警察论文：警察公共关系的危机管理

【中文摘要】公共关系学科于20世纪80年代初传入我国后,发展极为迅速。目前,已成为一种重要的管理职能,广泛应用于政治、经济、军事、文化等各个领域。公安机关作为与人民群众接触最为广泛的司法行政机关,正确运用现代公共关系理论和方法,必将对进一步塑造人民警察形象,密切警民关系,改善执法环境和促进警务工作起到积极的作用。2008年6月5日,江西省遂川县公安局交警大队被上千群众围堵,不法分子乘机进行打、砸、抢,致使办公大楼损毁严重,交通混乱,影响恶劣。事件发生后,笔者亲自参与了事件的处置,平息了骚乱,恢复了秩序。事后,笔者一直在深深地思考这个问题。近些年来,出现的孙志刚事件、瓮安事件、云南“躲猫猫”事件、巴东邓玉娇事件、杭州交警“70码”事件,还有发生在我身边的打砸交警大队的“6.5”事件等等,都是一些警察公共关系危机的实例。“安而不忘危,存而不忘亡,治而不忘乱,是以身安而国家可保也”。《警察公共关系危机管理》正是秉承这一思想。本文以政府公共关系理论、公共行政理论和危机管理理论为基础,在分析我国警察公共关系危机管理的现状及缘由、借鉴国外经验和成效的基础上,着重探讨我国警察公共关系危机管理的完善和对策。提出了我国警察公共关系危机管理要树立公共利益至上、预防为主、整体统一的思想；要深化执法为民、公共服务、媒体合作、警务品质、全员参与的理念；要坚持快速反应、真实公开、科学指导的原则。并按照过程分析方法的基本思路和框架,

根据危机的生命周期,将警察公共关系危机管理分为常态预防、预警评估、处置化解、善后处理等四个环节和四项基本职能,强调管理的系统性,即四个环节是一个完整的循环往复的管理链,应统一规划,系统运作,紧密衔接。以建立健全组织管理机制、制度激励机制、教育培训机制、形象展示机制、媒体沟通机制、权益维护机制作为管理基础和预防途径；以科学有效的监测预警作为识别、发现、评估、应对危机及其潜在诱因的前提条件；以合理运用策略、采取针对措施作为处置化解危机的根本手段；以危机过后的形象重塑和总结改进,作为承前启后的重要环节。

【英文摘要】Public relations discipline in the early 1980s after the introduction of China’s development is extremely rapid.At present, has become an important management function, widely used in political, economic, military, cultural and other fields.As the public security organs and people’s acce to the most extensive judicial and administrative organs, the proper use of modern public relations theory and methods, will further shape the people’s image of the police, close relationship with the public, improve the environment and promote law enforcement play a positive role in police work.June 5,2008, Jiangxi Suichuan County Public Security Bureau Traffic Police Brigade was to contain thousands of people, criminals take advantage of the beating, smashing,

looting, causing serious damage to office buildings, traffic chaos, affecting the poor.After the incident, I personally participated in the event of disposal, to quell riots and restore order.After that, I have been deeply thinking about this iue.In recent years, there’s the Sun Zhigang case, the Weng’an incident, Yunnan “hide and seek” event, Patong Deng event, Hangzhou, the traffic police “70 code” events, as well as in my side of the traffic police thwarted a “6.5” event etc., are some examples of the police public relations crisis.”Safety and forget danger, save and forget death, chaos rule not forget, is a body of national security and may protect it.” “Police public relations crisis management” is adhering to this idea.In this paper, the government’s public relations theory, public administration theory and crisis management theory, the analysis of our police public relations crisis management situation and reason, learn from foreign experience and effectivene on the basis of our police focused on the improvement of public relations and crisis management countermeasures.Made a public relations crisis management of our police to establish the supremacy of public interest and prevention, the overall unity of thought; to deepen the law enforcement people, public services, media cooperation, police

quality, full participation in the concept; to adhere to rapid response, real public, the scientific principles of guidance.And proce analysis method in accordance with the basic ideas and framework, according to the life cycle of crisis, the police public relations crisis management into the normal prevention, early warning aement, disposal to resolve, deal with the aftermath of four links and four basic functions, stre management system, that is a complete four part cycle of the management chain, should be unified planning, system operation, closely co-ordinated.To establish and improve the organization and management mechanisms, incentive systems, education and training system, image display system, the media, communication mechanisms, rights management infrastructure and maintenance mechanism as a means of prevention; to scientific and effective monitoring and early warning as to identify, detect, ae, and respond to crises a prerequisite for potential incentives; a reasonable use of strategies, and take specific measures to resolve the crisis as a fundamental means of disposal; to reshape the image of crisis and summary of improvement, as the past and the important part.【关键词】警察公共关系危机管理
