走过的不平凡历程表明，两国的共同利益远远大于分歧，互利合作始终是两国关系主流，这坚定了我们推动中美关系发展的信心。展望未来，中美两国都面临着保持经济平稳发展和实现经济转型的艰巨任务，都需要应对经济全球化带来的各种挑战，这增强了我们加强合作的需要和意愿。

China-U.S.relations have traveled an extraordinary journey in the past 32 years since the establishment of diplomatic ties.A review of the history of our relations shows that we have far more common interests than differences, and cooperation for mutual benefit as always being the mainstream of our relations. This has reinforced our confidence in further pushing forward our relationship.Today both China and the United States are confronted with the arduous task of sustaining steady economic growth and achieving economic transformation. And we both need to tackle the various challenges brought by economic globalization. This has added to our need and desire to enhance cooperation.

我们要以更加坚定的信念，更加宽广的视野，更加积极的行动，脚踏实地，锐意进取，充分挖掘两国合作潜力，不断开创中美关系发展新局面。我相信，在双方的共同努力下，中美合作伙伴关系一定能够取得丰硕的成果，更好的造福两国人民，为世界和平与发展的崇高事业做出新的、更大的贡献。

We should pursue our relations with a stronger conviction, a broader vision and more proactive approach. Working together, America has done well.Our economy is breaking records, with more than 22 million new jobs, the lowest unemployment in 30 years, the highest home ownership ever, the longest expansion in history.

Our families and communities are stronger.Thirty-five million Americans have used family leave low.Eight million have moved off welfare.Crime is at a 25-year low.Over 10 million Americans recieve more college aid, and more people than ever are going to college.Our schools are better-higher standards, greater accountability and larger invistments have brought higher test scores, and higher graduation rates.

More than three million children have health insurance now, and more than 7 million Americans have

been lifted out of poverty.Incomes are rising aro the board.Our air and water are cleaner.Our food and drinking water are safer.And more of our precious land has been preserved, in the continetal United States, than any time in 100 years.

I\'m very grateful to be able to turn over the reins of leadership to a new president, with America in such a strong position to meet the challenges of the future.

Tonight, I want to leave you with three thoughts about our future.First, America must maintain our record of fiscal responsibility.Through our last four budgets, we\'ve turned record deficits to record surpluses, and we\'ve been able to pay down $600 billion of our national debt, on track to be debt free by the end of the decade for the first time since 1835.

Staying on that course will bring lower interest rates, greater prosperity and the opportunity to meet our big challenges.If we choose wisely, we can pay down the debt, deal with the retirement of the baby boomers, invest more in our future and provide tax relief.

Second, because the world is more connected every day in every way, America\'s security and prosperity require us to continue to lead in world.At this remarkable moment in history, more people live in freedom than ever before.Our alliances are stronger than ever.People all around the world to look in America to be a force for peace and prospeity, freedom and security.The global economy is giving more of our own people, and billions around the world, the chance to work and live and rise thier families dignity.

But the forces of intergration that have greated these good opportunitis also make us more subject to global forces of destruction, to terrorism, organized crime and narcotrfficking, the spread of deadly weapon and disease, the degradation of the global enviroment.

The expansion of trade hasn\'t fully closed the gap between those of us who live on the cutting edge of the global economy and the billions around the world who live on the knife\'s edge of survival.

This global requires more than compaion.It requires action.Global poverty is a powder keg that could be ignety by our indifferece.

In his first inaugural addre, Thomas Jefferson warned of entangling alliances.But in our times, America cannot and must not disentangle itself from the world.

We must work harder to overcome our differences.In our hearts and in our lows, we must traet our people fairne and dignity, regardle of their race, religion, gender or sexual oreintation and regardle of when they arrived in our contry, always moving toward the more perfect union of our founders\'dreamd

Hillary Chelsea and I join all Americans in wishing our cery best to the next president, Geoge W.Bush to his family and his administration in meeting these challenges and in leading freedom\'s march in this new contry.

As for me, I\'ll leave the presidency more idealistic, more full of hope than the day I arrived and more confident than ever that America\'s best days lie ahead.

My days in this office are nearly through, but my days of service, I hope, are not.In the years ahead, I will never hold a position higher or a covenant more scared than that of president of the United States.But there is no title I will wear more proudly than that of citizen.

锅炉房: 当班运行人员负责检查本区域设备状况，保持使用设备清洁、完好检查所有加压部位，并及时循环处理。发现情况及时向领班汇报。工程部根据具体情况每年安排一次大修，锅炉班对设备每三个月小修一次。每月进行一次锅炉附件、附件设备大自查，发现问题及时维修，确定解决不了的问题应及时汇报。 二.新增设备管理

1.凡需新增设备的部门，首先提出申请，报分管领导签字后，报送工程部。

2.工程部按设备电气负荷，建筑物承载允许值、安全、环保、通风、水暖核实后，报请总经理室批准后方可进行购置。3.工程部应向采供部提供产品信息和提出产品质量、尺寸等要求。

4.根据安装要求，并视工程大小，工程部决定内部或委托专业施工单位施工。

5.新装设备应由工程部的相关专业人员当场开箱检查： （1）规格型号是否相同，质量是否达到要求; （2）收集有关技术说明资料，并交内勤存档。

（3）收集有关备品备件、随机工具等，交工程部保存。 6.设备安装后应由工程部技术人员在场指导调试后，方可投入运行。

7.设备一经安装固定，使用部门不得任意移动位置，另接电源等，若因经营需要，按改移装制度办理。

8.设备正常运转后，应由使用部门负责人签字，方可交付投入使用。

三.设备改、移装管理

1.酒店设备需改、移装时，应由使用部门提出书面申请。2.工程部根据施工技术要求及动力提供等其他技术因素论证后进行计划安排。

3.对改装工程较大，技术复杂性和价格较高或需对原结构、装潢做较大面积破坏的，由使用部门经理提出申请，拟定方案，报请总经理批准后，方可施工。

4.设备改装的材料及审批文件应由工程部存档。隐蔽工程设施的改装、移装资料及设备改动原因除存档外，应对相应的施工图纸作改动或标注有关说明备案。

5.部门移装、改装时，应按设备转让制度处理，并办理有关撤消、登记手续。

6.凡未经酒店许可，私自移动、改装拆除设备或破坏建筑结构、装潢效果者，将追究有关部门责任。四.设备转让和报废

（一）转让

1.转让给外单位的，在征求工程部物资部和财务部门意见后，上报总经理室批准后，方可办理转让手续。2.进口免税设备还必须经海关批准。

3.部门间内部转让：部门协商后，经总经理室同意后，由工程部组织移装。

（二）报废

属下列情况之一的，方可办理报废手续。 A.国家指定淘汰产品; B.已超过使用期限，损坏严重，修理费用昂贵; C.因受自然灾害或事故损坏，修理费接近或超过原设备价值的设备; D.虽能运转，但有严重隐患，但修理费昂贵的设备。 E.无法修复的设备。

设备的报废，应由部门申请，工程部组织技术鉴定确认，报请总经理批准后，方可办理报废手续。报废的设备，应由财务部估计残值。 五.设备重大事故处理

1.设备因非正常原因，影响酒店正常营业，造成恶劣影响的均属重大事故。

2.事故发生后，应立即报告工程部、安全部，对事故隐瞒、不报或拖延上报的部门与个人，应追究部门负责人和个人经济、行政直至刑事责任。

3.工程部接到报告后，应立即组织检修，尽快恢复酒店正常营业秩序。

4.当事人及相关部门应配合主管部门进行事故调查。5.对重大事故应该“三不放过”，即： A.原因不查清不放过; B.肇事者和员工没有受到教育不放过; C.没有采取有效防范措施措施不放过。安全部职责和权限

安全部在总经理的领导和旅游、公安等机关的业务指导下进行工作。保安人员要选用政治素质较高，业务、身体素质较好，热心安全保卫工作者担任。安全保卫部门主要领导的更换，应报旅游行政管理和当地公安机关备案。各旅游涉外安全保卫部应及时沟通信息，加强区域性协作。 安全保卫部履行以下职责：

1．维护酒店的治安秩序，监督执行安全保卫规章制度，检查、考核安全保卫责任制的实施，建立和管理安全保卫档案。 2．了解和熟悉酒店周围的环境、建筑布局、建筑结构、电器设备、火源、火种和经营运转管理等情况，建立健全检查和巡视制度，加强要害部位的安全保卫措施。

3．开展并做好法制和各项安全保卫知识的宣传教育工作。配合人事部门严格新招员工的政审，做好对新员工的安全培训，负责对外来务工人员的安全考察等专项管理工作。 4．做好重要接待和活动的保卫任务的安全检查工作。发现不安全因素，及时提出整改意见，或发出《隐患整改通知书》并督促整改。

5．组建安全保卫网络，定期开展护卫、消防、治安等组织活动。

6．制订消防突发事件的应急方案，印制和张贴紧急疏散图及防火标志。定期开展义务消防人员的训练活动。 7．负责查收宾客遗留和私自收藏的反动、淫秽书刊杂志和音像等制品，不得传播，并及时上交公安机关。 8．检查、督促、考核治安、消防、保卫和食品卫生责任制落实情况。在总经理的领导下，认真执行奖惩制度，做到奖惩分明。对须给予治安处罚的，应报公安机关处理。 安全部具有以下权限：

1．积极协助公安机关查挖违法犯罪分子，发现旅客正在进行违法犯罪或有违法犯罪嫌疑的，应予制止，并立即报告公安机关。

2．协助公安机关查破治安事件和刑事案件（包括保护和勘查现场、询问证人），询问违法犯罪人员并追缴赃款、赃物。 3．协助公安机关监督或考察本酒 店被管制、剥夺政治权利、缓刑、假释和监外执行的罪犯以及被监视居住、取保候审的被告人。

4．对确保酒店安全运转负有监督作用。密切注视掌握内部治安动向，做好安全预防工作。

5．行使上级和公安机关依法授予的其他权力。 食品安全卫生管理 一.个人卫生 “四勤”

1、勤洗手、剪指甲；

2、勤理发、勤洗发

3、勤洗澡；

4、勤换衣服和工作服 “三不准”

不准在操作间吸烟，挖鼻孔、掏耳朵；

不准对着食品打喷嚏，随地吐痰，乱丢废弃物； 不准在操作间推入私人物品。

进入厨房必须穿戴工作服，工作帽，配戴工号牌或名牌。男同志要求发不过耳，不留胡须。女同志留长发者要配戴发套。 食品卫生

各班组每天开市前要对本班组的冰库、冰箱、货架上的食品原料、调料进行检查，发现的腐败和原料要及时进行处理，更换。被厨师长或总值人员发现扣罚„„„ 收货人员在验收原料时依据前一天的食品原料申购单，严格执行《食品卫生法》，确保原料的质量及数量。 冷菜间和点心间在制作成品菜肴的时候，要根据当天的实际客情进行制作，不能制作过多，造成浪费，要求当天制作当天用，确保食品的卫生安全，冷菜制作做到“五专”进入冷菜。

接待三桌以上的宴会，各点要做好食品留样工作，留样的工作具及盛器必须要经过消毒，增强自我保护能力。 在生产、经营过程中要严格做到 “四不”

不用腐败变质的原料； ②不出售腐败变质的食品；

③不用手拿食品；

④不用非食品包装袋、纸盛装食品。 在食品的制作和保管过程中要求做到

“两隔离”：生熟隔离；②食品与杂物隔离。 “四分开”

生熟要分开；

②成品与半成品要分开；

③食品与杂物、药品要分开； ④食品与天然冰要分开。

进入冰箱的食品及原材料要加保鲜膜，以免发生串味或交叉污染。

在收市时，各班组尽可能对本班组用的食品原料进行检查，要妥善保管，进入冰箱的食品和原料要加封保鲜膜。 各班组在订料时，根据第二天的客情结合现有的原料进行订购，以免发生重订、多订,造成浪费。 保管员在领取原料及物品时要掌握先进先出原则，对定型包装的原料、验收时要有：厂名、厂址、生产日期、保质期、品名。

各点在日常操作中要严把“六关”：进货关、验收关、洗涤关、切配关、烧煮关、出菜关，层层把关，互相监督，确保食品的卫生安全。 环境卫生

各班组人员每天在收餐时，要对自己的环境卫生进行打扫。根据分配情况，各负其责，结束后由领班进行检查，做到“四定”。

在日常操作过程中，对环境卫生要注意保持，对于恶意破坏环境卫生的人员要进行考核。

“四定”：定点分块保洁；定人专门负责；定人每天打扫；定措施进行检查。

“五专”：专人加工、专室制作、专用工具、专用冷藏、专用.酒店工安全职责

酒店员工的安全保卫职责是：

1．自觉学习和遵守国家法律、法规和酒店各项规章制度，积极参加各项安全培训，维护酒店秩序和社会秩序，勇于同违法犯罪和违反店规店纪现象作斗争。

2．严守外事纪律，保守国家机密。对宾客遗留的钱物或反动、淫秽书刊和音像制品应立即如数上交，不得保留和传播。

3．发现事故隐患，应及时报告饭店有关部门。发现火情或重大灾害事故，要迅速报警扑救，并协助和安排宾客疏散。发生刑事案件，应认真保护好现场，积极提供线索，配合有关部门做好调查取证工作。

4．楼层服务员应掌握本楼层住客情况，发现可疑迹象，应及时报告安全部。

5.未经安全培训的员工不得上岗操作。

各部门负责人是所在部门的安全管理责任人，必须建立综合治理目标管理责任制，做到各司其职，各负其责，密切配合，互相协调，落实内部各项治安防范措施，严防发生违法犯罪和其他治安问题，会同酒店有关部门，将安全管理作为对本部门职工考核、评比、调资、晋级的依据之一。 宾客安全管理

前厅、客房、餐饮、商场等部门必须按照业务分工和规范程序、要求，对宾客实施安全管理.宾客安全管理的主要内容是：

1．宾客住宿凭有效证件，严格登记验证，手续项目齐全，字迹工整清晰。境外宾客登记住宿，应在24小时内传当地公安机关。 2．饭店行李寄存处和贵重物品寄存处，必须建立并严格执行存、管、取制度。团队宾客行李进出饭店应履行交接手续。

3．客房内应配紧急情况宾客疏散图和“请勿卧床吸烟”标志。境外宾客在华期间必须遵守中华人民共和国的有关法律、法规，严禁从事非法活动。

4．严禁将枪枝、弹药、易燃易爆、剧毒和放射性等危险物品带进酒店，严禁私自使用电热器具以及其他大功率的电器设备。严禁在酒店内进行卖淫、嫖娼、吸毒、聚赌等违法犯罪活动。

5．会客一律凭有效证件并征得住店宾客同意方可会客。会客必须遵守有关规章制度。

6．接到公安机关的协查通报后，酒店必须配合检查。酒店安全部配合公安机关查房或自行查房时，应严格按照有关规定慎重执行，住客不得以挂“请勿打扰”牌为由，阻止执行公务。 消防安全管理

酒店的消防安全工作贯彻“预防为主，防消结合”的方针。酒店应明确一名领导为消防安全责任人，配备专职防火员，并建立健全群众性义务消防组织。 酒店消防安全管理工作应做到：

1．搞好消防专业教育和培训工作，定期进行消防演练。 2．消防器材、设施应按消防部门有关规定配备，高层建筑应配备救护工具，新建、改建、扩建的酒店应按《建筑设计防火规范》规定，安装自动报警、自动灭火等设施，建立健全相应的使用、维修、保养检查制度。安全部门及其他部门应职责明确，定期检查和更换过期消防器材，确保消防器材完好和正常使用。

3．建立健全消防档案，了解并熟悉酒店消防设施整体布局。应根据各消防重点部位的不同情况，分别制订消防管理规定和消防操作程序，并严格执行。

4．酒店新建、更新改造项目的图纸，需报经区、以上公安消防部门审批，竣工后应通过检查验收，符合消防安全要求，方可投入经营运转。

5．严格管理和控制火种、火源及易燃易爆物品，仓库、柜台等场所禁止吸烟，客房、商场、仓库等重点部位的施工动火，须履行安全部的审批手续，并在现场设置灭火器材。施工现场易燃物应及时清理。未经工程部门批准，任何人不得乱拉乱接电源。酒店各部门使用易燃易爆物品，应指定人员负责并采取安全措施。 重点部件和贵重物品的安全管理 酒店重点部位应加强管理，确保安全。

重点部位员工选配，要严格执行有关规定，先审后用，定期考核，并做好思想工作。对须持证上岗操作的重点部位，严禁无证操作。经考核不宜在重点部位工作的员工应予以调整。

2.配电房、火警报警总台、电话总机房，要制定安全管理程序，实行24小时值班制。锅炉、中央空调和闭路监控等部位，要按照安全程序严格管理，运转时不得脱岗。易燃易爆等危险品仓库必须实行消防安全管理。

3.财务部、行李寄存处、贵重物品库房等部门或部位、电源线、照明设备和防盗设施必须按规范和要求安装使用。4.现金、有价证券、珠宝首饰等贵重物品，必须存入保险柜过夜。分散收款点的周转金不得超过限额。外出送取巨款必须两人以上解送或由安全保卫部派人用车护送。空白有效票证要按规定保管使用，防止丢失或被盗。 5.饭店应建立客房钥匙管理制度，客房万能钥匙应由饭店运转经理、客房部经理控制，服务钥匙统一由客房中心保管，所有备用钥匙由安全保卫部和客房部共同保管。建立锁芯更换制度，如发生客房钥匙丢失或宾客带走，必须在24小时内采取调换锁芯等有效的应急措施。 服务员清扫客房时，实行开一间清一间制度。

6.餐饮部门在食品采购、运输、库存和制售过程，必须严格执行《食品卫生法》和有关食品卫生操作规程，防止发生食物中毒或其他食源性疾患。公共区域的安全管理和值班制度 1.公共区域应建立并严格执行昼夜值班巡视制度，夜间巡视人员应配备通讯、自卫和照明设备。对可疑人员应进行验证和盘问，必要时，报告值班经理。

公共通道、消防通道应保持畅通，应急照明装置完好。 2.承担饭店改、扩建工程的施工单位，应配备专人负责管理施工现场安全工作，并接受饭店安全保卫部门的监督，所有施工人员必须到饭店安全保卫部办理临时出入证件，并自觉接受检查。 考核与奖惩

有下列情形之一的，应给予表彰、记功或其他奖励： 1．严格执行安全保卫规章制度，重视开展安全保卫教育，落实安全防范措施，成绩显著的；

2．及时发现、制止违法犯罪行为和防止治安灾害事故的发生，保证国家、集体财产和宾客的人身、财产安全的； 3．检举、揭发违法犯罪行为、勇于同现行犯罪分子斗争，或协助公安机关破案有功的；

4．依靠群众，做好治安综合治理工作，帮助教育违法和轻微犯罪人员有较大成效的；

5．忠于职守，秉公执法，在安全管理中表现突出的； 6．在安全管理工作中有其他显著成绩的。

有下列情形之一的，应视情节轻重，分别给予行政处分的，由公安机关按照《治安管理处罚条例》给予行政、经济处罚；违反治安管理构成犯罪的，依法追究刑事责任： 1．忽视安全管理工作，内部安全管理秩序混乱，多次违反操作程序酿成事故或发生违法犯罪活动；

2．存在隐患，经公安、消防等部门或上级旅游行政管理机关通报后不按期整改，以致发生刑事案件或重大灾害事故的；

3．违反安全管理制度，拒不执行安全管理工作任务，造成危害和损失的；

4．对违法犯罪行为知情不报，或对发生的案件、事故隐瞒不报、弄虚作假的；

5．对违反安全管理规定，扰乱饭店的正常秩序，进行卖淫嫖娼、赌博、吸毒、传播淫秽物品等违法犯罪活动的宾客，可视情节轻重，给予按店规赔偿经济损失或报经公安机关处理。

宾馆车辆安全管理制度

车辆安全管理为保安部职责，当值外场人员须维护好广场秩序，及时了解当日客情，适当留好车位。合理安排进店车辆停放在适当的位置，做到停车整齐，并时刻保持车道的畅通，车道上严禁停放任何车辆。

当值时要站在车场较明显的位置，指挥动作要标准、正确。明确指明停放车位。指挥倒车时要注意过往车辆、行人，确保安全。如广场无车位，则请驾驶员将车停放至附近车场，并指明路线。

来车时要将车辆指挥到位，排列整齐。发现违章停放车辆，及时劝阻。对进馆车辆安全进行仔细检查，发现问题，及时上报。检查要点：车辆有无损坏、车门有无上锁。 调解一般车辆纠纷先要调查找当事人及知情者了解情况，查明引纷原因。说服双方让各自认清自己的责任，以求达到协商调解目的。调解一旦达成协议，请双方互留地址以便进一步解决。受理人员要详细记录经过，双方地址、车号牌等。

处理店内一般交通事故首先要查看有无人员受伤，如有人员受伤，视情况请医务人员到场或安排车辆送医院.要有保护现场的意识，可将肇事车辆可留置原地不动。必要时拍照，留下现场资料。及时通知部门领导，值班经理留下现场资料。处理时客观公正，轻微事故对当事人进行调解，尽量让双方协商解决。较重事故报公安机关处理。 进出车辆夜间巡查时要记录下进出车辆牌号和时间，认真清楚看车门、车窗有无被撬痕迹，如有疑问，核查清楚。 与客人沟通时要注意礼节、礼貌及文明用语。要做到举止大方，不卑不亢，避免与客人发生争执与冲突，不准向客人索取小费。

收取停车费时问明驾驶人是否住店客人及停放时间，如系短时间停放，住店客人免收停车费。收取后立即递上发票并道谢。

指挥车辆泊位时要注意自身安全，尤其是有醉态司机驾驶的车辆。防止撞伤、碰伤、擦伤等。

房间内财物安全制度

1.房间内配备小型保险柜，并在醒目位置放上使用说明。2.查问可疑人员，劝阻非住店人员进入楼层，如是来访人员，应征得客人同意。

3.电视监控夜间对同时出现在不同楼层的人员和带有多件行李的住客应加以注意

4.服务员应了解本工作区域内的住客情况，严格交接班手续。楼层服务员要做到四勤，即勤转、勤看、勤问、勤检查，发现不安全因素立即处理。客房服务员清理垃圾时，要将熄灭的烟头用水浇灭后，再倒入垃圾袋内

5.为防止内部人员作案，每班领用的客房总钥匙，需进行登记。严格按照规定使用客房总钥匙。工作人员要妥善保管好所使用的各级客房总钥匙，不要乱放或遗失，不要为不熟悉的人开客房门。如果客人钥匙没有带，应当请客人亲自到前台去取。

6.保安或服务员在楼层巡查时如发现房门虚掩及钥匙卡插在门锁上，应轻敲房门，如客人在，应提醒客人关上房门，钥匙卡插在门锁上时，同时将钥匙卡取下交给客人，请其收好。若房内无人，应通知另一人帮助检查房间是否有异常情况，发现异常，应及时报告，并保护现场；若无异常，将门关好，通知客房中心。如钥匙卡插在门锁上则应将钥匙卡取下，交给楼层服务员或总台。并记录上报。

7.服务员在每日清扫客房时，要注意检查客房区域和客房内的安全装置，如门锁、安全链、窥镜、闭门器、疏散指示灯等是否完好。另外，要注意检查房内电器设备有无短路、漏电、超负荷使用等情况，如有发现，立即报告。清扫完客房后，要将房门锁上。

8.客房服务员在打扫卫生的时候，如果有访客进入房间，应有礼貌地请访客在外等候。夜班服务员应注意来访人员是否都已离开客房，如果会客的时间已过，应有礼貌地请客人离开，或报告安保部和大堂经理处理。访客如需在店内留宿，应请访客前去服务台按有关程序办理手续。

9.受理宾客报失应向失主了解事情发生的时间、地点、所失财物的名称、数量、价值等。问清失主最后一次见到或使用失物的时间、地点及近期的工作活动情况。有无可疑人员。对员工报失进行分析，是被盗还是丢失，发生在店内还是店外？并征求失主意见是否报告公安机关？请示部门领导，如何处理？若丢失信用卡、证件，要帮助其分别向银行或派出所挂失。若有现场，应请警卫保护，并派人查找可疑人员。 10.客人结帐离店时，收款处的人员要立即通知该楼层服务员及时查房，清点客房内的物品，检查客人有无将店内物品带走，房内有无不安全隐患。如发现客人遗留物品应及时送还给客人，如客人已离店，将物品上缴领导；如发现可疑情况一定逐级上报。

10.如发生一般性案件时，应及时向安保部报告情情况。若有现场，应请报案人保护现场并和保安迅速赶至现场了解情况。问明发现和发生案件的时间、地点、被窃（骗）财物名称、数量、价值及其他情况，问清报案人及当事人的情况，及时向部门领导报告，并做好记录。注意发现并扣留可疑人员。有人员受伤应及时送往医院。

Maybe you’re making the jump from elementary to middle school, or from middle school to high school, and you’re worried about what that’s going to be like. Maybe you’re starting a new school. You’re not sure how you’ll like it, trying to figure out how you’re going to fit in. Or maybe you’re a senior, and you’re anxious about the whole college proce; about where to apply and whether you can afford to go to college.And beyond all those concerns, I know a lot of you are also feeling the strain of some difficult times. You know what’s going on in the news and you also know what’s going on in some of your own families. You’ve read about the war in Afghanistan. You hear about the receion that we’ve been through. And sometimes maybe you’re seeing the worries in your parents’ faces or sense it in their voice.So a lot of you as a consequence, because we’re going through a tough time a country, are having to act a lot older than you are. You got to be strong for your family while your brother or sister is serving overseas, or you’ve got to look after younger siblings while your mom is working that second shift. Or maybe some of you who are little bit older, you’re taking on a part-time job while your dad’s out of work.And that’s a lot to handle. It’s more than you should have to handle. And it may make you wonder at times what your own future will look like, whether you’re going to be able to succeed in school, whether you should maybe set your sights a little lower, scale back your dreams.But I came to Masterman to tell all of you what I think you’re hearing from your principal and your superintendent, and from your parents and your teachers: Nobody gets to write your destiny but you. Your future is in your hands. Your life is what you make of it. And nothing -- absolutely nothing -- is beyond your reach, so long as you’re willing to dream big, so long as you’re willing to work hard. So long as you’re willing to stay focused on your education, there is not a single thing that any of you cannot accomplish, not a single thing. I believe that.And that last part is absolutely eential, that part about really working hard in school, because an education has never been more important than it is today. I’m sure there are going to be times in the months ahead when you’re staying up late doing your homework or cramming for a test, or you’re dragging yourself out of bed on a rainy morning and you’re thinking, oh, boy, I wish maybe it was a snow day. (Laughter.)

But let me tell you, what you’re doing is worth it. There is nothing more important than what you’re doing right now. Nothing is going to have as great an impact on your succe in life as your education, how you’re doing in school.More and more, the kinds of opportunities that are open to you are going to be determined by how far you go in school. The farther you go in school, the farther you’re going to go in life. And at a time when other countries are competing with us like never before, when students around the world in Beijing, China, or Bangalore, India, are working harder than ever, and doing better than ever, your succe in school is not just going to determine your succe, it’s going to determine America’s succe in the 21st century.So you’ve got an obligation to yourselves, and America has an obligation to you, to make sure you’re getting the best education poible. And making sure you get that kind of education is going to take all of us working hard and all of us working hand in hand.It takes all of us in government -- from the governor to the mayor to the superintendent to the President -- all of us doing our part to prepare our students, all of them, for succe in the claroom and in college and in a career. It’s going to take an outstanding principal, like Principal Neff, and outstanding teachers like the ones you have here at Masterman -- teachers who are going above and beyond the call of duty for their students. And it’s going to take parents who are committed to your education.

Now, that’s what we have to do for you. That’s our responsibility. That’s our job. But you’ve got a job, too. You’ve got to show up to school on time. You’ve got to pay attention in your cla. You’ve got to do your homework. You’ve got to study for exams. You’ve got to stay out of trouble. You’ve got to instill a sense of excellence in everything that you do. That kind of discipline, that kind of drive, that kind of hard work, is absolutely eential for succe.And I can speak from experience here because unlike Kelly, I can’t say I always had this discipline. See, I can tell she was always disciplined. I wasn’t always disciplined. I wasn’t always the best student when I was younger. I made my share of mistakes. I still remember a conversation I had with my mother in high school. I was kind of a goof-off. And I was about the age of some of the folks here. And my grades were slipping. I hadn’t started my college applications. I was acting, as my mother put it, sort of casual about my future. I was doing good enough. I was smart enough that I could kind of get by. But I wasn’t really applying myself.And so I suspect this is a conversation that will sound familiar to some students and some parents here today. She decided to sit me down and said I had to change my attitude. My attitude was what I imagine every teenager’s attitude is when your parents have a conversation with you like that. I was like, you know, I don’t need to hear all this. I’m doing okay, I’m not flunking out.So I started to say that, and she just cut me right off. She said, you can’t just sit around waiting for luck to see you through. She said, you can get into any school you want in the country if you just put in a little bit of effort. She gave me a hard look and she said, you remember what that’s like? Effort? (Laughter.) Some of you have had that conversation. (Laughter.) And it was pretty jolting hearing my mother say that.But eventually her words had the intended effect, because I got serious about my studies. And I started to make an effort in everything that I did. And I began to see my grades and my prospects improve.And I know that if hard work could make the difference for me, then it can make a difference for all of you. And I know that there may be some people who are skeptical about that. Sometimes you may wonder if some people just aren’t better at certain things. You know, well, I’m not good at math or I’m just not really interested in my science claes.And it is true that we each have our own gifts, we each have our own talents that we have to discover and nurture. Not everybody is going to catch on in certain subjects as easily as others.But just because you’re not the best at something today doesn’t mean you can’t be tomorrow. Even if you don’t think of yourself as a math person or a science person, you can still excel in those subjects if you’re willing to make the effort. And you may find out you have talents you never dreamed of.Because one of the things I’ve discovered is excelling -- whether it’s in school or in life -- isn’t mainly about being smarter than everybody else. That’s not really the secret to succe. It’s about working harder than everybody else. So don’t avoid new challenges -- seek them out, step out of your comfort zone, don’t be afraid to ask for help. Your teachers and family are there to guide you. They want to know if you’re not catching on to something because they know that if you keep on working at it, you’re going to catch on.Don’t feel discouraged; don’t give up if you don’t succeed at something the first time. Try again, and learn from your mistakes. Don’t feel threatened if your friends are doing well; be proud of them, and see what leons you can draw from what they’re doing right.Now, I’m sort of preaching to the choir here because I know that’s the kind of culture of excellence that you promote at Masterman. But I’m not just speaking to all of you, I’m speaking to kids all acro the country. And I want them to all here that same meage: That’s the kind of excellence we’ve got to promote in all of America’s schools.That’s one of the reasons why I’m announcing our second Commencement Challenge. Some of you may have heard of this. If your school is the winner, if you show us how teachers and students and parents are all working together to prepare your kids and your school for college and a career, if you show us how you’re giving back to your community and your country, then I will congratulate you in person by speaking at your commencement.Last year I was in Michigan at Kalamazoo and had just a wonderful time. Although I got to admit, their graduating cla was about 700 kids and my hands were really sore at the end of it because I was shaking all of them. (Laughter.) But the truth is, an education is about more than getting into a good college. It’s about more than getting a good job when you graduate. It’s about giving each and every one of us the chance to fulfill our promise, and to be the best version of ourselves we can be. And part of that means treating others the way we want to be treated -- with kindne and respect. So that’s something else that I want to communicate to students not just here at Masterman but all acro the country.Sometimes kids can be mean to other kids. Let’s face it. We don’t always treat each other with respect and kindne. That’s true for adults as well, by the way.

And sometimes that’s especially true in middle school or high school, because being a teenager isn’t easy. It’s a time when you’re wrestling with a lot of things. When I was in my teens, I was wrestling with all sorts of questions about who I was. I had a white mother and a black father, and my father wasn’t around; he had left when I was two. And so there were all kinds of iues that I was dealing with. Some of you may be working through your own questions right now and coming to terms with what makes you different.And I know that figuring out all of that can be even more difficult when you’ve got bullies in a cla who try to use those differences to pick on you or poke fun at you, to make you feel bad about yourself.And in some places, the problem is even more serious. There are neighborhoods in my hometown of Chicago, and there are neighborhoods right here in Philadelphia where kids are doing each other serious harm. So, what I want to say to every kid, every young person -- what I want all of you -- if you take away one thing from my speech, I want you to take away the notion that life is precious, and part of what makes it so wonderful is its diversity, that all of us are different. And we shouldn’t be embarraed by the things that make us different. We should be proud of them, because it’s the thing that makes us different that makes us who we are, that makes us unique. And the strength and character of this country has always come from our ability to recognize -- no matter who we are, no matter where we come from, no matter what we look like, no matter what abilities we have -- to recognize ourselves in each other.

I was reminded of that idea the other day when I read a letter from Tamerria Robinson. She’s a 12-year-old girl in Georgia. And she told me about how hard she works and about all the community service she does with her brother. And she wrote, “I try to achieve my dreams and help others do the same.”

“That,” she said, “is how the world should work.”

That’s a pretty good motto. I work hard to achieve my goals and then I try to help others to achieve their goals.

And I agree with Tamerria. That’s how the world should work. But it’s only going to work that way if all of you get in good habits while you’re in school. So, yes, each of us need to work hard. We all have to take responsibilities for our own education. We need to take responsibility for our own lives. But what makes us who we are is that here, in this country, in the United States of America, we don’t just reach for our own dreams, we try to help others do the same. This is a country that gives all its daughters and all of its sons a fair chance, a chance to make the most of their lives and fulfill their God-given potential.And I’m absolutely confident that if all of our students -- here at Masterman and acro this country -- keep doing their part, if you guys work hard and you’re focused on your education, you keep fighting for your dreams and then you help each other reach each other’s dreams, then you’re not only going to succeed this year, you’re going to succeed for the rest of your lives. And that means America will succeed in the 21st century.

So my main meage to all of you here today: I couldn’t be prouder of you. Keep it up. All of you I know are going to do great things in the future. And maybe some time in the 21st century, it’s going to be one of you that’s standing up here speaking to a group of kids as President of the United States.Thank you. I would have muffed it up somehow. So we are so proud of you and everything that you’ve done. And to all the students here, I’m thrilled to be here.

We’ve got a couple introductions I want to make. First of all, you’ve got the outstanding governor of Pennsylvania, Ed Rendell, in the house. (Applause.) The mayor of Philadelphia, Michael Nutter, is here. (Applause.) Congreman Chaka Fattah is here. (Applause.) Congrewoman Allyson Schwartz is here. (Applause.) Your own principal, Marge Neff, is here. The poibilities of building new friendships and strengthening old ones, of joining a school club, or trying out for a team. Five days from now, the world will witne the vitality of American democracy.In a tradition dating back to our founding, the presidency will pa to a succeor chosen by you, the American people.Standing on the steps of the Capitol will be a man whose history reflects the enduring promise of our land.This is a moment of hope and pride for our whole nation.And I join all Americans in offering best wishes to President-elect Obama, his wife Michelle, and their two beautiful girls.

Tonight I am filled with gratitude — to Vice President Cheney and members of my administration; to Laura, who brought joy to this house and love to my life; to our wonderful daughters, Barbara and Jenna; to my parents, whose examples have provided strength for a lifetime.And above all, I thank the American people for the trust you have given me.I thank you for the prayers that have lifted my spirits.And I thank you for the countle acts of courage, generosity and grace that I have witneed these past eight years.

This evening, my thoughts return to the first night I addreed you from this house — September the 11th, 2001.That morning, terrorists took nearly 3,000 lives in the worst attack on America since Pearl Harbor.I remember standing in the rubble of the World Trade Center three days later, surrounded by rescuers who had been working around the clock.I remember talking to brave souls who charged through smoke-filled corridors at the Pentagon, and to husbands and wives whose loved ones became heroes aboard Flight 93.I remember Arlene Howard, who gave me her fallen son\'s police shield as a reminder of all that was lost.And I still carry his badge.

As the years paed, most Americans were able to return to life much as it had been before 9/11.But I never did.Every morning, I received a briefing on the threats to our nation.I vowed to do everything in my power to keep us safe.

Over the past seven years, a new Department of Homeland Security has been created.The military, the intelligence community and the FBI have been transformed.Our nation is equipped with new tools to monitor the terrorists\' movements, freeze their finances and break up their plots.And with strong allies at our side, we have taken the fight to the terrorists and those who support them.Afghanistan has gone from a nation where the Taliban harbored al-Qaida and stoned women in the streets to a young democracy that is fighting terror and encouraging girls to go to school.Iraq has gone from a brutal dictatorship and a sworn enemy of America to an Arab democracy at the heart of the Middle East and a friend of the United States.

There is legitimate debate about many of these decisions.But there can be little debate about the results.America has gone more than seven years without another terrorist attack on our soil.This is a tribute to those who toil night and day to keep us safe — law enforcement officers, intelligence analysts, homeland security and diplomatic personnel, and the men and women of the United States Armed Forces.

Our nation is bleed to have citizens who volunteer to defend us in this time of danger.I have cherished meeting these selfle patriots and their families.And America owes you a debt of gratitude.And to all our men and women in uniform listening tonight: There has been no higher honor than serving as your commander in chief.

The battles waged by our troops are part of a broader struggle between two dramatically different systems.Under one, a small band of fanatics demands total obedience to an oppreive ideology, condemns women to subservience and marks unbelievers for murder.The other system is based on the conviction that freedom is the universal gift of Almighty God, and that liberty and justice light the path to peace.

This is the belief that gave birth to our nation.And in the long run, advancing this belief is the only practical way to protect our citizens.When people live in freedom, they do not willingly choose leaders who pursue campaigns of terror.When people have hope in the future, they will not cede their lives to violence and extremism.So around the world, America is promoting human liberty, human rights and human dignity.We\'re standing with diidents and young democracies, providing AIDS medicine to dying patients — to bring dying patients back to life, and sparing mothers and babies from malaria.And this great republic born alone in liberty is leading the world toward a new age when freedom belongs to all nations.

For eight years, we\'ve also strived to expand opportunity and hope here at home.Acro our country, students are rising to meet higher standards in public schools.A new Medicare prescription drug benefit is bringing peace of mind to seniors and the disabled.Every taxpayer pays lower income taxes.The addicted and suffering are finding new hope through faith-based programs.Vulnerable human life is better protected.Funding for our veterans has nearly doubled.America\'s air and water and lands are measurably cleaner.And the federal bench includes wise new members like Justice Sam Alito and Chief Justice John Roberts.

When challenges to our prosperity emerged, we rose to meet them.Facing the prospect of a financial collapse, we took decisive measures to safeguard our economy.These are very tough times for hardworking families, but the toll would be far worse if we had not acted.All Americans are in this together.And together, with determination and hard work, we will restore our economy to the path of growth.We will show the world once again the resilience of America\'s free enterprise system.

Like all who have held this office before me, I have experienced setbacks.There are things I would do differently if given the chance.Yet I\'ve always acted with the best interests of our country in mind.I have followed my conscience and done what I thought was right.You may not agree with some of the tough decisions I have made.But I hope you can agree that I was willing to make the tough decisions.

The decades ahead will bring more hard choices for our country, and there are some guiding principles that should shape our course.

While our nation is safer than it was seven years ago, the gravest threat to our people remains another terrorist attack.Our enemies are patient, and determined to strike again.America did nothing to seek or deserve this conflict.But we have been given solemn responsibilities, and we must meet them.We must resist complacency.We must keep our resolve.And we must never let down our guard.

At the same time, we must continue to engage the world with confidence and clear purpose.In the face of threats from abroad, it can be tempting to seek comfort by turning inward.But we must reject isolationism and its companion, protectionism.Retreating behind our borders would only invite danger.In the 21st century, security and prosperity at home depend on the expansion of liberty abroad.If America does not lead the cause of freedom, that cause will not be led.

As we addre these challenges — and others we cannot foresee tonight — America must maintain our moral clarity.I\'ve often spoken to you about good and evil, and this has made some uncomfortable.But good and evil are present in this world, and between the two of them there can be no compromise.Murdering the innocent to advance an ideology is wrong every time, everywhere.Freeing people from oppreion and despair is eternally right.This nation must continue to speak out for justice and truth.We must always be willing to act in their defense — and to advance the cause of peace.

President Thomas Jefferson once wrote, \"I like the dreams of the future better than the history of the past.\" As I leave the house he occupied two centuries ago, I share that optimism.America is a young country, full of vitality, constantly growing and renewing itself.And even in the toughest times, we lift our eyes to the broad horizon ahead.

I have confidence in the promise of America because I know the character of our people.This is a nation that inspires immigrants to risk everything for the dream of freedom.This is a nation where citizens show calm in times of danger and compaion in the face of suffering.We see examples of America\'s character all around us.And Laura and I have invited some of them to join us in the White House this evening.

We see America\'s character in Dr.Tony Rehcasner, a principal who opened a new charter school from the ruins of Hurricane Katrina.We see it in Julio Medina, a former inmate who leads a faith-based program to help prisoners returning to society.We\'ve seen it in Staff Sgt.Aubrey McDade, who charged into an ambush in Iraq and rescued three of his fellow Marines.

We see America\'s character in Bill Krioff — a surgeon from California.His son, Nathan — a Marine — gave his life in Iraq.When I met Dr.Krioff and his family, he delivered some surprising news: He told me he wanted to join the Navy Medical Corps in honor of his son.This good man was 60 years old — 18 years above the age limit.But his petition for a waiver was granted, and for the past year he has trained in battlefield medicine.Lieutenant Commander Krioff could not be here tonight, because he will soon deploy to Iraq, where he will help save America\'s wounded warriors — and uphold the legacy of his fallen son.

In citizens like these, we see the best of our country — resilient and hopeful, caring and strong.These virtues give me an unshakable faith in America.We have faced danger and trial, and there\'s more ahead.But with the courage of our people and confidence in our ideals, this great nation will never tire, never falter, and never fail.

It has been the privilege of a lifetime to serve as your president.There have been good days and tough days.But every day I have been inspired by the greatne of our country, and uplifted by the goodne of our people.I have been bleed to represent this nation we love.And I will always be honored to carry a title that means more to me than any other — citizen of the United States of America.

我们的国家正是在这种信念下诞生的。长期来看，倡导这种信念是保卫我们国民的唯一切实有效的方法。当人们生活在民主政治中，他们就不会选举出那些追随恐怖势力的领导人。当人们对未来充满希望，他们就不会选择放弃生命来发动暴力袭击。因此，美国一直在全世界倡导自由、人权和尊严。我们向那些新兴的民主政体提供支持，向艾滋病人提供药物让垂死的病人起死回生，让母亲和婴儿们免受疟疾的困扰。这个在自由基础上诞生的伟大国家，正带领全世界走向一个新时代，这个时代民主将属于所有的国家。

过去八年里，我们也努力地在国内扩张机会和希望。在全国，学生们现在可以在公立学校接受条件更好的教育；新的医疗福利政府让老人和残疾人更加安心；每一位纳税人的个人所得税降低；通过信心重建计划，那些吸毒者也找到了新的希望；人们脆弱的生命得到更好的保护；为老兵提供的资金保障几乎增加一倍；美国的空气、水源以及土地比以前更加清洁。

当繁荣遇到挑战时，我们采取了行动。在面临金融崩溃时，我们采取了决定性的措施来保卫经济。对于那些辛苦工作的家庭来说，这是一个非常艰难的时期，但是如果我们不采取行动，后果会更严重，所有的美国人都受到了影响。团结一心的美国人将通过坚定信心和辛勤的工作来使我们的经济再次走上成长之路。我们将向世界再次展示，美国自由企业制度的坚韧性。

THE PRESIDENT: My fellow citizens, tonight is my last opportunity to speak to you from the Oval Office as your President.I am profoundly grateful to you for twice giving me the honor to serve -- to work for you and with you to prepare our nation for the 21st century.

And I\'m grateful to Vice President Gore, to my Cabinet Secretaries, and to all those who have served with me for the last eight years.

This has been a time of dramatic transformation, and you have risen to every new challenge.You have made our social fabric stronger, our families healthier and safer, our people more prosperous.You, the American people, have made our paage into the global information age an era of at American renewal.

In all the work I have done as President -- every decision I have made, every executive action I have taken, every bill I have proposed and signed, I\'ve tried to give all Americans the tools and conditions to build the future of our dreams in a good society, with a strong economy, a cleaner environment, and a freer, safer, more prosperous world.

I have steered my course by our enduring values -- opportunity for all, responsibility from all, a community of all Americans.I have sought to give America a new kind of government, smaller, more modern, more effective, full of ideas and policies appropriate to this new time, always putting people first, always focusing on the future.

Working together, America has done well.Our economy is breaking records, with more than 22 million new jobs, the lowest unemployment in 30 years, the highest home ownership ever, the longest expansion in history.

Our families and communities are stronger.Thirty-five million Americans have used the Family Leave law; 8 million have moved off welfare.Crime is at a 25-year low.Over 10 million Americans receive more college aid, and more people than ever are going to college.Our schools are better.Higher standards, ater ccountability and larger investments have brought higher test scores and higher graduation rates. More than 3 million children have health insurance now, and more than 7 million Americans have been lifted out of poverty.Incomes are rising acro the board.Our air and water are cleaner.Our food and drinking water are safer.And more of our precious land has been preserved in the continental United States than at any time in a hundred years.

America has been a force for peace and prosperity in every corner of the globe.I\'m very grateful to be able to turn over the reins of leadership to a new President with America in such a strong position to meet the challenges of the future.

Tonight I want to leave you with three thoughts about our future. First, America must maintain our record of fiscal responsibility.

Through our last four budgets we\'ve turned record deficits to record surpluses, and we\'ve been able to pay down $600 billion of our national debt, on track to be debt-free by the end of the decade for the first time since 1835.Staying on that course will bring lower interest rates, ater prosperity, and the opportunity to meet our big challenges.If we choose wisely, we can pay down the debt, deal with the retirement of the baby boomers, invest more in our future, and provide tax relief.

Second, ause the world is more connected every day, in every way, America\'s security and prosperity require us to continue to lead in the world.At this remarkable moment in history, more people live in freedom than ever before.Our alliances are stronger than ever.People all around the world look to America to be a force for peace and prosperity, freedom and security.

The global economy is giving more of our own people and billions around the world the chance to work and live and raise their families with dignity.But the forces of integration that have created these good opportunities also make us more subject to global forces of destruction --to terrorism, organized crime and narco trafficking, the spread of deadly weapons and disease, the degradation of the global environment.

The expansion of trade hasn\'t fully closed the gap between those of us who live on the cutting edge of the global economy and the billions around the world who live on the knife\'s edge of survival.This global gap requires more than compaion; it requires action.Global poverty is a powder keg that could be ignited by our indifference.

In his first inaugural addre, Thomas Jefferson warned of entangling alliances.But in our times, America cannot, and must not, disentangle itself from the world.If we want the world to embody our shared values, then we must aume a shared responsibility.

If the wars of the 20th century, especially the recent ones in Kosovo and Bosnia, have taught us anything, it is that we achieve our aims by defending our values, and leading the forces of freedom and peace.We must embrace boldly and resolutely that duty to lead -- to stand with our allies in word and deed, and to cut a human face on the global economy, so that expanded trade benefits all peoples in all nations, lifting lives and hopes all acro the world.

Third, we must remember that America cannot lead in the world unle here at home we weave the threads of our coat of many colors into the fabric of one America.As we ome ever more diverse, we must work harder to unite around our common values and our common humanity.We must work harder to overcome our differences, in our hearts and in our laws.We must treat all our people with fairne and dignity, regardle of their race, religion, gender or sexual orientation, and regardle of

when they arrived in our country; always moving toward the more perfect union of our founders\' dreams.

Hillary, Chelsea and I join all Americans in wishing our very best to the next President, George W.Bush, to his family and his administration, in meeting these challenges, and in leading freedom\'s marching this new century.

As for me, I\'ll leave the presidency more idealistic, more full of hope than the day I arrived, and more confident than ever that America\'s best days lie ahead.
