中职教育新就业模式的利弊及特色实践研究

【内容摘要】 自2003年以来，中等职业学校采取了订单就业模式、半工半读就业模式、公司、技术坊式自主创业、劳务派遣就业等模式，本文对各种就业模式的利弊进行了总结分析，试图找出一种适合中职教育的一种新型就业模式。 【主题词】 中职教育 就业模式利弊 实践研究
【正 文】 秦皇岛市职业技术学校，是市直属的一所普通中专学校，是秦皇岛市花园式学校和绿化美化先进单位、市职教教育教学管理先进单位、市职教教育教学改革先进单位、省德育工作先进单位和德育工作示范校。是联合国教科文组织《宽基础活模块课程改革》实验基地，是河北省职业学校学分制试点校，是中央教科所十五规划重点课题《家合作校》实验校，是国家《创建学习型学校》实验基地，是全国“十佳职业教育创新单位”，是全国半工半读试点校。
2003年以来，学校 “围绕市场设专业、根据订单做招生”。学校积极与用人单位联系，签订用工订单，使学生在入校之前就有了就业合同，学校按照订单的要求，结合学校实际设置专业，为企业“量身订造”，培养技能型紧缺人才，确保供需零距离对接和学生就业与企业用工一体化，全方位地满足企业对不同层次人才的需求，实现了“三个零距离”（追求专业设置与市场需求的零距离，追求学生培养质量与企业要求零距离，追求一切理念与最前沿理念零距离）的办学目标，这样改变了原来毕业后再安排就业的局面，使被动就业模式变为主动就业的就业模式。
在此基础上，学校建立了学分银行模式，实行弹性学制，学生按规定修满学分可提前毕业就业，2005年开始实行半工半读育人与就业模式，学生可半工半读、工学交替、分阶段完成学业，学生就业或创业阶段可将学分存入“学分银行”，一定年限内积分达到要求即可获取毕业证书。学校找准了自身优势与企业需求的最佳结合点，贴紧经济，服务企业，培养实用技能人才，逐步形成校企合作的“半工半读”育人与就业的新模式，取得了显著的社会效益，受到了用人单位和培养对象的欢迎，得到社会的认可，增强了学校服务社会的能力。
2006年，学校成立了德创电器公司，在校园内成立了各种技术坊，学校成立了“电器维修技术坊”、“冰箱维修技术坊”、“电工技术坊”、“PLC技术坊”、“手机技术坊”等技术坊。由具有实践经验的专业教师任师傅，在各专业班中选拔尖子学生作为学徒，由师傅言传身教专业实用技术，并由师傅带领承担一些本专业的社会工作。这样依托学校的公司、技术坊，可以自己开办公司，为学生自主就业、个人发展提供了机会和广泛的空间，弥补了订单就业模式的不足。
1 随着社会经济的发展，市场竞争的日趋激烈，企业要生存，就必须减负经营，根据市场需求灵活组织生产，在固定一定比例正式员工的基础上，科学机动配置员工，实现以低成本获取高利润的企业经营原则；并且，随着科学技术的发展，新行业、新岗位、新职业不断涌现，这又迫使企业要不断借助外脑外力；另外，随着经济的发展，人们生活水平的提高，很多人，尤其是年强学生追求个性解放，已不愿终生“充分就业”，被固定的工作所束缚，他们希望间歇性地短期就业，拥有一定的自由时间以实现自我价值；同时，由于周期性的经济危机造成的经济波动，失业问题突出，一些市场竞争就业能力弱的劳动者因较难觅到长期、稳定的工作，不得不选择临时或短期就业。在这种社会经济大背景下，学校拟成立劳务派遣公司（正在筹备之中），以便顺应市场的需求，为学生的终身就业服务。
自2003年以来，学校采取了订单就业模式、半工半读就业模式、公司、技术坊式自主创业、劳务派遣就业模式等等，众观学校学生的就业模式，现做分析如下：
一、订单就业模式：
订单培养就业模式根据社会工作岗位对工作人员的能力、素质要求，以职业能力培养为主线，按理论教学、实践教学、素质教育等三大体系设置课程，强调应用性，凸显职业教育特色。 在教学计划中，重视实践教学，推行产学结合、校企合作的新模式。在学生中推行“双证制”，毕业生获得双证在95%以上。学校与40余家企业签订了订单协议，实践表明：订单式培养就业模式是实现中等职业教育人才培养模式的有效途径，也是中等职业院校和企业发展的必然选择。订单式培养就业模式有以下优点：
（一） 订单式培养就业模式是中等职业教育客观要求
中等职业教育是一种职业定向教育，定位要科学而准确，就是要为社会培养实用型人才，即注重培养学生的职业道德、专业技能、创新精神和创业能力，使他们成为具有创新精神的技能型高素质劳动者。中等职业教育的培养目标受制于经济、科技发展的要求，随着当前经济的迅猛发展和科技发展的日新月异，要求培养适应社会需求的人才。因此，中等职业教育的培养目标应贴近市场发展和企业生产的实际，在培养过程中，应使教学与生产、服务紧密结合，学校和行业、企业密切合作。我校自2003年以来就业率已连续5年接近100％。如此高的就业率，主要归功于学校采用校企合作，订单培养与就业的办学的模式。学校针对订单设专业，每个专业设置不同的就业方向，每个方向都有“订单”。让学生“入学就有工作、实习就有岗位、毕业即能就业”，变原来的被动就业为主动就业。中等职业教育院校培养的学生只有在企业的生产实践中不断学习，才能成长为名副其实的高技能人才。职业技术教育只有得到企业认同和参与，才能在培养人才的过程中围绕社会需要进行，确保教育的针对性和应用性。同时，校企合作的订单培养能将新技术、新工艺、新设备等纳入到教学内容中，使内容更具先进性和鲜明性，确保教学紧跟最新技术潮流。
（二）订单式培养就业模式有利于学校培养高技能人才
1、订单式培养就业模式的目标是提高学生的专业素质
订单式培养就业模式是通过校企合作，使学生所学的理论知识得以巩固、各方面的能力得到锻炼，以及专业素质获得全面提高，使学生的就业竞争力得到增强。
2、订单式培养就业模式有利于专业教学改革和建设
学校在校企合作，订单培养过程中，以订单位需求导向，按企业生产的自身规律来研究学校的专业设置和教学模块。在专业设置上体现职业能力本位观念，成立专业专家指导委员会，由行业、企业的专家参与新专业、课程的论证，从行业发展趋势和职业岗位任务分析人手，把职业要求的知识、技能、态度和素质与受教育者的认识、学习过程有机结合起来，构成相关教学内容。并以此为基础进行有针对性的专业配套设置与课程、教材的调整，建立以职业能力为中心的教学体系。
3、订单式培养就业模式有助于人才培养与就业模式创新
实行订单式培养就业模式，与企业合作办学，更能感受到社会对人才质量的需求，从而确立人才质量定位。订单式培养就业模式对教学方式的有较大影响，促使职业教学从“以教为主”向“以学为主”转变，加大实践性教学的比重。订单式培养就业模式，使企业生产现场在教学过程中得到充分反映，有利于实践性教学环节的开展，能在具体的技能训练中促使学生发现问题、分析问题，有利于培养他们综合运用知识解决问题的能力及技术应用、创新的能力。教师将理论教学与实践教学穿插进行，指导学生通过案例教学进行分阶段的实际操作练习。使学生在反复训练的仿真或全真的职业环境中进入岗位角色，做到教、学、做合一，激发了学生在学习过程中的主动性，提高了学生解决问题的能力。
4、订单式培养就业模式有助于建立稳定的校外实习基地
良好的实训基地，是培养高技能人才的基础和保证。订单式培养就业模式，将企业定点为学校的实训基地，并组织学生在企业进行现场操作，使学生能够得到高水平的实训，走出学校就能直接上岗，切实体现了职业教育培养技能型人才的功能。学校与企业的合作办学，学生接触社会、接触生产现场的机会增多，有助于学生克服重理论轻实践、理论脱离实践的不良影响，并乐于从事一线工作，养成良好的工作作风，为学生良好职业素质的培养和正确的就业定位打下基础。
5、订单式培养就业模式有助于拓宽学生就业渠道
就业率是衡量中职学校办学质量的重要标准。通过订单式培养就业模式，调整专业设置，增强学生实践能力，深化教育改革，使学生的创新意识、动手能力、自学能力等更适应市场对人才的要求。学校自2003年开始尝试人才的“订单”培养，还根据用人单位对专业、技能和素质的要求对教学计划和专业设置等作出调整，以适应市场的需求。由于学校坚持以市场为依托，就业为导向，实行校企合作、产教结合，重视专业建设，学生技能扎实，供不应求，毕业生的当年就业率连续几年100％。
6、校企合作有助于提高学校教师队伍建设
过去，学校教师往往更偏重于对理论的掌握，对生产实际中的问题解决能力相对较弱。通过订单式培养就业模式，让教师深入到生产第一线，及时了解行业生产技术、工艺设备等的情况，掌握企业对人才培养和专业变化的要求。同时，还可以积极引进企业中有丰富实践经验和教学能力的工程技术人员来校做兼职教师。这些对于提高教师的教学能力有重要作用。
（三）订单式培养就业模式有利于企业的发展
随着科技的进步和产业结构调整的加快，企业需要大批具有一定理论基础的技术应用型人才，订单式培养就业模式，能使学校更好地了解社会对人才的需求情况，并不断改进教学，使教育与社会实践贴近，培养的人才适应社会需要，缩短员工与企业的磨合期，有助于降低企业的培训成本和劳动成本，有利于企业的发展，形成了符合企业实际需求的高技能人才培训体系。
虽然订单式培养就业模式有诸多的优点，但是，在实践中仍存在不少问题，需要我们给予重视。
1、在市场经济的条件下，企业最大的目的是追求更高的经济利润，它需要学校培养适应生产需要的人才，然而企业对人才的培养没有责任与义务。
2、学校以教学为教师工作的第一位，教学成果及工作量等仍是评价教师的标准。
3、政府缺乏有力的财政和政策支持。
4、学校、企业认识不到位等问题。
这些都使得校企合作难以形成长远的人才培养目标和成熟合作机制，订单式培养就业模式表现为一种自发的、浅层次的、松散型的状态。
要大力推进订单式培养就业模式，对学校来说，需要大力转变教育观念，改变封闭式教育方式，树立主动适应社会经济、科技发展及企业需要的开放式教育观。其次，要改革教育体制，建立适应市场经济体制需要的中职教育体制，实行市场化运作、企业化管理，做好社会服务。再次，要改革人才培养模式，建立与生产相结合的人才培养体系和教学体系，调整中职办学结构，实施多元化模式。第四，改变现有单一的、以产业部门作为实习分配场所的传统毕业生推荐模式。
订单式培养就业模式的成败和实际效果的关键是企业的积极性和参与程度，而企业的动力和责任感来自于社会的共识和制度，因此要努力争取建立订单式培养就业模式办学制度的相关优惠税法和激励政策，为订单式培养就业模式奠定经济基础。同时，要争取政府和各行政主管的支持，形成订单式培养就业模式教育的良好社会氛围和政策环境。
二、半工半读培养与就业模式
“半工半读”，是遵循职业教育发展规律的本质要求，全面贯彻党的教育方针的需要；是坚持以就业为导向，有效促进学生就业的需要；是解决职业教育学费问题，帮助学生完成学业的需要。
4 “半工半读”，就是以服务为宗旨、以就业为导向，就是走中国特色社会主义的职业教育发展道路，是职业教育人才培养模式的根本性转变，是关系职业教育持续快速健康发展的一个关键性战略举措。半工半读的培养就业模式，实现了实践教学与理论教学的融合，技能考核与企业认证的融合，具有较强的优势，收到了良好的效果：
1、紧贴企业发展，设置专业。学校建立了校企结合的专业设置指导委员会，专业设置始终紧盯经济发展的走向，紧跟行业发展的趋势，不断充实新工艺、新技术。因此，学生适应企业需要的知识和技能得到普通提高。
2、站在专业前沿、建设教材。学校依托企业，按照行业标准积极参与校本教材建设。日前，共编写了2O多本校本教材，取得了明显效果。
根据企业需求，调整课程。
3、“订单式”培养方式下，入学的学生实际就是招录的员工。企业提供的设备和设置的课程，进一步增强了这一培养方式的实效性。
4、加强实践教学，提高能力。学校为了使学生形成适应企业需要的职业素养，坚持校内实训与企业实习相结合，加大实践教学比例，学生职业岗位适用能力大大加强。
5、突出了教学的互动性学生创新能力得到培养。
在实践教学中，学生进入现场接触实际，在动手实践过程中，与师傅教师互动，学生创新能力得到培养，产生事半功倍的教学效果。
“半工半读”培养与就业模式，实现了学校与企业的物质和智力资源的共享；在办学过程中促进了职教理念和企业理念的趋同；在人才的供求上关系上完成了学校与企业的良好对接；相互渗透，推进了校园文化和企业文化的交融。2007年年的船舶首届毕业生都已登上了冷热加工、自动焊工、装配工、起重工、维修电工、气焊工、电焊工、放样、高效焊工、电工、钳工、铜工等工作岗位，多数学生受到企业重用，得到企业社会的一致好评。
我们认为，这种校企合作办学，将“半工半读”走进企业的模式，解决了学校自己办厂的困难，比那种“前校后厂”的半工半读更具优越性。
但是，当前由于学校和企业对“半工半读”人才培养与就业模式认识存在偏差，导致在实施过程中出现了问题，
1、企业方面
（1）与学校合作的企业档次不高、合作难以深入、难以持久
首先，难以找到合作伙伴。目前相当多企业缺乏接受学生实习和实践的积极性，主要原因是，与学校合作，企业不仅要提供实习实训的场所，还需要派出有技术、有能力的员工对学生的工作进行指导，同时由于学生对生产工序不是很了解，操作也不熟练，企业担心会影响正常的生产和管理，影响生产效率和质量，不利于企业效益的提高。
5 其次，与学校合作的企业档次不高。与学校合作的企业档次整体上不是很高，都是一些同行业的
二、三流企业，企业信誉不高，生产技术也没有达到同行业先进水平，这不利于学生学到先进技术，为其就业和职业发展打下基础。
第三，与企业的合作难以深入。在校企合作过程中，合作仅仅是某一方面或几方面的内容，并且只是在简单的技术层面上来进行，达不到工学结合所希望达到的效果。
第四，合作难以持久。目前，职校与企业的合作往往是一次性的、短期的、单方面的。合作时间到期，双方合作关系解除，这样，由于缺乏长久的合作，学生才刚开始步入工作状态就必须离开岗位，企业无法看到学生的工作为企业所带来的优势，学生自身也因为合作时间短，没有对工作有更全面、深入的了解，学校也因此必须再次花大量的时间和精力去寻找新的合作企业，这对企业、学生、学校而言都是不利的。
（2）学生工作量大，劳动强度强
部分企业钻空子，大量招进“半工半读”学生，让他们按成人工作量进行工作，而只付给他们较低的报酬。调查中，老师、学生们反映很多到工厂工作的学生每天工作10个小时，部分甚至每天工作超过12个小时，这样高强度，大工作量的工作对这些仅
16、17岁学生的身心健康产生了较大影响。
（3）“半工半读”培养模式中学生所从事工作与专业不对口，工作层次低 学校“半工半读”班学生，所从事的“工”与所学专业的“读”存在不对口情况。学校只是把半工半读作为学生获取经济利益、缓解学费困难的一种勤工俭学途径，造成学生半工半读期间 “工”与“读”并无联系，甚至毫不相干，这样的做法有违职业教育提倡“半工半读”的初衷。
（4）学生在企业缺乏系统学习的时间
学生到企业工作后一般无法坚持学习，对工作中碰到的问题也无法与理论学习联系起来，以至于相当大一部分学生认为在学校里学的都是没有用，还不如直接去打工，以至于对学校的教学能力产生怀疑。这非但不利于学生理论联系实际，也不利于学校对半工半读学生进行有效管理。
2、学校方面
（1）学校没有尽到应负责任，学生在企业没有得到应有的照顾、关怀
学生在企业进行“半工”并没有得到企业和学校很好的照顾，相反，学生工作中的很多困惑学校都没有进行解答，学校也没有尽到“确保学生每天工作时间不超过8小时，每周至少休息1天”等等，未能确保学生实习实训期间的身心健康。
（2）学校管理不足
学校教师没有按照规定全程对学生进行管理和帮助，学生碰到问题的时候无法直接找到教师帮忙解决。此外，由于教师管理不周，学生较容易对学校产生不满。工作单位的条件差以及教师的不负责导致学生、家长对学校不满。这些负面消息不但影响着中等职业学校顺利开展半工半读，学校还可能因此失去一批潜在的生源。
6 （3）学生收支情况解释不明
“半工半读”学生对经费的收支问题比较敏感。学校就业中心为学生“半工半读”进行联系单位以及对该部分学生进行管理，服务中心的责任在于保障学生能在工作期间获得足够的学费。但是在收支的环节上给学生的解释不明，导致了学生对服务中心的工作产生抵触情绪。同时，因为是合作关系，学校方面不直接管理服务中心的工作，无法给学生提供明朗的收支情况，学校在这方面的不作为也导致学生对学校不满。
因此中职学校在推进“半工半读”培养与就业模式的发展过程中应该加强学校、企业和政府三方面的沟通与合作，为“半工半读”培养与就业模式建立合理的社会环境；制定有效的学生管理机制，针对学生在“工”和在“学”中出现的问题进行及时解决，保障学生“半工半读”的顺利进行。
三、学生自主创业就业
2006年，学校成立了德创电器公司，在校园内成立了各种技术坊，学校成立了“电器维修技术坊”、“冰箱维修技术坊”、“电工技术坊”、“PLC技术坊”、“手机技术坊”等技术坊。由具有实践经验的专业教师任师傅，在各专业班中选拔尖子学生作为学徒，由师傅言传身教专业实用技术，并由师傅带领承担一些本专业的社会工作。这样依托学校的公司、技术坊，可以自己开办公司，为学生自主就业、个人发展提供了机会和广泛的空间，弥补了订单就业模式的不足。两年来在各县区学生创办了30多个公司，收到了良好的效果。
四、劳务派遣就业。
劳务派遣，就是指劳务派遣机构根据用人单位的用人需求，招募员工培训后派往用人单位工作，所派员工为劳务派遣机构的雇员，劳务派遣机构给员工发放工资以及承当《劳动法》规定的一切雇主责任，用人单位和租用的员工无人事关系。
学校拟成立劳务派遣公司（正在筹备），将学校学生纳入公司，成为公司的雇员。采取劳务派遣用人模式，向企业提供人才。由于用人单位“只用人，不雇人”，大量人力资源管理工作由派遣机构承担，因此给用人单位带来很多方便和好处。
首先，劳务派遣有利于降低企业用人成本，可节省用人单位招聘员工的各项费用。 再次，劳务派遣有利于改善企业灵活的用工机制，有利于用人单位用人的灵活性，可节省用人单位劳动力使用和管理成本。
最后，由于劳务派遣机构在“三方”关系中，“一手托两家”，派遣机构与用人单位是劳务协作关系，与被派遣人员是劳动合同关系，用人单位与被派遣人员是使用和被使用的关系，比较规范、合法，三者的权利、义务比较明确。对学校而言，通过劳务派遣，保证了学生的终身就业，对学生负责一生。
劳务派遣虽然有优点，但也仍有弊端：
1、同工不同酬，劳动者易受盘剥。一般来说派遣员工的薪资水平比用人单位的正式职工的薪资水平低20%至30%左右，这主要是用人单位由于要支付给劳务派遣机构除
7 规定工资待遇（如基本工资、津贴、加班费等）、社保公积金以及奖金福利待遇外，每月还要支付一定的管理费用。用人单位为了压缩成本，不额外增加负担，通过压低薪资水平的办法来达到目的。
2、派遣员工的安全健康得不到保障。由于派遣就业，劳动者不直接为雇主提供劳动，而是为雇主的客户提供服务，出现了“第三者”，形成了三角形关系。这就会产生劳动者安全易被忽视等弊端，而且由于劳务派遣员工的流动性较大，一些有毒、有害、有辐射的工种产生的职业病在短期内（如半年、一年）不易被发现，给派遣员工的身体健康留下了安全隐患，等到发病时，已找不到下家。
3、派遣员工的职业生涯无发展。派遣员工由于不是用人单位的正式职工，即使工作能力强、表现好也没有晋升机会，严重挫伤了职工的积极性。
4、用人单位的某些福利派遣员工享受不到。如产假、特休假、补充保险等。由于派遣员工不是用人单位的正式职工，所以用人单位不愿为他们额外投保补充保险，而劳务派遣机构更拿不出这笔钱为派遣员工参加补充保险。
5、派遣员工没有组织归属感，不利于员工队伍的稳定。由于派遣员工在用人单位是“二等公民”，处处受到歧视，容易造成职工的自卑心理，就会频繁离职（如苏州某一外资企业派遣员工离职率超过了百分之六十），对用人单位的正常生产造成了一定影响。
近几年，随着我国改革的深入，国有企业减员增效、下岗分流，农业向非农产业转移，在加上每年新成长的城乡劳动力，使得我国就业形式严峻，并且这种局面还要持续相当一段时间。所以我们要调动一切积极因素，广开就业渠道，而大力发展劳务派遣业即是扩大就业的有效办法之一。
