3.考试结束后，由监考老师当场装订并密封试卷。
（二）作文评审
1.复赛作文评委：复赛评委由参与本次大赛的部分高校选派的英语教学专家、教师组成。
2.复赛作文评分办法：复赛结束后，全国各地的试卷汇总到北京赛区，统一阅卷评分。
3.阅卷分为A、B组，每组设一个评卷组组长，组长由著名高校的英语专家担任，组长负责把控作文的阅卷标准、阅卷进度。作文由A、B组老师各阅1遍，取平均分为考生的最终成绩。
4.如果同一份试卷，A、B组阅卷分数相差5分（不包括5分）以上，将由复审专家进行复审。
5.所有试卷阅卷老师无法看见学生的考号、姓名等个人信息。
6.作文成绩占总体复赛成绩的60%。
六、口语考试
（一）、比赛办法
1.口语试题由参与本次大赛的部分高校分别命制口语题库。
2.分赛区所有选手由组委会事先由电脑程序自动生成口语比赛顺序，选手准考证上可看到自己的进场侯考时间。
3.参加口语比赛的选手应在规定时间，在指定的考场外等待考试，按照顺序依次进场考试。
4.选手进入口语考场后，将准考证交给考场工作人员，由选手本人在考试机器上输入自己的准考证号，进入系统后，选手确认个人信息无误后，开始考试。
（二）、口语评审
1.复赛口语评委：复赛口语评委由参与本次大赛的部分高校选派的英语教学专家、教师组成。
2.全国创新英语大赛组委会对本次考试全程录音。
3.复赛口语评分办法：复赛结束后，由评委老师根据选手口语考试录音。每一个选手的录音由两个考官进行打分，取两个考官的平均分复核确定最终成绩。
4.口语考试占复赛总体成绩的20%。
（三）、口语题型
口语比赛题型分为：自我介绍和话题陈述。
各占10分。
自我介绍：考生有10秒的时间阅读考试要求，在系统提示可以陈述之后，考生有60秒的陈述时间，自我介绍内容包括：
My name is„
My number is„
I have a dream„
话题陈述：系统随机抽题，选手有30秒的准备时间，在系统提示可以陈述之后，有90秒的陈述时间。
七、评分和奖项：
1.选手复赛成绩为：20%的听力成绩+20%的口语成绩+60%的作文成绩。
2.大赛复赛获奖者均可获得参加此项大赛自主招生高校相应的自主招生等优惠条件。
3.复赛结果请于8月初登陆创新英语网（）、腾讯网、新浪网查询。
八、考场纪律要求
1.考生进入考场，只准带必需的文具，如钢笔、签字笔、铅笔、橡皮等，不可携带任何书籍、纸张、笔记本、电子词典、字典等任何作弊材料及工具。手机等通讯工具必须关闭，否则立即取消考试资格。
2.禁止家长跟随考生进入考区，家长可在考区之外等候考生。
3.笔试开考前15分钟（即8：15）之后，考生不得进入考场考试。
4.考试时间内如有特殊情况经监考同意后可暂时离开考场，但必须有监考人员陪同。除此之外，离开考室均须交卷并不得返回续考。
5.听力、作文考试时，考生答题一律用黑、蓝色钢笔或签字笔书写。考生答卷时，要先在试卷指定位置填写姓名、考号。凡姓名、考号漏填或字迹模糊不清、无法辨认的，该试卷一律作废。
6.考试结束时间一到，考生必须立即停止答卷，并将试卷背面朝上放置在课桌上。不准将试卷和分发
的稿纸带走，提前交卷的考生不得在考场附近逗留、谈论。
7.考生在考试时不准偷看他人的答卷或有意让人抄袭，不准交头接耳。凡有作弊行为的考生，一律取消考试资格。

推行“农事村办”制度
（二）立足“农事”需要，扎实开展六大服务。“农事村办”的核心是“农事”，就是农村的事、农民的事、农业的事。我们根据“农事”需要，扎实开展“六大服务”：一是开展生产服务，做到农业生产经营和科技服务不出村。以村级服务站为阵地，整合涉农部门的资金、技术、人才，统筹抓好农业基础设施建设、新技术新品种推广、农作物病虫害防治和农产品加工销售以及农资供应服务工作。如田东县中平社区“农事村办”服务站，重点抓好香葱种植特色产业化服务，成立了“无公害蔬菜协会”，经常请专家为村民提供咨询，实行香葱种植产销一条龙服务。二是开展文化服务，做到经常性文体活动不出村。发挥村宣传文化活动室作用，建立“五个一”载体，即每村设有“一个村级文化活动中心、一支业余文艺队、一支流动放映队、一支广播电视服务队和一个文体活动场所”，解决农村群众读书看报难、看戏难、看电影难、看电视难和健身难的“五难”问题。三是开展卫生服务，做到看小病不出村。以建立村级“便民服务医疗室”为载体，将村卫生室纳入新型农村合作医疗点和报销点，积极开展专家义诊活动，帮助群众实现家门口看病报销，开展义诊服务，免费发放宣传资料和避孕药具。四是开展法律服务，做到一般矛盾调解不出村。以建立“流动警务室”、“流动调解庭”为载体，在村级现场为群众提供法律咨询和法律援助、普法宣传、调解纠纷等服务，使一般矛盾不出村就能调解。五是开展政务服务，做到一般审批事项办理不出村。定期组织相关部门到村级服务站办公，为群众现场办理计生、建房、车辆证照和补贴补助、救济、救灾款的发放等手续，实现办证不出村。如隆林德峨乡常么村“农事村办”服务站，每逢圩日，乡直各站所都到村“农事村办”服务站开展“政务村办服务日”活动，为群众办理各类证件手续，农民在家门口即可轻轻松松办好需要办的事情。六是开展党员服务，做到一般农事代办不出村。选择有较强办事、协调能力的“农家课堂”培训户、“党员中心户”作
为“农事村办”代办员，负责为群众提供代办服务。在服务方式上，推行“窗口式服务”、“代办式服务”、“预约式服务”、“上门式服务”的“四位一体”的服务工作模式，实现了服务方式灵活化、多样化，切实为群众提供全过程、全方位、一条龙服务。去年以来，全市各“农事村办”服务站（点）共开展六大服务活动28510次，共为群众办实事41370件，接待群众来访、咨询466800多人次，受理群众申请事项67415件，已办结64490件。
（三）坚持以中央和自治区领导重要批示精神为指导，不断深化和完善“农事村办”工作。“农事村办”工作实施以来，多次得到中央和自治区领导领导的充分肯定。自2008年8月以来，我们坚持以中央和自治区领导的重要指示精神为指导，不断深化和完善“农事村办”工作。
1、围绕推动农村科学发展的要求，将“农事村办”作为第三批学习实践活动的主要内容。依托“农事村办”平台，组织开展生产和技术服务，使参加第三批活动的广大农村党员受到科学发展观理论的教育，接受科学生产技术培训，提高生产技能，找到致富门路。同时，通过“农事村办”平台，引导“农事村办”服务工作人员发挥共产党员的先锋模范作用，积极为广大党员群众服务。把设岗定责、依岗承诺、党员志愿服务者等活动方式延伸到农村基层组织建设工作中，创新县、乡、村联创联动的机制和办法，把加强农村基层组织建设作为学习实践活动的重要内容加以丰富和拓展。如田阳县积极组织县、乡的农业、科技部门的专家、技术员，通过“农事村办”这一平台，灵活设计培训内容，实行“菜单式”培训，使党员群众通过培训，学到更多实用技术。
2、着眼于转变基层政府职能，扎实推进农村综合配套改革。坚持把“农事村办”作为深化改革的重大举措，以乡(镇)“一办三中心”为模式，扎实推进农村综合配套改革。一是试行乡镇“一办三中心”体制改革。分别从全市12个县（区）选择19个乡镇试行“一办三中心”体制改革。“一办三中心”即整合乡(镇)各办、站、所的干部力量，组建乡(镇)党政综合办公室、产业服务中心、社会服务中心、政策法律服务中心等“一办三中心”，把乡(镇)服务窗口前移进村，把更多干部放到村屯开展服务，让“农民办事不出村”。同时按照“保留现行机构、业务一岗多责、人员统一调配”的运行机制，将乡镇站所干部整合进入“一办三中心”由乡镇党委、政府统一调配。“一办三中心”设立机关服务岗和驻村服务岗。机关服务岗工作人员的比例原则上不超过全部在编人员的40%，主要负责在乡镇机关日常运转，受理行政审批和群众要求办理的事项，接待、处理来信来访等工作。把60%以上的干部放到驻村服务岗和抓发展抓中心工作上来，驻村服务岗主要负责驻村组织村级班子落实农村有关政策和工作部署，受理群众要求办理的各项事务，组织调处各种矛盾纠纷，开展农村生产生活等工作。二是积极推进职能部门简政放权。积极清理各种涉农行政审批项目，进一步减少行政审批程序。对涉农审批事项，法律、法规或规章规定由县级政府审批，实际操作中主要由乡镇甚至村审核把关实施的事项以及没有明文规定要县级以上政府部门审批的事项，适合在乡镇或村办理的事项，创造条件下放到乡镇审批。对确实不能够下放的审批事项，除规定当事人亲自办理以外，尽量采用代办制等方式由乡镇、村受理和代办。如凌云县先后共清理出17个县直部门的41项业务，下放到村级服务站进行办理。三是加快“农事村办”信息网络建设。积极加快电子政务系统向村级覆盖延伸，建立联通县、乡、村三级“农事村办”服务中心、服务站的网络办公系统，组织有关部门在网络系统平台面向群众开展一站式服务，实现村里申报、网上审批、村里
办结、两头在村的目标。如平果县分别在县政务服务中心及凤梧乡、太平镇、果化镇“农事村办”服务中心及下设的三个重点服务站开通了“农事村办”网络办公系统，实行县、乡镇、村三级联网办公。四是探索和试行农村“以钱养事”新机制。探索建立“政府承担、财政保障、竞争择优、购买服务、合同管理、考核兑现”的“以钱养事”新机制，农村种植养殖技术服务等项目,由财政保障经费,政府统一设置服务岗位, 实行严格的资格准入制度，通过公开招标采购、竞争上岗的方式确定服务人员，与服务人员签订合同，按照合同规定进行建设、管理、监督。
3、围绕新农村建设的要求，继续深化农村社区化服务工作。注意把推行“农事村办”与新农村建设结合起来，并在促进生产发展、生活宽裕、乡风文明、村容整洁、管理民主方面下功夫，使“农事村办”成为推进社会主义新农村建设的有效平台和载体。同时，按照地域相邻、习俗相同、规模适度、便于服务、有发展潜力的原则，在服务周边3-5个行政村，辐射5000-7000人的“农事村办”服务站所在地开展社区化服务。通过对服务站的基础设施和教育、文化、卫生、交通、通信等公共服务设施的建设，不断完善服务功能，设立医疗卫生、社会保障、社区警务、社区环卫、文化体育、计划生育等若干个服务站（室），将公益性服务和经营性服务、专项服务和综合服务结合起来，吸引周边群众自发地到这个区域接受服务，向这个区域集中，让群众享受像城市社区一样公共服务设施比较完善、服务功能比较齐全的服务待遇，把公共服务向基层延伸，实现城乡基本公共服务均等化，缩小农村与城市的差距。
4、围绕建立健全农村服务体系的要求，扎实推进农民专业合作组织建设。探索建立以政府公共服务为主导，以农民专业化合作经济组织为主体，以龙头企业为骨干，以社会力量为补充的“农事村办”服务体系。重点强化政府公共服务主导，加快发展农民专业合作经济组织，培育发展农业龙头企业，把专业合作经济组织和龙头企业纳入服务体系。同时，我们在巩固已建立的农民专业合作组织的基础上，通过培训引导、出台政策措施、建立土地流转服务机构、加大合作社领头人培育力度以及与大专院校、行业专家攀亲结友等方式，进一步加快农民专业合作组织建设步伐。此外，在服务活动中，我们还充分调动各种协会、合作社的力量，引导农业专业化合作经济组织，通过“农事村办”开展产前、产中、产后服务活动，提升产业层次，共同抵御市场风险，增加农民收入。引导合作组织利用“农事村办”平台，统一开展技术咨询和培训，统一开展生产指导，统一开展销售服务，形成利益均沾、风险共担的产业联合体，促成大规模的生产服务。如田阳县那满镇内江村在开展“农事村办”生产服务工作中，积极组织群众建立了福爽香蕉合作社，并积极与南宁市红日集团合作，以内江村1500亩香蕉基地作为示范点，积极引导群众以土地入股的方式进行合作化经营，积极探索土地流转方式，实现了土地利用效益的最大化。

一、大赛介绍
“‘外研社杯’全国英语演讲大赛”、“‘外研社杯’全国英语写作大赛”和“‘外研社杯’全国英语阅读大赛”是由外语教学与研究出版社和教育部高等学校大学外语教学指导委员会、教育部高等学校英语专业教学指导分委员会联合举办的公益大赛。
（一）演讲大赛
“‘外研社杯’全国英语演讲大赛”于2002年创办，在国内外广受关注，已成为全国参赛人数最多、规模最大、水平最高的英语演讲赛事。
（二）写作大赛
“‘外研社杯’全国英语写作大赛”于2012年启动，旨在推动英语写作教学，提高学生英语写作水平，引领高校外语写作教学的改革与发展。
（三）阅读大赛
“‘外研社杯’全国英语阅读大赛”于2015年全新举办，旨在通过比赛的形式，激发大学生的英语学习热情，为他们提供阅读实践的机会和自我挑战的舞台。
三项大赛以高远的立意和创新的理念，汇聚全国优秀学子，竞技英语表达与沟通艺术。同一赛场，三个舞台，既各具特色，又互促互进，为全国大学生提供展示外语能力、沟通能力与思辨能力的综合平台。

正式比赛前，大赛组委会将举办模拟赛。学生自愿报名，在大赛官方网站注册后直接参加模拟赛。

第十届全国创新英语大赛华东赛区优胜者名单
