Just as that I was mentioned before, it’s beneficial to all the countries to protect our common rights and interest of the high seas when exploiting the resources, especially the underdeveloped countries.So we need a convention on this topic.
1.Remaining the one sixth of the area as the high sea area, this means to Circle with center point the Arctic pole, and a radius of six kilometers length.Roughly speaking, the area will occupy an area of 100 square kilometers.And according to According to the United Nations Convention on the Law of the Sea, the freedom of navigation and scientific research and the other rights like those mentioned above, is protected.
2.Every nation could remain the requirement of the territory.It means that every entente country could propose The Territorial Sovereignty Request.It will provide support to the negotiation about territory iue in the future.
3.This is our common belief that this area belongs to the whole world, which is sacred and inviolate.It will be expreed strongly condemnation about the behaviors that to pollute the environment in this area.We will also submit this problem to the international court of justice.
4.The Arctic is only for peaceful purpose.All military measures are prohibited in this area.It means that no country is allowed to send their warships or the other aggreive ships to these high seas.If the other countries, which means not the entente countries, actually send their aggreive ships to the area, our entente countries should unite together to find the solution of it, and the poibility that in a military way can not be excluded
5.Freely exchange is available in the filed of the science information and experts.Each entente country are asked to send two Internet experts to build up efficient Internet system among the entente countries, which can make the availability of the freely exchange.
