1.基层商业银行思想政治工作存在的问题

新形势下的思想政治工作极具复杂性和特殊性,大部分基层商业银行能够正确认识思想政治工作的重要性,员工队伍思想健康,心态乐观,工作积极。但是,也有部分基层商业银行忽视思想政治工作,认为思想政治工作是可有可无的事情,员工思想情绪比较消极,工作积极性不高。突出表现在以下几个方面:

1.1文件精神传达不及时,忽视员工的思想政治教育。市场经济条件下,商业银行的经营发展面临着重大压力,在追求经营发展时往往忽视了思想政治工作,没有及时有效地将上级行关于搞好思想政治工作的文件精神全面、准确、完整的传达落实,基层商业银行更是对文件精神一无所知,思想政治工作在基层出现了断层现象。少数员工特别是年龄偏大的员工对自己的前途和命运感到迷茫,求稳怕变的心态比较普遍。

1.2思想政治工作方法陈旧,不能正确处理新形势下的新矛盾和新问题。在金融体制改革中,受市场大环境的影响,基层商业银行员工思想也在悄然发生着变化。讲实际、讲收入的多了,讲集体主义、讲奉献精神的少了,攀比心理比较普遍。面对这些新情况、新问题,基层商业银行的思想政治工作方法本应与时俱进,及时创新,然而遗憾的是基层商业银行仍在沿用过时的计划经济时期的传统教育方法教育员工,对工作中出现的新矛盾、新问题不能正确解决,致使矛盾被激化,影响了业务经营可持续发展目标的实现。

1.3不能及时有效处理业务经营和思想政治工作两者关系,员工逆反心理加重。在当前形势下,基层商业银行对业务经营和思想政治工作必须齐抓共管。然而在现实中,基层商业银行面对经营压力还是将主要精力放在搞好内部改革和业务发展上,思想政治工作被严重淡化。突出表现在专职从事思想政治工作的人员安排很少甚至没有,对员工的工作、生活等关心不够。过分强调了绩效考核作用和物质刺激作用,极易造成单位员工对工作产生逆反心理。

2.搞好基层商业银行思想政治工作的对策

应该说思想政治工作在基层商业银行现代化管理中有着举足轻重的地位和作用,也是基层商业银行员工队伍得以加强,凝聚力和向心力得以提高,各项工作得以持续发展的源动力。因此,基层商业银行思想政治工作不但不能放松,反而更要加强,应该从本单位实际出发,从基层商业银行改革发展的新形势出发,与时俱进地研究制定出新形势下搞好思想政治工作的新方法。

2.1要高度重视员工思想政治教育,提高员工的工作积极性

要统一员工思想,提高员工的工作积极性,就要在重视员工思想政治教育上下功夫。首先要及时将上级行有关思想政治工作的文件精神及时传达下去,让每一位员工明白思想政治工作的重要性以及要求等,解决一线员工的思想问题,包括他们对规章制度、考核方法、管理办法的认可和理解,使他们能够保持愉悦的心情开展工作。在人事用工制度、绩效考核制度等政策出台前,应召开职工代表大会广泛征求各个岗位员工的意见和建议,充分尊重员工的知情权和参与权,最大限度维护员工合法权益。其次,要建立灵活的用人机制,改进和完善人事用工制度,按计划分步骤地实施人才战略,激发员工活力,提高商业银行综合竞争能力。在绩效考核中,要建立正向激励为主的绩效考核机制,建立合理的考核分配机制,调动员工的工作积极性,从而达到以考核促进业务发展的目的。

2.2要大力开展思想政治工作和思想道德教育,提高员工廉洁自律能力,避免金融案件的发生。

伴随着金融体制改革的不断深入和社会主义市场经济的发展,基层商业银行员工的思想观念和价值观念都在发生变化,市场环境下的“向前看”演变成了“向钱看”,这就不得不引起基层商业银行的高度重视,基层商业银行要配备专门从事思想政治工作的人员,加大思想政治工作力度,教育员工爱岗敬业,努力克服享乐主义、攀比思想,树立正确的人生观、价值观。与此同时,还要时常对基层商业银行信贷、会计、出纳、联行等重要岗位的人员开展思想政治工作,教育大家必须在工作中始终保持清醒的头脑,坚持原则,遵章守纪,抵制住各种各样的拉拢腐蚀,有效避免糖衣炮弹的袭击。

2.3要切实提高思想政治工作重要性的认识,正确处理思想政治工作和业务经营两者的关系。
