THE PRESIDENT: Good morning.Over the past week, I have been monitoring the situation in the Middle East closely with the members of my national security team.Secretary Rice is actively engaged in diplomacy.And I\'ve been in contact with leaders throughout the region -- including the King of Saudi Arabia, the King of Jordan, the President of Egypt, the President and Prime Minister of the Palestinian Territories, and the Prime Minister of Israel.

This recent outburst of violence was instigated by Hamas -- a Palestinian terrorist group supported by Iran and Syria that calls for Israel\'s destruction.Eighteen months ago, Hamas took over the Gaza Strip in a coup, and since then has imported thousands of guns and rockets and mortars.Egypt brokered a ceasefire between Hamas and Israel, but Hamas routinely violated that ceasefire by launching rockets into Israel.On December 19th, Hamas

announced an end to the ceasefire and soon unleashed a barrage of rockets and mortars that deliberately targeted innocent Israelis -- an act of terror that is opposed by the legitimate leader of the Palestinian people, President Abbas.In response to these attacks on their people, the leaders of Israel have launched military operations on Hamas positions in Gaza.As a part of their strategy, Hamas terrorists often hide within the civilian population, which puts innocent Palestinians at risk.Regrettably, Palestinian civilians have been killed in recent days.

The United States is deeply concerned about the humanitarian situation facing the Palestinian people.Since Hamas\'s violent takeover in the summer of 2007, living conditions have worsened for Palestinians in Gaza.By spending its resources on rocket launchers instead of roads and schools, Hamas has

demonstrated that it has no intention of serving the Palestinian people.America has helped by providing tens of millions of dollars in humanitarian aid, and this week we contributed an additional $85 million through the United Nations.We have consistently called on all in the region to ensure that aistance reaches those in need.And as I told President Mubarak, America appreciates the role Egypt has played in facilitating the delivery of relief supplies in recent days.In addition to reducing humanitarian suffering, all nations must work toward a lasting end to the violence in the Holy Land, and a return to the path of peace.The United States is leading diplomatic efforts to achieve a meaningful ceasefire that is fully respected.Another one-way ceasefire that leads to rocket attacks on Israel is not acceptable.And promises from Hamas will not suffice -- there must be monitoring mechanisms in place to help ensure that smuggling of weapons to terrorist groups in Gaza comes to an end.I urge all parties to

preure Hamas to turn away from terror, and to support legitimate Palestinian leaders working for peace.

In the days ahead, the United States will stay closely engaged with our partners in the region, in Europe, and in the international community.My Administration will continue to keep the President-elect and his team informed.And America\'s objectives in the Middle East will remain clear: We seek security and peace for our allies, the free people of Israel.For the Palestinian people, we seek a

peaceful and democratic Palestinian state that serves its citizens and respects its neighbors.For all in the region, we seek an end to terror.And we seek an enduring peace based on justice, dignity, and human rights for every person in every nation of the Middle East.

handshakes of friendship and commerce.And as we have had more contact with each other ,the citizens of both countries have gradually learned more about each other.

It was my honor to visit China in 1975.Some of you were not even born then.It shows how old I am.

And a lot has changed in your country since then.China has made amazing progre in openne and enterprise and economic freedom.And this progre previews China’s great potential.China has joined the World Trade Organization, and as you live up to its obligations, they inevitably will bring changes to Chinese leagal system.A morden China will have a consistent rule of law to govern commerce and secure the rights of its people.

The new China you generation is building will need the profound wisdom of your traditions.The lure of materialism challenges society in our country- and in many succeful countries.

那个早上,恐怖分子在那次自珍珠港事件以来,美国所遭受过的最严重的袭击中夺去了近3000名美国人民的生命。我记得三天后,我站在世贸中心的废墟之中,身边是加班加点连续作战的救援人员。

我记得与那些穿越五角大楼浓烟的勇士们的对话,以及与93航班上殉难英雄们的妻子或丈夫们的交谈。

我记得艾琳•霍华德。她把她逝去的儿子的警徽送给我。那个警徽提示我们所有失去的记忆――我至今仍然随身携带他的徽章。

随着时间的逝去,大多数美国人能够恢复到9.11之前的正常生活中去。但我不能。每天早上,我都会收到一份对我国威胁状况的简报。我发誓尽我的一切力量保卫美国的安全。

在过去的八年间,一个新的部门——国土安全部成立了。军队、情报部门、FBI都发生了改观。

我们的国家掌握了新的手段来监视恐怖分子的活动、冻结他们的财务、打破他们的图谋。而有坚强的盟友与我们一道,我们对恐怖分子和他们的支持者宣战。

阿富汗,从一个塔利班袒护基地组织、妇女当街遭乱石致死的国家,转变为一个对抗恐怖主义、支持女孩子们走进校门的年轻民主国家。

伊拉克从一个残酷的独裁国家、美国的宿敌,转变为位于中东心脏的阿拉伯民主国家,和美国的朋友。对于这些决策进行辩论是完全合理的,但其结果是不可辩驳的。

在过去的七年间没有发生一起在美国土地上的恐怖袭击活动。这是那些夜以继日保障我们安全者的功劳——执法官员、情报分析员、国土安全与外交人士,和美国武装部队中服役的男女士兵。

这些在危难时志愿保卫我们国家的公民是美国之福。我记忆中珍藏着与这些无私的爱国者,以及他们的家人的见面的情景。美国感谢你们。

对于今晚正在收听讲话的部队中的男女士兵,我要说:没有比作为你们的最高统帅更荣耀的事了。我们的战士所进行的战争,在广义上,是这样两个截然不同的体系间的斗争。在一个体系中,是一小撮狂热分子,追求对一种压迫性的意识形态的绝对服从;女性只能屈从附属;异教徒遭到谋杀。

而另一个系统是基于这样的信念:自由是全能的上帝赐予我们的普世礼物;自由与公证将点亮通往和平之路。我们的国家正是诞生于这样的信仰之中。而从长远来看,只有发扬这样的信仰,才能实实在在保护我们公民的安全。

当人们生活在自由中,他们不会去选择那些发动恐怖战争的领袖。当人们对未来充满希望时,他们不会令生活向暴力与极端主义俯首。因此在世界范围内,美国推崇人类自由、人权与尊严。

我们与持不同政见者和年轻的民主力量并肩作战;我们提供艾滋病药品挽救垂危的病人;我们挽救患疟疾的母亲与婴儿。我们这个与自由共同降生的伟大共和国,正引领世界走向一个自由属于所有国家的新时代。

在过去的八年间,我们还努力在美国本土扩展机会和希望。在美国各地,公立学校的学生们获得提升,达到更高的标准。

一个新的医疗福利计划让老年人和残障人士无后顾之忧。每位纳税人的所得税更低。瘾君子与其他处在痛苦中的人士从基于信仰的组织中找到新希望。 人类脆弱的生命获得了更好的保护。安置退伍老兵的资金几乎倍增。美国的空气、水与土地更清洁。睿智的新法官,如山姆•阿利托法官和约翰•罗伯茨首席法官加入联邦法院。

当影响美国繁荣的挑战出现时,我们直面之。当面对金融崩溃的前景时,我们采取果断措施,保卫我们的经济。

对于那些努力工作的家庭来说,这一时刻相当艰难。但如果我们不采取任何行动的话,情况会糟糕得多。对此,全美国凝聚在一起。信念、苦干和团结,将让我们把经济重新带回增长的轨道。

我们会再次向世界展示美国自由企业系统的韧性。如同所有我的前任一样,我也经历过挫折。如果还能有机会,有些事我会做出不同的选择。然而,我始终是以我们国家的利益为考虑标准。我跟随良知的指引,做我认为正确的选择。

你可能不同意我曾经做出的一些强硬的决定。但是我希望你能相信,那是出自我的真实意愿。未来的十年里,我们将面临更多的艰难抉择,我们应该有一些原则来决定我们的方针政策。

虽然我们的国家比七年前更加安全,但恐怖袭击依然是我们面临的最大威胁。我们的敌人极富耐心地等待下一次袭击。美国人本不应该承受这种灾难。但是我们有责任,也必须去面对这些威胁。我们要避免自满,我们要坚定决心,我们决不能放松警惕。

同时,我们还应该继续怀着自信和清晰的目标来参与世界各地的事务。面对来自外面的威胁,人们很容易畏缩不前。但是我们必须杜绝孤立主义和保护主义,闭门造车无异于玩火自焚。在21世纪里,一个国家的稳定和繁荣,取决于整个世界的自由进程。如果美国不能引导自由,那就没有人可以做到。

当我们谈论这些问题的时候——还有那些我们今晚无法预测的问题——美国人必须保持明确的道德性。我曾经无数次地跟你们讨论过善与恶。这个话题可能过于沉重,但世界上的确是善恶并存,并且没有妥协。

依靠残害无辜来推进意识形态在任何时候、任何地方都是错误的。将人们从压迫和绝望中解救出来才是正确的。这个国家必须继续宣扬真理和正义。我们要继续坚持推进和平。

托马斯·杰斐逊总统曾经写道:“我不缅怀过去的历史,而致力于未来的梦想。”当我要离开两个世纪前他住过的这座建筑的时候,我希望能够与你们分享这种乐观。美国是个年轻的国家,充满活力,不断成长,不断创新。即使在最艰难的时刻,我们仍昂首望着远方。

我对美国的承诺充满信心,因为我知道美国人的精神。

今晚,劳拉和我邀请了一些人来白宫加入我们。我们在托尼·雷卡斯纳尔博士身上看到了美国精神,他在卡特里娜飓风的废墟中建立起一座崭新的学校。我们在胡里奥·梅迪纳身上看到了美国精神,他出狱后怀着信仰,领导了一个帮助犯人重返社会的帮助计划。

非常感谢胡锦涛副主席的欢迎致辞。非常感谢您在这里接待我和我的夫人劳拉。我发现她与鲍威尔先生相处得很好,今天很高兴看到国务卿先生。同时我也看到我的事务助理赖斯女士,她曾经是斯坦福大学的校长,因此她回到校园是最适合不过了。我非常感谢各位对我热情的接待,很荣幸能够来到中国,来到清华大学这所世界最伟大的学府之一,这所大学恰好是在美国的支持下成立的,目标是为了推动我们两国的关系。我也知道清华大学对于副主席先生有着十分重要的意义,他不仅在这里获得了学位,而且在这里与他优雅的夫人相识。我想同时也感谢在座的各位同学给我这个机会跟大家见面谈一谈我自己的国家,并且回答大家的一些问题。

清华大学的治学标准和声望闻名于世,我也知道能考入这所大学也是一个成就,祝贺你们。我不知道大家是不是知道这一点,我和我的太太有两个女儿,她们像你们一样正在上大学,有一个女儿上的是得州大学,有一个女儿上的是耶鲁大学。她们是双胞胎。我对我们的两个女儿倍感骄傲,我想你们的父母对你们的成就同样也是引以为荣的。

我这次访华恰逢重要的周年纪念日,副主席刚才也谈到了,30年前的这一周,一个美国总统来到中国,他的访华之旅目的是为了结束两国长达数十年的隔阂和数百年的相互猜疑。尼克松总统向世界显示了两个迥然不同的政府能够本着相互的利益、相互的尊重来到一起。那天他们离开机场的时候,周恩来总理对尼克松总统说了这样一番话,他说你与我的握手越过了世界上最辽阔的海洋,这个海洋就是互不交往的25年。自那时以来,美国和中国已经握过多次的友谊之手和商业之手。

随着我们两国间接触日益频繁,我们两国的国民也逐渐加深了对彼此的了解,这是非常非常重要的。曾经一度美国人只知道中国是历史悠久的、伟大的国家,今天我们仍然看到中国奉行着重视家庭、学业和荣誉的优良传统。同时,我们也看到中国也日益成为世界上最富有活力和创造力的国家之一,这一点最佳的验证是在坐诸位所具有的知识和潜力。

中国正走在一个兴起的道路上,而美国欢迎强大、和平与繁荣的中国出现。美国人在更进一步了解中国的同时,我却担心中国人不一定总是能够很清楚地看到我的国家的真实面貌,这里面有多种原因,其中有一些是我们自己造成的。我们的电影,还有电视节目,往往并没有全面反映出美国。

我们成功的企业显示了美国商业的力量。但是我们的精神,我们的社区精神,还有我们相互对彼此的贡献往往并不像我们在金钱方面的成功那么显而易见。

有一些关于美国错误的描述是他们做出的,我的朋友——美国驻华大使告诉我中国的教科书讲到美国人欺负弱者,压制穷人。另外有一本中国的教科书是去年出版的,书里说联邦调查局的特工们被用来压制劳动人民。这两种说法都是不真实的。这种措辞很可能是过去时代遗留的产物,不过它确实是误人子弟的,而且是有害的。美国人对于保护穷人或者弱者有着特殊的责任感,我们政府每年花费数十亿美元来提供医疗、食品和住房给那些无法自助的人们。

更为重要的是,我们许多的公民主动捐出自己的时间、金钱帮助有需要的人士。美国人的同情心同时也远远地超越了我们自己的国界。在人道主义援助方面,我们居世界首位,援助世界各地的人民。至于我们的联邦调查局和执法界的人们,他们本身就是劳动人民,他们从事限制打击腐败。我们国家毫无疑问有自己的问题和缺陷,像大部分的国家一样,我们正走在一个漫长的道路上,走向自己理想中的平等和正义。但是我们国家成为一个希望的灯塔是有原因的,世界各地很多人梦寐以求地来到美国也是有原因的,是因为我们是自由的国度。在美国,无论男女都有机会实现自己的梦想,不论你的背景、家境如何,在美国都可以得到很好的教育,可以创办企业,可以养育子女,可以自由地从事宗教活动,并且可以推选出你自己社区和国家的领导人。在美国,你可以支持我们政府的政策,同时你也可以公开、毫不掩饰地表示不同的观点。有些人害怕自由,他们会说自由可能会导致混乱,但是实际上并不会这样。因为自由的含义远远超越了人人为己,自由赋予了我们很多的权利,同时要求他们履行重大的责任。

我们的自由因为有道德,所以是一种有方向、有目的的自由,我们的自由在社区中、在宗教中得到熏陶,同时也有法律监督。我的国家最伟大的象征就是自由女神像,我不知道大家是不是看过她,她是经过精心设计的,她手里拿的是两件东西,而不是一件,其中一件拿的是大家比较熟悉的火炬,是自由之光,另一个手里拿的是法典。我们美国是一个自由的国家,每一个法律都是独立的。我是总统也无法告诉你是怎样判案的,根据我们的法律每一个人都是平等的,没有任何一个人是凌驾于法律之上的。

我们有着一部宪法,它现在已经有200年的历史,它限制并且平衡三个部门之间的权利,我是行政机构的一员。指导我们美国生活的很多价值观,首先都是在家庭中陶冶形成的,就像在中国一样。美国的妈妈、爸爸们疼爱他们的孩子,为他们辛勤劳动,做出牺牲,因为我们相信下一代的生活总会更好。

在我们的家庭中,我们可以找到关爱,可以学习如何负起责任,如何陶冶人格。很多美国人都主动地抽出时间为其他人提供服务,有很多人,成年人中几乎一半人每周都拿出时间使得他们的社区办得更好,他们辅导儿童,探访病人,照顾老人,并且做许许多多数不胜数的事情,这就是我的国家的一大优点。人们主动地承担起责任,帮助他人,他们的原动力就是善良的心,还有他们的信仰。

美国,是一个受信仰指导的国度,曾经有人称呼我们是教会制衡的国度,有95%的人说他们信神,我便是其中之一。几个月之前,我在上海见到江泽民主席的时候,我感到非常荣幸地跟他分享我的经历,就是信仰是如何影响了我的一生,信仰是如何充实了我们国家的生活,信仰为我们指出一种道德的规范,这超越人们的法律,也号召我们承担比物质利益更为崇高的使命。宗教自由不仅不可怕,而且应当受到欢迎,因为信仰给我们道德的追溯,它教我们如何用高标准要求自己,如何爱其他人,如何为其他人服务,如何有责任地过我们的生活。如果你到美国旅行的话,你会见到来自不同种族背景,有不同信仰的人,我们是多元化多姿多彩的国家,在那里有230万华人繁衍生息。在我们大公司的办公室里有华人工作,在美国政府内阁里有华人工作,在奥运会有代表美国参加比赛的华人,在美国只要宣誓效忠美国,就会成为不折不扣的美国公民。在美国的生活是多姿多彩的,但仍然是一个国家。美国的所有这些特征,都在一天之中生动、有力地显示出来,这就是9月11日,那天恐怖分子攻击了我的国家,美国警察们和救火队员们,成百上千的人冲进了燃烧的大楼,他们带着一线希望来拯救他们的同胞。志愿者来自各地,来帮助救援工作,美国人中有的献血,有的捐钱来帮助受难者的家庭。美国各地都举行祈祷会,人们升起他们的国旗,表明他们作为美国人的荣誉和团结,这些都不是政府下令做的,都是自由地、自发地、主动地做出的。

PRESIDENT BUSH: Vice President Hu, thank you very much for your kind and generous remarks.Thank you for welcoming me and my wife, Laura, here.(Applause.) I see she\'s keeping pretty good company, with the Secretary of State, Colin Powell.It\'s good to see you, Mr.Secretary.(Applause.) And I see my National Security Advisor, Ms.Condoleezza Rice, who at one time was the provost at Stanford University.So she\'s comfortable on university campuses such as this.Thank you for being here, Condi.(Applause.)

I\'m so grateful for the hospitality, and honored for the reception at one of China\'s, and the world\'s, great universities. This university was founded, interestingly enough, with the support of my country, to further ties between our two nations.I know how important this place is to your Vice President.He not only received his degree here, but more importantly, he met his gracious wife here.(Laughter.)

I want to thank the students for giving me the chance to meet with you, the chance to talk a little bit about my country and answer some of your questions.The standards and reputation of this university are known around the world, and I know what an achievement it is to be here.So, congratulations.(Applause.) I don\'t know if you know this or not, but my wife and I have two daughters who are in college, just like you.One goes to the University of Texas.One goes to Yale.They\'re twins.And we are proud of our daughters, just like I\'m sure your parents are proud of you.

My visit to China comes on an important anniversary, as the Vice President mentioned.Thirty years ago this week, an American President arrived in China on a trip designed to end decades of estrangement and confront centuries of suspicion.President Richard Nixon showed the world that two vastly different governments could meet on the grounds of common interest, in the spirit of mutual respect.As they left the airport that day, Premier Zhou Enlai said this to President Nixon: \"Your handshake came over the vastest ocean in the world -- 25 years of no communication.\"

During the 30 years since, America and China have exchanged many handshakes of friendship and commerce.And as we have had more contact with each other, the citizens of both countries have gradually learned more about each other.And that\'s important.Once America knew China only by its history as a great and enduring civilization.Today, we see a China that is still defined by noble traditions of family, scholarship, and honor.And we see a China that is becoming one of the most dynamic and creative societies in the world -- as demonstrated by the knowledge and potential right here in this room.China is on a rising path, and America welcomes the emergence of a strong and peaceful and prosperous China.(Applause.)

As America learns more about China, I am concerned that the Chinese people do not always see a clear picture of my country.This happens for many reasons, and some of them of our own making.Our movies and television shows often do not portray the values of the real America I know.Our succeful businees show a strength of American commerce, but our spirit, community spirit, and contributions to each other are not always visible as monetary succe.

Some of the erroneous pictures of America are painted by others.My friend, the Ambaador to China, tells me some Chinese textbooks talk of Americans of \"bullying the weak and repreing the poor.\" Another Chinese textbook, published just last year, teaches that special agents of the FBI are used to \"repre the working people.\" Now, neither of these is true -- and while the words may be leftovers from a previous era, they are misleading and they\'re harmful.

In fact, Americans feel a special responsibility for the weak and the poor.Our government spends billions of dollars to provide health care and food and housing for those who cannot help themselves -- and even more important, many of our citizens contribute their own money and time to help those in need.American compaion also stretches way beyond our borders.We\'re the number one provider of humanitarian aid to people in need throughout the world.And as for the men and women of the FBI and law enforcement, they\'re working people; they, themselves, are working people who devote their lives to fighting crime and corruption.

My country certainly has its share of problems, no question about that.And we have our faults.Like most nations we\'re on a long journey toward achieving our own ideals of equality and justice.Yet there\'s a reason our nation shines as a beacon of hope and opportunity, a reason many throughout the world dream of coming to America.It\'s because we\'re a free nation, where men and women have the opportunity to achieve their dreams.No matter your background or your circumstance of birth, in America you can get a good education, you can start your own busine, you can raise a family, you can worship freely, and help elect the leaders of your community and your country.You can support the policies of our government, or you\'re free to openly disagree with them.Those who fear freedom sometimes argue it could lead to chaos, but it does not, because freedom means more than every man for himself.

Liberty gives our citizens many rights, yet expects them to exercise important responsibilities.Our liberty is given direction and purpose by moral character, shaped in strong families, strong communities, and strong religious institutions, and overseen by a strong and fair legal system.

My country\'s greatest symbol to the world is the Statue of Liberty, and it was designed by special care.I don\'t know if you\'ve ever seen the Statue of Liberty, but if you look closely, she\'s holding not one object, but two.In one hand is the familiar torch we call the \"light of liberty.\" And in the other hand is a book of law.

We\'re a nation of laws.Our courts are honest and they are independent.The President -- me -- I can\'t tell the courts how to rule, and neither can any other member of the executive or legislative branch of government.Under our law, everyone stands equal.No one is above the law, and no one is beneath it.

All political power in America is limited and it is temporary, and only given by the free vote of the people.We have a Constitution, now two centuries old, which limits and balances the power of the three branches of our government, the judicial branch, the legislative branch, and the executive branch, of which I\'m a part. Many of the values that guide our life in America are first shaped in our families, just as they are in your country.American moms and dads love their children and work hard and sacrifice for them, because we believe life can always be better for the next generation.In our families, we find love and learn responsibility and character.

And many Americans voluntarily devote part of their lives to serving other people.An amazing number -- nearly half of all adults in America -- volunteer time every week to make their communities better by mentoring children, or by visiting the sick, or caring for the elderly, or helping with thousands of other needs and causes.This is one of the great strengths of my country.People take responsibility for helping others, without being told, motivated by their good hearts and often by their faith.

America is a nation guided by faith.Someone once called us \"a nation with the soul of a church.\" This may interest you -- 95 percent of Americans say they believe in God, and I\'m one of them.

When I met President Jiang Zemin in Shanghai a few months ago, I had the honor of sharing with him how faith changed my life and how faith contributes to the life of my country.Faith points to a moral law beyond man\'s law, and calls us to duties higher than material gain.Freedom of religion is not something to be feared, it\'s to be welcomed, because faith gives us a moral core and teaches us to hold ourselves to high standards, to love and to serve others, and to live responsible lives.

If you travel acro America -- and I hope you do some day if you haven\'t been there -- you will find people of many different ethic backgrounds and many different faiths.We\'re a varied nation.We\'re home to 2.3 million Americans of Chinese ancestry, who can be found working in the offices of our corporations, or in the Cabinet of the President of the United States, or skating for the America Olympic team.Every immigrant, by taking an oath of allegiance to our country, becomes just as just as American as the President.America shows that a society can be vast and it can be varied, yet still one country, commanding the allegiance and love of its people.

And all these qualities of America were widely on display on a single day, September the 11th, the day when terrorists, murderers, attacked my nation.American policemen and firefighters, by the hundreds, ran into burning towers in desperation to save their fellow citizens.Volunteers came from everywhere to help with rescue efforts.Americans donated blood and gave money to help the families of victims.America had prayer services all over our country, and people raised flags to show their pride and unity.And you need to know, none of this was ordered by the government; it happened spontaneously, by the initiative of free people.

Life in America shows that liberty, paired with law is not to be feared.In a free society, diversity is not disorder.Debate is not strife.And dient is not revolution.A free society trusts its citizens to seek greatne in themselves and their country.

It was my honor to visit China in 1975 -- some of you weren\'t even born then.It shows how old I am.(Laughter.) And a lot has changed in your country since then.China has made amazing progre -- in openne and enterprise and economic freedom.And this progre previews China\'a great potential.

China has joined the World Trade Organization, and as you live up to its obligations, they inevitably will bring changes to China\'s legal system.A modern China will have a consistent rule of law to govern commerce and secure the rights of its people.The new China your generation is building will need the profound wisdom of your traditions.The lure of materialism challenges our society -- challenges society in our country, and in many succeful countries.Your ancient ethic of personal and family responsibility will serve you well.

Behind China\'s economic succe today are talented, brilliant and energetic people.In the near future, those same men and women will play a full and active role in your government.This university is not simply turning out specialists, it is preparing citizens.And citizens are not spectators in the affairs of their country.They are participants in its future. Change is coming.China is already having secret ballot and competitive elections at the local level.Nearly 20 years ago, a great Chinese leader, Deng Xiaoping, said this -- I want you to hear his words.He said that China would eventually expand democratic elections all the way to the national level.I look forward to that day.

I remember standing in the rubble of the World Trade Center three days later, surrounded by rescuers who had been working around the clock.I remember talking to brave souls who charged through smoke- filled corridors at the Pentagon and to husbands and wives whose loved ones became heroes aboard Flight 93.

I remember Arlene Howard, who gave me her fallen son\'s police shield as a reminder of all that was lost.And I still carry his badge.

As the years paed, most Americans were able to return to life much as it had been before 9/11.But I never did.Every morning, I received a briefing on the threats to our nation.And I vowed to do everything in my power to keep us safe.

Over the past seven years, a new Department of Homeland Security has been created.The military, the intelligence community and the FBI have been transformed.Our nation is equipped with new tools to monitor the terrorists\' movements, freeze their finances, and break up their plots.

And with strong allies at our side, we have taken the fight to the terrorists and those who support them.Afghanistan has gone from a nation where the Taliban harbored al Qaeda and stoned women in the streets to a young democracy that is fighting terror and encouraging girls to go to school.

Iraq has gone from a brutal dictatorship and a sworn enemy of America to an Arab democracy at the heart of the Middle East and a friend of the United States.

There is legitimate debate about many of these decisions, but there can be little debate about the results.America has gone more than seven years without another terrorist attack on our soil.This is a tribute to those who toil day and night to keep us safe -- law enforcement officers, intelligence analysts, homeland security and diplomatic personnel, and the men and women of the United States armed forces.

Our nation is bleed to have citizens who volunteer to defend us in this time of danger.I have cherished meeting these selfle patriots and their families.And America owes you a debt of gratitude.

And to all our men and women in uniform listening tonight, there has been no higher honor than serving as your commander in chief.

The battles waged by our troops are part of a broader struggle between two dramatically different systems.Under one, a small band of fanatics demands total obedience to an oppreive ideology, condemns women to subservience, and marks unbelievers for murder.

The other system is based on the conviction that freedom is the universal gift of Almighty God and that liberty and justice light the path to peace.

This is the belief that gave birth to our nation.And in the long run, advancing this belief is the only practical way to protect our citizens.

When people live in freedom, they do not willingly choose leaders who pursue campaigns of terror.When people have hope in the future, they will not cede their lives to violence and extremism.

So around the world, America is promoting human liberty, human rights and human dignity.We are standing with diidents and young democracies, providing AIDS medicine to bring dying patients back to life, and sparing mothers and babies from malaria.And this great republic, born alone in liberty, is leading the world toward a new age when freedom belongs to all nations.

For eight years, we have also strived to expand opportunity and hope here at home.Acro our country, students are rising to meet higher standards in public schools.A new Medicare prescription drug benefit is bringing peace of mind to seniors and the disabled.Every taxpayer pays lower income taxes.

When challenges to our prosperity emerged, we rose to meet them.Facing the prospect of a financial collapse, we took decisive measures to safeguard our economy.These are very tough times for hardworking families, but the toll would be far worse if we had not acted.

Like all who have held this office before me, I have experienced setbacks and there are things I would do differently, if given the chance. Radio Addre by the President to the Nation

THE PRESIDENT: Good morning.In the past week, U.S.officials in Pakistan took custody of five al Qaeda members, including a key strategist for the September the 11th attacks.And here in America, federal agents arrested six men suspected of having trained at al Qaeda terrorist camps in Afghanistan.

These arrests remind us that we are engaged in a new kind of war, fought on many fronts, including the home front.The arrests also remind us that the enemy is still at large, threatening our safety and security.Defeating terrorism requires constant vigilance and preparation by our citizens and by our government.

One way for the Congre to protect the American people is to pa legislation creating a new department of homeland security.This new department must have a single, overriding responsibility, to coordinate our homeland defense efforts, which are now scattered acro the government.

After le than a week of debate, the House of Representatives paed a good bill, a bill that gives me the flexibility to confront emerging threats quickly and effectively.Yet after three weeks of debate, the Senate has still not paed a bill I can sign.The legislation the Senate is debating is deeply

flawed.The Senate bill would force the new department to fight against terror threats with one hand tied behind its back.The department of homeland security must be able to move people and resources quickly, to respond to threats

immediately, without being forced to comply with a thick book of bureaucratic rules.

Yet the current Senate approach keeps in place a cumbersome proce that can take five months to hire a needed employee, and 18 months to fire someone who is not doing his job.In the war on terror, this is time we do not have.

Even worse, the Senate bill would weaken my existing authority to prohibit collective bargaining when national security is at stake.Every President since

Jimmy Carter has had this very narrow authority throughout the government, and I need this authority in the war on terror.

As Democrat Senator Zell Miller said, the daunting task of securing this country is almost incomprehensible.Let\'s not make it more difficult by tying this President\'s hands and the hands of every President who comes after him. In an effort to break the logjam in the Senate, Senator Miller and Republican Senator Phil Gramm have taken the lead in crafting a bipartisan alternative to the current flawed Senate bill.I commend them, and support their approach.

Their proposal would provide the new secretary of homeland security much of the flexibility he needs to move people and resources to meet new threats.It will protect every employee of the new department against illegal discrimination, and build a culture in which federal employees know they are keeping their fellow citizens safe through their service to America.

I ask you to call your senators and to urge them to vote for this bipartisan

alternative.Senators Miller and Gramm, along with Senator Fred Thompson, have made great progre in putting the national interest ahead of partisan interest. I\'m confident that every Senator, Republican and Democrat, wants to do what is best for America.

Creating a new department of homeland security will make America stronger and safer.It is time for the Senate to act. Thank you for listening. END

My visit to China comes on an important anniversary.Thirty years ago this week, an American President arrived in China on a trip designed to end decades of estrangement and confront centuries of suspicion.President Richard Nixon showed the world that two vastly different governments could meet on the grounds of common interest, and in a spirit of mutual respect.As they left the airport that day, Premier Zhou Enlai said to President Nixon, ``Your handshake came over the vastest ocean in the world twenty-five years of no communication.\'\'

THE PRESIDENT: Good morning.This weekend, millions of Americans will celebrate Labor Day.This holiday marks the traditional end of the summer season.It is also an opportunity to reflect on the contributions of hardworking Americans all acro our countrysurprising analysts who were predicting an economic receion.

These welcome signs indicate that the economic stimulus package that I signed earlier this year is having its intended effect.The growth package will return more than $150 billion back to American families and businees this year.Many Americans who received tax rebates are spending them.Businees are taking advantage of tax incentives to purchase new equipment this year.And there are signs that the stimulus package will continue to have a beneficial impact on the economy in the second half of the year.

Labor Day is also the traditional start of the election season.In the coming months, it will be tempting for some in Congre to try to score political points instead of getting work done for the American people.Our citizens deserve better.We still have time to accomplish important goals for our country.My Administration remains hopeful that we can work with Democratic leaders in Congre on bipartisan measures to help Americans cope with this period of economic uncertainty.

We need to work together on a comprehensive approach to our energy problems.I\'ve called on Congre to permit us to tap vast, unused sources of oil and gas, expand domestic refining capacity, and encourage the development of alternative energy sources.Congre continues to stand in the way of this comprehensive approach.At a minimum, Democratic leaders in Congre should move forward on common-sense energy proposals that have bipartisan supportso that we can create more opportunities for American farmers, ranchers, and entrepreneurs.

We need to work together to keep your taxes low.At a time of economic challenge, the last thing American families need is a maive tax increase.It\'s not too late for Congre to make the tax relief we paed in 2001 and 2003 permanent.

Despite our economic difficulties, there is every reason to be optimistic about America\'s future.Our workforce is dynamic and productive.Our economy is showing that it is resilient.And our Nation is the most industrious, creative, and prosperous on earth.

Good evening.Today our fellow citizens, our way of life, our very freedom, came under attack in a series of deliberate and deadly terrorist acts.The victims were in aeroplanes or in their offices: secretaries, businemen and women, military and federal workers, moms and dads, friends and neighbors.Thousands of lives were suddenly ended by evil, despicable acts of terror.

The pictures of airplanes flying into buildings, fires burning, huge structures collapsing, have filled us with disbelief, terrible sadne and a quiet, unyielding anger.

These acts of ma murder were intended to frighten our nation into chaos and retreat.But they have failed.Our country is strong.A great people have been moved to defend a great nation.

Terrorist attacks can shake the foundations of our biggest buildings, but they cannot touch the foundation of America.These acts shattered steel, but they cannot dent the steel of American resolve.

America was targeted for attack because we\'re the brightest beacon for freedom and opportunity in the world.And no one will keep that light from shining.

Today our nation saw evil, the very worst of human nature.And we responded with the best of America, with the daring of our rescue workers, with the caring for strangers and neighbors who came to give blood and help in any way they could.

Immediately following the first attack, I implemented our government\'s emergency response plans.

Our military is powerful, and it\'s prepared.Our emergency teams are working in New York City and Washington, DC, to help with local rescue efforts.Our first priority is to get help to those who have been injured and to take every precaution to protect our citizens at home and around the world from further attacks.The functions of our government continue without interruption.Federal agencies in Washington, which had to be evacuated today are reopening for eential personnel tonight and will be open for busine tomorrow.Our financial institutions remain strong, and the American economy will be open for busine as well.The search is under way for those who are behind these evil acts.I have directed the full resources of our intelligence and law enforcement communities to find those responsible and to bring them to justice.We will make no distinction between the terrorists who committed these acts and those who harbored them.I appreciate so very much the members of Congre who have joined me in strongly condemning these attacks.And on behalf of the American people I thank the many world leaders who have called to offer their condolences and aistance.America and our friends and allies join with all those who want peace and security in the world.And we stand together to win the war against terrorism.Tonight I ask for your prayers for all those who grieve, for the children whose worlds have been shattered, for all whose sense of safety and security has been threatened.And I pray they will be comforted by a power greater than any of us, spoken through the ages in Psalm 23: Even though I walk through the valley of the shadow of death, I fear no evil, for you are with me.This is a day when all Americans from every walk of life unite in our resolve for justice and peace.America has stood down enemies before, and we will do so this time.None of us will ever forget this day, yet we go forward to defend freedom and all that is good and just in our world.Thank you.Good night, and God ble America.

Vice President Gore and I put our hearts and hopes into our campaigns.We both gave it our all.We shared similar emotions, so I understand how difficult this moment must be for Vice President Gore and his family.

He has a distinguished record of service to our country as a congreman, a senator and a vice president.This evening I received a gracious call from the vice president.We agreed to meet early next week in Washington, and we agreed to do our best to heal our country after this hard-fought contest.Tonight I want to thank all the thousands of volunteers and campaign workers who worked so hard on my behalf.I also salute the vice president and his supports for waging a spirited campaign.And I thank him for a call that I know was difficult to make.Laura and I wish the vice president and Senator Lieberman and their families the very best.I have a lot to be thankful for tonight.I\'m thankful for America and thankful that we were able to resolve our electoral differences in a peaceful way.

I\'m thankful to the American people for the great privilege of being able to serve as your next president.I want to thank my wife and our daughters for their love.Laura\'s active involvement as first lady has made Texas a better place, and she will be a wonderful first lady of America.I am proud to have Dick Cheney by my side, and America will be proud to have him as our next vice president.Tonight I chose to speak from the chamber of the Texas House of Representatives because it has been a home to bipartisan cooperation.Here in a place where Democrats have the majority, Republicans and Democrats have worked together to do what is right for the people we represent.We\'ve had spirited disagreements.And in the end, we found constructive consensus.It is an experience I will always carry with me, an example I will always follow.I want to thank my friend, House Speaker Pete Laney, a Democrat, who introduced me today.I want to thank the legislators from both political parties with whom I\'ve worked.

Acro the hall in our Texas capitol is the state Senate.And I cannot help but think of our mutual friend, the former Democrat lieutenant governor, Bob Bullock.His love for Texas and his ability to work in a bipartisan way continue to be a model for all of us.The spirit of cooperation I have seen in this hall is what is needed in Washington, D.C.It is the challenge of our moment.After a difficult election, we must put politics behind us and work together to make the promise of America available for every one of our citizens.I am optimistic that we can change the tone in Washington, D.C.I believe things happen for a reason, and I hope the long wait of the last five weeks will heighten a desire to move beyond the bitterne and partisanship of the recent past.Our nation must rise above a house divided.Americans share hopes and goals and values far more important than any political disagreements.Republicans want the best for our nation, and so do Democrats.Our votes may differ, but not our hopes.I know America wants reconciliation and unity.I know Americans want progre.And we must seize this moment and deliver.Together, guided by a spirit of common sense, common courtesy and common goals, we can unite and inspire the American citizens.Together, we will work to make all our public schools excellent, teaching every student of every background and every accent, so that no child is left behind.Together we will save Social Security and renew its promise of a secure retirement for generations to come.Together we will strengthen Medicare and offer prescription drug coverage to all of our seniors.Together we will give Americans the broad, fair and fiscally responsible tax relief they deserve.Together we\'ll have a bipartisan foreign policy true to our values and true to our friends, and we will have a military equal to every challenge and superior to every adversary.Together we will addre some of society\'s deepest problems one person at a time, by encouraging and empowering the good hearts and good works of the American people.This is the eence of compaionate conservatism and it will be a foundation of my administration.These priorities are not merely Republican concerns or Democratic concerns; they are American responsibilities.During the fall campaign, we differed about the details of these proposals, but there was remarkable consensus about the important iues before us: excellent schools, retirement and health security, tax relief, a strong military, a more civil society.We have discued our differences.Now it is time to find common ground and build consensus to make America a beacon of opportunity in the 21st century.I\'m optimistic this can happen.Our future demands it and our history proves it.Two hundred years ago, in the election of 1800, America faced another close presidential election.A tie in the Electoral College put the outcome into the hands of Congre.After six days of voting and 36 ballots, the House of Representatives elected Thomas Jefferson the third president of the United States.That election brought the first transfer of power from one party to another in our new democracy.

Shortly after the election, Jefferson, in a letter titled \"Reconciliation and Reform,\" wrote this.\"The steady character of our countrymen is a rock to which we may safely moor; unequivocal in principle, reasonable in manner.We should be able to hope to do a great deal of good to the cause of freedom and harmony.\" Two hundred years have only strengthened the steady character of America.And so as we begin the work of healing our nation, tonight I call upon that character: respect for each other, respect for our differences, generosity of spirit, and a willingne to work hard and work together to solve any problem.I have something else to ask you, to ask every American.I ask for you to pray for this great nation.I ask for your prayers for leaders from both parties.I thank you for your prayers for me and my family, and I ask you to pray for Vice President Gore and his family.I have faith that with God\'s help we as a nation will move forward together as one nation, indivisible.And together we will create and America that is open, so every citizen has acce to the American dream; an America that is educated, so every child has the keys to realize that dream; and an America that is united in our diversity and our shared American values that are larger than race or party.

As America learns more about China, I am concerned that the Chinese people do not always see a clear picture of my country.This happens for many reasons, and some of them of our own making.Our movies and television shows often do not portray the values of the real America I know.Our succeful businees show a strength of American commerce, but our spirit, community spirit, and contributions to each other are not always visible as monetary succe.

Some of the erroneous pictures of America are painted by others.My friend, the Ambaador to China, tells me some Chinese textbooks talk of Americans of \"bullying the weak and repreing the poor.\" Another Chinese textbook, published just last year, teaches that special agents of the FBI are used to \"repre the working people.\" Now, neither of these is true -- and while the words may be leftovers from a previous era, they are misleading and they\'re harmful.

In fact, Americans feel a special responsibility for the weak and the poor.Our government spends billions of dollars to provide health care and food and housing for those who cannot help themselves -- and even more important, many of our citizens contribute their own money and time to help those in need.American compaion also stretches way beyond our borders.We\'re the number one provider of humanitarian aid to people in need throughout the world.And as for the men and women of the FBI and law enforcement, they\'re working people; they, themselves, are working people who devote their lives to fighting crime and corruption.

My country certainly has its share of problems, no question about that.And we have our faults.Like most nations we\'re on a long journey toward achieving our own ideals of equality and justice.Yet there\'s a reason our nation shines as a beacon of hope and opportunity, a reason many throughout the world dream of coming to America.It\'s because we\'re a free nation, where men and women have the opportunity to achieve their dreams.No matter your background or your circumstance of birth, in America you can get a good education, you can start your own busine, you can raise a family, you can worship freely, and help elect the leaders of your community and your country.You can support the policies of our government, or you\'re free to openly disagree with them.Those who fear freedom sometimes argue it could lead to chaos, but it does not, because freedom means more than every man for himself.

Liberty gives our citizens many rights, yet expects them to exercise important responsibilities.Our liberty is given direction and purpose by moral character, shaped in strong families, strong communities, and strong religious institutions, and overseen by a strong and fair legal system.

My country\'s greatest symbol to the world is the Statue of Liberty, and it was designed by special care.I don\'t know if you\'ve ever seen the Statue of Liberty, but if you look closely, she\'s holding not one object, but two.In one hand is the familiar torch we call the \"light of liberty.\" And in the other hand is a book of law.

We\'re a nation of laws.Our courts are honest and they are independent.The President -- me -- I can\'t tell the courts how to rule, and neither can any other member of the executive or legislative branch of government.Under our law, everyone stands equal.No one is above the law, and no one is beneath it.

All political power in America is limited and it is temporary, and only given by the free vote of the people.We have a Constitution, now two centuries old, which limits and balances the power of the three branches of our government, the judicial branch, the legislative branch, and the executive branch, of which I\'m a part.

Many of the values that guide our life in America are first shaped in our families, just as they are in your country.American moms and dads love their children and work hard and sacrifice for them, because we believe life can always be better for the next generation.In our families, we find love and learn responsibility and character.

And many Americans voluntarily devote part of their lives to serving other people.An amazing number -- nearly half of all adults in America -- volunteer time every week to make their communities better by mentoring children, or by visiting the sick, or caring for the elderly, or helping with thousands of other needs and causes.This is one of the great strengths of my country.People take responsibility for helping others, without being told, motivated by their good hearts and often by their faith.

America is a nation guided by faith.Someone once called us \"a nation with the soul of a church.\" This may interest you -- 95 percent of Americans say they believe in God, and I\'m one of them.

When I met President Jiang Zemin in Shanghai a few months ago, I had the honor of sharing with him how faith changed my life and how faith contributes to the life of my country.Faith points to a moral law beyond man\'s law, and calls us to duties higher than material gain.Freedom of religion is not something to be feared, it\'s to be welcomed, because faith gives us a moral core and teaches us to hold ourselves to high standards, to love and to serve others, and to live responsible lives.

If you travel acro America -- and I hope you do some day if you haven\'t been there -- you will find people of many different ethic backgrounds and many different faiths.We\'re a varied nation.We\'re home to 2.3 million Americans of Chinese ancestry, who can be found working in the offices of our corporations, or in the Cabinet of the President of the United States, or skating for the America Olympic team.Every immigrant, by taking an oath of allegiance to our country, becomes just as just as American as the President.America shows that a society can be vast and it can be varied, yet still one country, commanding the allegiance and love of its people.

And all these qualities of America were widely on display on a single day, September the 11th, the day when terrorists, murderers, attacked my nation.American policemen and firefighters, by the hundreds, ran into burning towers in desperation to save their fellow citizens.Volunteers came from everywhere to help with rescue efforts.Americans donated blood and gave money to help the families of victims.America had prayer services all over our country, and people raised flags to show their pride and unity.And you need to know, none of this was ordered by the government; it happened spontaneously, by the initiative of free people.

Life in America shows that liberty, paired with law is not to be feared.In a free society, diversity is not disorder.Debate is not strife.And dient is not revolution.A free society trusts its citizens to seek greatne in themselves and their country.

It was my honor to visit China in 1975 -- some of you weren\'t even born then.It shows how old I am.(Laughter.) And a lot has changed in your country since then.China has made amazing progre -- in openne and enterprise and economic freedom.And this progre previews China\'a great potential.

China has joined the World Trade Organization, and as you live up to its obligations, they inevitably will bring changes to China\'s legal system.A modern China will have a consistent rule of law to govern commerce and secure the rights of its people.The new China your generation is building will need the profound wisdom of your traditions.The lure of materialism challenges our society -- challenges society in our country, and in many succeful countries.Your ancient ethic of personal and family responsibility will serve you well.

Behind China\'s economic succe today are talented, brilliant and energetic people.In the near future, those same men and women will play a full and active role in your government.This university is not simply turning out specialists, it is preparing citizens.And citizens are not spectators in the affairs of their country.They are participants in its future.

Change is coming.China is already having secret ballot and competitive elections at the local level.Nearly 20 years ago, a great Chinese leader, Deng Xiaoping, said this -- I want you to hear his words.He said that China would eventually expand democratic elections all the way to the national level.I look forward to that day.

Tens of millions of Chinese today are relearning Buddhist, Taoist, and local religious traditions, or practicing Christianity, Islam, and other faiths.Regardle of where or how these believers worship, they\'re no threat to public order; in fact, they make good citizens.For centuries, this country has had a tradition of religious tolerance.My prayer is that all persecution will end, so that all in China are free to gather and worship as they wish.

All these changes will lead to a stronger, more confident China -- a China that can astonish and enrich the world, a China that your generation will help create.This is one of the most exciting times in the history of your country, a time when even the grandest hopes seem within your reach.

My nation offers you our respect and our friendship.Six years from now, athletes from America and around the world will come to your country for the Olympic games.And I\'m confident they will find a China that is becoming a da guo, a leading nation, at peace with its people and at peace with the world.

Vice President Hu, thank you for your words of welcome.I am grateful for your hospitality, and honored by this reception at one of China\'s great universities. Tsinghua University was founded, with the support of America, to further the ties between our two nations.I know how important this place is to the Vice President, who earned his degree here and even more important, met his gracious wife Liu Yongqing here.

I also thank the students here for this opportunity to meet with you, to talk a little bit about my country and answer some of your questions.The standards and reputation of this university are known around the world, and I know what an achievement it is to be here. My wife Laura and I have two daughters in college, one at Yale and the other at the University of Texas.We are proud of our daughters just like I am sure your parents are proud of you.

My visit to China comes on an important anniversary.Thirty years ago this week, an American President arrived in China on a trip designed to end decades of estrangement and confront centuries of suspicion.President Richard Nixon showed the world that two vastly different governments could meet on the grounds of common interest, and in a spirit of mutual respect.As they left the airport that day, Premier Zhou Enlai said to President Nixon, ``Your handshake came over the vastest ocean in the world twenty-five years of no communication.\'\'

During the 30 years since, America and China have exchanged many handshakes of friendship and commerce.And as we have had more contact with each other, the citizens of our two countries have gradually learned more about each other. Once, America knew China only by its history as a great and enduring civilization.Today, we see a China that is still defined by noble traditions of family, scholarship, and honor.And we see a China that is becoming one of the most dynamic and creative societies in the world as demonstrated by all the knowledge and potential right here in this room.

China is on a rising path, and America welcomes the emergence of a strong, peaceful, and prosperous China. 我和我的太太有两个女儿,像你们一样正在上大学,有一个女儿上的是德州大学,一个女儿上的是耶鲁大学,他们是双胞胎。我们对我们的两个女儿倍感骄傲,我想你们的父母对你们的成就也是同样的引以为荣的。我这次访华恰逢一个重要的周年纪念日,副主席刚才也谈到了,三十年前这一周,一个美国的总统来到了中国,他的访华之旅目的是为了结束长达数十年的隔阂,和长达数百年的相互猜疑,本着相互利益,本着相互尊重的精神站在一起。那天他们离开机场的时候,周恩来总理对尼克松总统说了这样一番话,他说,你与我的握手越过了世界上最为辽阔的海洋,这个海洋就是互不交往的25年。自从那时以来,美国和中国已经握过多次的友谊之手和商业之手。

随着我们两国间接触的日益频繁,我们两国的国民也逐渐地加深了对彼此的了解,这是非常非常重要的。曾经一度,美国人只知道中国是一个历史悠久的一个伟大的国家,有伟大的文明。今天,我们仍然看到中国奉行着重视家庭、学业和荣誉的优良的传统,同时,我们所看到的中国正日益成为世界上一个最富活力和最富创造力的社会之一,这一点最佳的验证便是在座诸位所具备的知识和潜力。中国正走在一个发展的道路上,而美国欢迎一个强大、和平与繁荣的中国的出现。我同美国人在更进一步了解中国的同时,也担心中国人不一定总是能够很清楚地看到我的国家的真实面貌,这里面有多种原因,其中有一些是我们自己造成的。我们的电影,还有电视节目,往往并没有全面反映出美国。我们成功的企业显示了美国商业的力量。但是我们的精神、我们的社区精神,还有我们相互对彼此的贡献往往并不像我们金钱方面的成功那样的显而易见。有一些关于美国错误地描述是别人做出的,我的朋友——美国驻华大使告诉我中国的教科书讲到美国人欺压弱者,压制穷人。另外有一本中国的教科书是去年出版的,书里说美国联邦调查局的特工们被用来压制劳动人民。

这两种说法都是不真实的。这种措辞很可能是过去时代遗留的产物。不过它只会有误导作用,而且是有害的。美国人对保护穷人或者弱者有着特殊的责任感,我们政府每年花费数十亿美元来提供医疗、食品和住房给那些无法自助的人们。

更为重要的是,我们许多的公民主动捐出自己的金钱,自己的时间来帮助有需求的人士。美国的同情心,同时也远远超越了我们自己的国界,在人道主义援助方面,我们居于世界首位,援助世界各地的人们。至于联邦调查局和执法界的工作人员,他们自己就是劳动人民的一员,他们献身于打击犯罪,打击腐败。

我们国家毫无疑问有自己的问题和缺陷,像大部分的国家一样,我们正走在一个漫长的道路上,走向自己理想中的平等和正义。但是我们国家成为一个希望的灯塔是有原因的,世界各地很多人梦想来到美国也是有原因的。 我们是自由的国度。在美国无论男女都有机会实现自己的梦想,不论你的背景、家境如何,在美国都可以得到很好的教育,可以创办企业,可以养育子女,可以自由的从事宗教活动,并且可以推选出自己社区和国家的领导人。在美国你可以支持我们政府的政策,同时你也可以公开、毫不掩饰的表示不同的观点。有些人害怕自由,他们会说自有可能会导致混乱,但是实际上并不会这样。因为自由的含义远远超越了人人为己,自由赋予了我们很多的权利,同时要求他们履行重大的责任。

我们的自由因为有道德,所以是一种由方向、有目的的自由,我们的自由在稳固的家庭中,在稳固的社区中,在强大的宗教中得到熏陶,同时也有法律监督。

我的国家最伟大的象征就是自由女神像,我不知道大家是不是看过她,她是经过精心设计的,她手里拿的是两件东西,而不是一件,其中一件拿的是大家比较熟悉的火炬,是自由之光,另一个手上拿的是法典。我们美国是一个自由的国家,每一个法律都是独立的。我是总统也无法干预法庭怎么判案,政府的行政部门还有立法部门中的任何人也不能。根据我们的法律每一个人都是平等的,没有任何一个人游离于法律之外。 在美国,所有的政治权利都受到限制,使人民通过自由投票授予了这些权利。我们有一部宪法,已经有二百年的历史,它限制并且平衡三个部门之间的权利,这三个部门就是司法、立法和行政机构,我是行政机构的一员。

指导我们的很多的价值观是在家庭中陶冶形成的,就像在中国一样,美国的妈妈们,爸爸们疼爱他们的孩子,为他们辛勤地劳动,作出牺牲,因为我们相信,下一代的生活总会更好,在我们的家庭中,我们可以找到关爱,可以学习如何负起责任,如何陶冶人格。

很多美国人都抽出时间为其他人服务,成年中的一半人每周都拿出时间,使得他们的社区办得更好,他们辅导儿童,探访病人,照顾老人,并且帮助做许许多多数不胜数的事情。这就是我的国家的一大优点。我们主动承担起责任,帮助他们,他们的原动力就是善良的心,还有他们的信仰。

如果你去美国旅行的话,你会见到来自不同种族背景,有着不同信仰的人。我们是一个多元化、多姿多彩的国家,在那里有230万华人,他们在那里繁衍生息。在我们大公司的办公室里有华人工作,在美国政府中有华人工作,在奥林匹克比赛中代表美国参加滑冰比赛的也有华人。

诸位,重视个人和家庭责任的古老道德传统将使诸位受益匪浅。在中国如今经济成功的背后,有着有活力的人才。在不久的将来,这些人无论是男是女,将在这个政府中发挥积极和全面的作用。清华大学它不仅在培养专家,它也是在培育公民。公民在他们国家的事务中不是袖手旁观者,他们是建设未来的参与者。

所有的这些变化,将导致中国更加强大,更加有自信,这个中国将使世界瞩目,也使世界更加丰富。这个中国就是诸位这一代人所帮助创立的中国,现在在中国的历史上是一个非常令人振奋的时刻。此时此刻,就连最宏伟的梦想也似乎唾手可得。

我的国度,对中国提出尊敬和友谊,再过六年,来自美国和世界的运动员将到贵国来参加奥林匹克比赛,我坚信,他们能够见到的中国将是正在变成一个大国的中国,一个走在世界前沿的国家,一个与其人民无争,与世界和平相处的中国。

你们好!

在正常情况下,总统来到这个地方是为了发表国情咨文,然而这样的国情咨文今天晚上已经没有必要了,因为美国人民为了美国已经发出了他们的呐喊。

我们在被劫飞机乘客的英勇行动中看到了这一切,他们奋不顾身地与恐怖分子展开争斗,目的是为了拯救地面上的我们。他们当中就有一个叫泰德·毕默的勇士。今晚在这儿,请允许我向他的妻子莉莎致意。

我们在救援人员的顽强和不知疲倦的工作中看到了美国人民的这种精神;我们看到了飘扬的旗帜、燃烧的烛光、献血的民众以及祈祷中的人们,无论他们是用英语、希伯来语还是阿拉伯语在为美国祈祷。我们看到了民众相互关爱,无私捐助,他们把陌生人的悲痛当成自己的痛苦。

9月11日,自由的敌人对我们国家发动了一场战争。美国人民早就领教过战争,然而除了1941年那个星期天发生的(珍珠港)事件外,过去136年间发生的战争都是在外国领土上进行的;美国人民也早已知道战争的伤亡——但那些伤亡都不是在一个平和的早上,在一个伟大的城市发生的;美国人民也曾经遭受过袭击——但是袭击事件从来没有针对数以千计的平民。所有这一切都在一天之内发生了,接下来就是黑夜,整个自由世界正遭到威胁。

今晚,美国民众都有很多疑问,他们都在问,究竟是谁袭击了我们的国家?

我们现在所搜集到的证据都指向了一个松散的恐怖主义组织——阿尔-凯达(al-Qaida),他们也是袭击美国驻坦桑尼亚和肯尼亚大使馆的罪魁祸首,而且他们也应对美国驱逐舰“科尔”号爆炸案负责。

阿尔-凯达之于恐怖主义,就像黑手党之于犯罪一样。他们的目标不是为了钱,而是为了重新改造世界,是为了把他们的极端教义散播给世界各地的人们。

这些伊斯兰极端主义学说早就被穆斯林学者和大部分穆斯林所抛弃,然而这些恐怖分子却将其奉为神明,并肆意曲解倡导和平的伊斯兰教义。恐怖分子的理论就是要把所有的基督教徒杀死,要把所有的美国人杀死,不管是军人还是平民,也不管是妇女还是小孩。

这个恐怖组织和他的首领本·拉登同世界许多国家的组织有着千丝万缕的联系,其中包括埃及伊斯兰组织吉哈德和乌兹别克斯坦的伊斯兰运动组织。

这样的恐怖分子成百上千,广泛分布在世界60多个国家。他们从自己的国家和邻国招募成员,带到像阿富汗之类的国家接收恐怖训练,然后被派回自己的国家或者隐藏在别的国家,策划罪恶的勾当和进行破坏。

阿尔-凯达在阿富汗有着深厚的影响,他们支持塔利班控制了阿富汗大部分地区。这些恐怖分子在阿富汗的行动让我们窥见了阿尔-凯达这个恐怖组织的嘴脸。

他们使阿富汗人民遭受了沉重苦难——许多人被饿死,许多人被迫逃离家园;妇女不能上学,拥有一台电视就可能把你打入牢狱;所有的宗教信仰只能按照领袖的命令行事;要是一个人的胡子不够长,他就有可能被逮捕。

美国人民尊重阿富汗人民——毕竟,美国是阿富汗最大的人道主义援助国,但是我们谴责塔利班政权。它不仅没有尊重自己的民众,而且通过支持、庇护和帮助恐怖分子,把自己的人民吓得惊恐不已,四处躲避。通过资助和煽动恐怖分子搞谋杀,塔利班政权自己也在搞谋杀。今晚,美利坚合众国向塔利班提出如下要求:

把阿富汗境内所有的阿尔-凯达成员及其领导人交给美国政府;释放所有非法关押的外国人员,其中包括美国人。保护外国记者、外交官员以及救援人员;立即和永远关闭恐怖分子的训练营地,把恐怖分子悉数交给有关方面;让美国自由进入恐怖分子训练营地,确保这些营地不再被使用。

所有这些要求都是不容谈判的,是没有商量余地的。塔利班政权必须执行,必须马上执行。他们应该交出恐怖分子,否则恐怖分子的下场就是塔利班的下场。

今天晚上,我还想直接对世界各地的穆斯林讲一句话:我们尊重你们的信仰。在美国,有数百万民众自由地信奉伊斯兰教,而美国的友邦中则有更多的人信仰伊斯兰教。伊斯兰教义是好的,是推崇和平的。那些借真主之名犯罪的人亵渎了真主的神圣。我们的穆斯林朋友和阿拉伯朋友不是美国的敌人。我们的敌人是一个恐怖主义极端组织以及任何一个支持这种组织的政府。

我们反恐怖主义的斗争将从打击阿尔-凯达开始,但不会在阿尔-凯达身上结束。我们将继续战斗,直到世界各地的恐怖主义组织被发现、阻止和彻底击败,否则我们就不会停止。

美国人民或许在问:他们为什么要仇恨我们?

因为他们仇恨我们这间大厦里的一切——我们是一个经过民主选举的政府,而他们的领导人则是指定的。他们还仇恨我们的自由——我们的宗教自由、言论自由、选举自由、集会自由,拥有反对意见的自由等。

这些恐怖分子妄图推翻许多穆斯林国家的现有政府,比如埃及、沙特阿拉伯和约旦。他们要把以色列人赶出中东,要把基督教徒和犹太教徒从亚洲和非洲的广大地区赶出去。

这些恐怖分子肆意屠杀不仅仅是为了结束生命,而是想打乱和终止一种生活方式。他们之所以一次次地制造暴行,就是希望使美国成为一个弥漫着恐惧的国家,从世界舞台上退却下来,并抛弃自己的朋友。他们打击美国,只是因为我们挡住了他们的道路。

我们没有被他们虚伪的宗教虔诚欺骗,我们以前也曾看见过他们所谓的善行,他们只不过是20世纪一些臭名昭著的理论指导下的残渣余孽。通过牺牲献出生命来实现他们极端的思想,通过抛弃一切价值观念唯独相信权利的欲望,他们所走的道路与法西斯、纳粹主义和极端主义如出一辙。他们会沿着这条道路走下去,直到这条路的终点:被遗弃的谎言筑成的历史无名冢。

美国人民都在问:我们怎样去发动这场战争,怎样赢得这场战争呢?

我们必须动用所有的资源——所有的外交途径、所有的情报机构、所有的执法机关、所有的金融影响以及所有的战争武器——以瓦解和击败全球恐怖主义犯罪组织。

这场战争不像十年前打击伊拉克一样,那时我们的目标就是解放(科威特)被占领土,迅速结束战争。这场战争也不像两年前在科索沃进行的战争一样,那时我们没有地面部队参战,没有一个美国人丧生。

除了立即报复和单纯的军事打击外,我们要做的事情还有很多。美国人民不应该期望只进行一次战役,这将是一场长期的战争,一场我们从来没有经历过的战争。它可能包括一些大规模的打击,这一点你们将在电视上看见;它还可能包括一些秘密的行动计划,即便是成功你们也可能不知道。我们要切断恐怖分子的资金来源,使他们反目成仇、互相争斗,把他们赶得四处逃散,没有藏身之地。世界各个地区的每个国家,你们现在处在一个抉择的时刻,你们要么和我们站在一起,要么和恐怖分子同流合污。从今天开始,美国将把任何继续庇护和支持恐怖主义的国家看作是敌对国家。

In the normal course of events, Presidents come to this chamber to report on the state of the Union.Tonight, no such report is needed.It has already been delivered by the American people.

We have seen it in the courage of paengers, who rushed terrorists to save others on the ground -- paengers like an exceptional man named Todd Beamer.And would you please help me to welcome his wife, Lisa Beamer, here tonight.(Applause.)

We have seen the state of our Union in the endurance of rescuers, working past exhaustion.We have seen the unfurling of flags, the lighting of candles, the giving of blood, the saying of prayers -- in English, Hebrew, and Arabic.We have seen the decency of a loving and giving people who have made the grief of strangers their own.

My fellow citizens, for the last nine days, the entire world has seen for itself the state of our Union -- and it is strong.(Applause.)

Tonight we are a country awakened to danger and called to defend freedom.Our grief has turned to anger, and anger to resolution.Whether we bring our enemies to justice, or bring justice to our enemies, justice will be done.(Applause.)

I thank the Congre for its leadership at such an important time.All of America was touched on the evening of the tragedy to see Republicans and Democrats joined together on the steps of this Capitol, singing \"God Ble America.\" And you did more than sing; you acted, by delivering $40 billion to rebuild our communities and meet the needs of our military.

Speaker Hastert, Minority Leader Gephardt, Majority Leader Daschle and Senator Lott, I thank you for your friendship, for your leadership and for your service to our country.(Applause.)

And on behalf of the American people, I thank the world for its outpouring of support.America will never forget the sounds of our National Anthem playing at Buckingham Palace, on the streets of Paris, and at Berlin\'s Brandenburg Gate.

We will not forget South Korean children gathering to pray outside our embay in Seoul, or the prayers of sympathy offered at a mosque in Cairo.We will not forget moments of silence and days of mourning in Australia and Africa and Latin America.

Nor will we forget the citizens of 80 other nations who died with our own: dozens of Pakistanis; more than 130 Israelis; more than 250 citizens of India; men and women from El Salvador, Iran, Mexico and Japan; and hundreds of British citizens.America has no truer friend than Great Britain.(Applause.) Once again, we are joined together in a great cause -- so honored the British Prime Minister has croed an ocean to show his unity of purpose with America.Thank you for coming, friend.(Applause.)

On September the 11th, enemies of freedom committed an act of war against our country.Americans have known wars -- but for the past 136 years, they have been wars on foreign soil, except for one Sunday in 1941.Americans have known the casualties of war -- but not at the center of a great city on a peaceful morning.Americans have known surprise attacks -- but never before on thousands of civilians.All of this was brought upon us in a single day -- and night fell on a different world, a world where freedom itself is under attack.

Americans have many questions tonight.Americans are asking: Who attacked our country? The evidence we have gathered all points to a collection of loosely affiliated terrorist organizations known as al Qaeda.They are the same murderers indicted for bombing American embaies in Tanzania and Kenya, and responsible for bombing the USS Cole.

Al Qaeda is to terror what the mafia is to crime.But its goal is not making money; its goal is remaking the world -- and imposing its radical beliefs on people everywhere. The terrorists practice a fringe form of Islamic extremism that has been rejected by Muslim scholars and the vast majority of Muslim clerics -- a fringe movement that perverts the peaceful teachings of Islam.The terrorists\' directive commands them to kill Christians and Jews, to kill all Americans, and make no distinction among military and civilians, including women and children.

This group and its leader -- a person named Osama bin Laden -- are linked to many other organizations in different countries, including the Egyptian Islamic Jihad and the Islamic Movement of Uzbekistan.There are thousands of these terrorists in more than 60 countries.They are recruited from their own nations and neighborhoods and brought to camps in places like Afghanistan, where they are trained in the tactics of terror.They are sent back to their homes or sent to hide in countries around the world to plot evil and destruction.

The leadership of al Qaeda has great influence in Afghanistan and supports the Taliban regime in controlling most of that country.In Afghanistan, we see al Qaeda\'s vision for the world.

Afghanistan\'s people have been brutalized -- many are starving and many have fled.Women are not allowed to attend school.You can be jailed for owning a television.Religion can be practiced only as their leaders dictate.A man can be jailed in Afghanistan if his beard is not long enough.

The United States respects the people of Afghanistan -- after all, we are currently its largest source of humanitarian aid -- but we condemn the Taliban regime.(Applause.) It is not only repreing its own people, it is threatening people everywhere by sponsoring and sheltering and supplying terrorists.By aiding and abetting murder, the Taliban regime is committing murder.

And tonight, the United States of America makes the following demands on the Taliban: Deliver to United States authorities all the leaders of al Qaeda who hide in your land.(Applause.) Release all foreign nationals, including American citizens, you have unjustly imprisoned.Protect foreign journalists, diplomats and aid workers in your country.Close immediately and permanently every terrorist training camp in Afghanistan, and hand over every terrorist, and every person in their support structure, to appropriate authorities.(Applause.) Give the United States full acce to terrorist training camps, so we can make sure they are no longer operating.

These demands are not open to negotiation or discuion.(Applause.) The Taliban must act, and act immediately.They will hand over the terrorists, or they will share in their fate.

I also want to speak tonight directly to Muslims throughout the world.We respect your faith.It\'s practiced freely by many millions of Americans, and by millions more in countries that America counts as friends.Its teachings are good and peaceful, and those who commit evil in the name of Allah blaspheme the name of Allah.(Applause.) The terrorists are traitors to their own faith, trying, in effect, to hijack Islam itself.The enemy of America is not our many Muslim friends; it is not our many Arab friends.Our enemy is a radical network of terrorists, and every government that supports them.(Applause.)

Our war on terror begins with al Qaeda, but it does not end there.It will not end until every terrorist group of global reach has been found, stopped and defeated.(Applause.)

Americans are asking, why do they hate us? They hate what we see right here in this chamber -- a democratically elected government.Their leaders are self-appointed.They hate our freedoms -- our freedom of religion, our freedom of speech, our freedom to vote and aemble and disagree with each other.

They want to overthrow existing governments in many Muslim countries, such as Egypt, Saudi Arabia, and Jordan.They want to drive Israel out of the Middle East.They want to drive Christians and Jews out of vast regions of Asia and Africa.

These terrorists kill not merely to end lives, but to disrupt and end a way of life.With every atrocity, they hope that America grows fearful, retreating from the world and forsaking our friends.They stand against us, because we stand in their way.

We are not deceived by their pretenses to piety.We have seen their kind before.They are the heirs of all the murderous ideologies of the 20th century.By sacrificing human life to serve their radical visions -- by abandoning every value except the will to power -- they follow in the path of fascism, and Nazism, and totalitarianism.And they will follow that path all the way, to where it ends: in history\'s unmarked grave of discarded lies.(Applause.)

Americans are asking: How will we fight and win this war? We will direct every resource at our command -- every means of diplomacy, every tool of intelligence, every instrument of law enforcement, every financial influence, and every neceary weapon of war -- to the disruption and to the defeat of the global terror network.

This war will not be like the war against Iraq a decade ago, with a decisive liberation of territory and a swift conclusion.It will not look like the air war above Kosovo two years ago, where no ground troops were used and not a single American was lost in combat.

Our response involves far more than instant retaliation and isolated strikes.Americans should not expect one battle, but a lengthy campaign, unlike any other we have ever seen.It may include dramatic strikes, visible on TV, and covert operations, secret even in succe.We will starve terrorists of funding, turn them one against another, drive them from place to place, until there is no refuge or no rest.And we will pursue nations that provide aid or safe haven to terrorism.Every nation, in every region, now has a decision to make.Either you are with us, or you are with the terrorists.(Applause.) From this day forward, any nation that continues to harbor or support terrorism will be regarded by the United States as a hostile regime.

Our nation has been put on notice: We are not immune from attack.We will take defensive measures against terrorism to protect Americans.Today, dozens of federal departments and agencies, as well as state and local governments, have responsibilities affecting homeland security.These efforts must be coordinated at the highest level.So tonight I announce the creation of a Cabinet-level position reporting directly to me -- the Office of Homeland Security.

And tonight I also announce a distinguished American to lead this effort, to strengthen American security: a military veteran, an effective governor, a true patriot, a trusted friend -- Pennsylvania\'s Tom Ridge.(Applause.) He will lead, oversee and coordinate a comprehensive national strategy to safeguard our country against terrorism, and respond to any attacks that may come.

These measures are eential.But the only way to defeat terrorism as a threat to our way of life is to stop it, eliminate it, and destroy it where it grows.(Applause.)

Many will be involved in this effort, from FBI agents to intelligence operatives to the reservists we have called to active duty.All deserve our thanks, and all have our prayers.And tonight, a few miles from the damaged Pentagon, I have a meage for our military: Be ready.I\'ve called the Armed Forces to alert, and there is a reason.The hour is coming when America will act, and you will make us proud.(Applause.)

This is not, however, just America\'s fight.And what is at stake is not just America\'s freedom.This is the world\'s fight.This is civilization\'s fight.This is the fight of all who believe in progre and pluralism, tolerance and freedom.

We ask every nation to join us.We will ask, and we will need, the help of police forces, intelligence services, and banking systems around the world.The United States is grateful that many nations and many international organizations have already responded -- with sympathy and with support.Nations from Latin America, to Asia, to Africa, to Europe, to the Islamic world.Perhaps the NATO Charter reflects best the attitude of the world: An attack on one is an attack on all.

The civilized world is rallying to America\'s side.They understand that if this terror goes unpunished, their own cities, their own citizens may be next.Terror, unanswered, can not only bring down buildings, it can threaten the stability of legitimate governments.And you know what -- we\'re not going to allow it.(Applause.)

Americans are asking: What is expected of us? I ask you to live your lives, and hug your children.I know many citizens have fears tonight, and I ask you to be calm and resolute, even in the face of a continuing threat.

I ask you to uphold the values of America, and remember why so many have come here.We are in a fight for our principles, and our first responsibility is to live by them.No one should be singled out for unfair treatment or unkind words because of their ethnic background or religious faith.(Applause.)

I ask you to continue to support the victims of this tragedy with your contributions.Those who want to give can go to a central source of information, libertyunites.org, to find the names of groups providing direct help in New York, Pennsylvania, and Virginia. The thousands of FBI agents who are now at work in this investigation may need your cooperation, and I ask you to give it.

I ask for your patience, with the delays and inconveniences that may accompany tighter security; and for your patience in what will be a long struggle.

I ask your continued participation and confidence in the American economy.Terrorists attacked a symbol of American prosperity.They did not touch its source.America is succeful because of the hard work, and creativity, and enterprise of our people.These were the true strengths of our economy before September 11th, and they are our strengths today.(Applause.)

And, finally, please continue praying for the victims of terror and their families, for those in uniform, and for our great country.Prayer has comforted us in sorrow, and will help strengthen us for the journey ahead.

Tonight I thank my fellow Americans for what you have already done and for what you will do.And ladies and gentlemen of the Congre, I thank you, their representatives, for what you have already done and for what we will do together.

Tonight, we face new and sudden national challenges.We will come together to improve air safety, to dramatically expand the number of air marshals on domestic flights, and take new measures to prevent hijacking.We will come together to promote stability and keep our airlines flying, with direct aistance during this emergency.(Applause.)

We will come together to give law enforcement the additional tools it needs to track down terror here at home.(Applause.) We will come together to strengthen our intelligence capabilities to know the plans of terrorists before they act, and find them before they strike.(Applause.)

We will come together to take active steps that strengthen America\'s economy, and put our people back to work.

Tonight we welcome two leaders who embody the extraordinary spirit of all New Yorkers: Governor George Pataki, and Mayor Rudolph Giuliani.(Applause.) As a symbol of America\'s resolve, my administration will work with Congre, and these two leaders, to show the world that we will rebuild New York City.(Applause.)

After all that has just paed -- all the lives taken, and all the poibilities and hopes that died with them -- it is natural to wonder if America\'s future is one of fear.Some speak of an age of terror.I know there are struggles ahead, and dangers to face.But this country will define our times, not be defined by them.As long as the United States of America is determined and strong, this will not be an age of terror; this will be an age of liberty, here and acro the world.(Applause.)

Great harm has been done to us.We have suffered great lo.And in our grief and anger we have found our miion and our moment.Freedom and fear are at war.The advance of human freedom -- the great achievement of our time, and the great hope of every time -- now depends on us.Our nation -- this generation -- will lift a dark threat of violence from our people and our future.We will rally the world to this cause by our efforts, by our courage.We will not tire, we will not falter, and we will not fail.(Applause.)

It is my hope that in the months and years ahead, life will return almost to normal.We\'ll go back to our lives and routines, and that is good.Even grief recedes with time and grace.But our resolve must not pa.Each of us will remember what happened that day, and to whom it happened.We\'ll remember the moment the news came -- where we were and what we were doing.Some will remember an image of a fire, or a story of rescue.Some will carry memories of a face and a voice gone forever.

And I will carry this: It is the police shield of a man named George Howard, who died at the World Trade Center trying to save others.It was given to me by his mom, Arlene, as a proud memorial to her son.This is my reminder of lives that ended, and a task that does not end.(Applause.)

I will not forget this wound to our country or those who inflicted it.I will not yield; I will not rest; I will not relent in waging this struggle for freedom and security for the American people.

The course of this conflict is not known, yet its outcome is certain.Freedom and fear, justice and cruelty, have always been at war, and we know that God is not neutral between them.(Applause.)

Fellow citizens, we\'ll meet violence with patient justice -- aured of the rightne of our cause, and confident of the victories to come.In all that lies before us, may God grant us wisdom, and may He watch over the United States of America.

This university was founded, interestingly enough, with the support of my country, to further ties between our two nations.I know how important this place is to your Vice President.He not only received his degree here, but more importantly, he met his gracious wife here.(Laughter.) I want to thank the students for giving me the chance to meet with you, the chance to talk a little bit about my country and answer some of your questions.The standards and reputation of this university are known around the world, and I know what an achievement it is to be here.So, congratulations.(Applause.) I don\'t know if you know this or not, but my wife and I have two daughters who are in college, just like you.One goes to the University of Texas.One goes to Yale.They\'re twins.And we are proud of our daughters, just like I\'m sure your parents are proud of you. My visit to China comes on an important anniversary, as the Vice President mentioned.Thirty years ago this week, an American President arrived in China on a trip designed to end decades of estrangement and confront centuries of suspicion.President Richard Nixon showed the world that two vastly different governments could meet on the grounds of common interest, in the spirit of mutual respect.As they left the airport that day, Premier Zhou Enlai said this to President Nixon: \"Your handshake came over the vastest ocean in the world -- 25 years of no communication.\" During the 30 years since, America and China have exchanged many handshakes of friendship and commerce.And as we have had more contact with each other, the citizens of both countries have gradually learned more about each other.; And that\'s important.Once America knew China only by its history as a great and enduring civilization.Today, we see a China that is still defined by noble traditions of family, scholarship, and honor.And we see a China that is becoming one of the most dynamic and creative societies in the world -- as demonstrated by the knowledge and potential right here in this room.China is on a rising path, and America welcomes the emergence of a strong and peaceful and prosperous China.(Applause.) As America learns more about China, I am concerned that the Chinese people do not always see a clear picture of my country.This happens for many reasons, and some of them of our own making.Our movies and television shows often do not portray the values of the real America I know.Our succeful businees show a strength of American commerce, but our spirit, community spirit, and contributions to each other are not always visible as monetary succe. Some of the erroneous pictures of America are painted by others.My friend, the Ambaador to China, tells me some Chinese textbooks talk of Americans of \"bullying the weak and repreing the poor.\" Another Chinese textbook, published just last year, teaches that special agents of the FBI are used to \"repre the working people.\" Now, neither of these is true -- and while the words may be leftovers from a previous era, they are misleading and they\'re harmful. In fact, Americans feel a special responsibility for the weak and the poor.Our government spends billions of dollars to provide health care and food and housing for those who cannot help themselves -- and even more important, many of our citizens contribute their own money and time to help those in need.American compaion also stretches way beyond our borders.We\'re the number one provider of humanitarian aid to people in need throughout the world.And as for the men and women of the FBI and law enforcement, they\'re working people; they, themselves, are working people who devote their lives to fighting crime and corruption. My country certainly has its share of problems, no question about that.And we have our faults.Like most nations we\'re on a long journey toward achieving our own ideals of equality and justice.Yet there\'s a reason our nation shines as a beacon of hope and opportunity, a reason many throughout the world dream of coming to America.It\'s because we\'re a free nation, where men and women have the opportunity to achieve their dreams.No matter your background or your circumstance of birth, in America you can get a good education, you can start your own busine, you can raise a family, you can worship freely, and help elect the leaders of your community and your country.You can support the policies of our government, or you\'re free to openly disagree with them.Those who fear freedom sometimes argue it could lead to chaos, but it does not, because freedom means more than every man for himself. Liberty gives our citizens many rights, yet expects them to exercise important responsibilities.Our liberty is given direction and purpose by moral character, shaped in strong families, strong communities, and strong religious institutions, and overseen by a strong and fair legal system.

My country\'s greatest symbol to the world is the Statue of Liberty, and it was designed by special care.I don\'t know if you\'ve ever seen the Statue of Liberty, but if you look closely, she\'s holding not one object, but two.In one hand is the familiar torch we call the \"light of liberty.\" And in the other hand is a book of law.

We\'re a nation of laws.Our courts are honest and they are independent.The President -- me -- I can\'t tell the courts how to rule, and neither can any other member of the executive or legislative branch of government.Under our law, everyone stands equal.No one is above the law, and no one is beneath it. All political power in America is limited and it is temporary, and only given by the free vote of the people.We have a Constitution, now two centuries old, which limits and balances the power of the three branches of our government, the judicial branch, the legislative branch, and the executive branch, of which I\'m a part. Many of the values that guide our life in America are first shaped in our families, just as they are in your country.American moms and dads love their children and work hard and sacrifice for them, because we believe life can always be better for the next generation.In our families, we find love and learn responsibility and character. And many Americans voluntarily devote part of their lives to serving other people.An amazing number -- nearly half of all adults in America -- volunteer time every week to make their communities better by mentoring children, or by visiting the sick, or caring for the elderly, or helping with thousands of other needs and causes.This is one of the great strengths of my country.People take responsibility for helping others, without being told, motivated by their good hearts and often by their faith. America is a nation guided by faith.Someone once called us \"a nation with the soul of a church.\" This may interest you -- 95 percent of Americans say they believe in God, and I\'m one of them. When I met President Jiang Zemin in Shanghai a few months ago, I had the honor of sharing with him how faith changed my life and how faith contributes to the life of my country.Faith points to a moral law beyond man\'s law, and calls us to duties higher than material gain.Freedom of religion is not something to be feared, it\'s to be welcomed, because faith gives us a moral core and teaches us to hold ourselves to high standards, to love and to serve others, and to live responsible lives. If you travel acro America -- and I hope you do some day if you haven\'t been there -- you will find people of many different ethic backgrounds and many different faiths.We\'re a varied nation.We\'re home to 2.3 million Americans of Chinese ancestry, who can be found working in the offices of our corporations, or in the Cabinet of the President of the United States, or skating for the America Olympic team.Every immigrant, by taking an oath of allegiance to our country, becomes just as just as American as the President.America shows that a society can be vast and it can be varied, yet still one country, commanding the allegiance and love of its people. And all these qualities of America were widely on display on a single day, September the 11th, the day when terrorists, murderers, attacked my nation.American policemen and firefighters, by the hundreds, ran into burning towers in desperation to save their fellow citizens.Volunteers came from everywhere to help with rescue efforts.Americans donated blood and gave money to help the families of victims.America had prayer services all over our country, and people raised flags to show their pride and unity.And you need to know, none of this was ordered by the government; it happened spontaneously, by the initiative of free people. Life in America shows that liberty, paired with law is not to be feared.In a free society, diversity is not disorder.Debate is not strife.And dient is not revolution.A free society trusts its citizens to seek greatne in themselves and their country. It was my honor to visit China in 1975 -- some of you weren\'t even born then.It shows how old I am.(Laughter.) And a lot has changed in your country since then.China has made amazing progre -- in openne and enterprise and economic freedom.And this progre previews China\'a great potential. China has joined the World Trade Organization, and as you live up to its obligations, they inevitably will bring changes to China\'s legal system.A modern China will have a consistent rule of law to govern commerce and secure the rights of its people.The new China your generation is building will need the profound wisdom of your traditions.The lure of materialism challenges our society -- challenges society in our country, and in many succeful countries.Your ancient ethic of personal and family responsibility will serve you well. Behind China\'s economic succe today are talented, brilliant and energetic people.In the near future, those same men and women will play a full and active role in your government.This university is not simply turning out specialists, it is preparing citizens.And citizens are not spectators in the affairs of their country.They are participa nts in its future. Change is coming.China is already having secret ballot and competitive elections at the local level.Nearly 20 years ago, a great Chinese leader, Deng Xiaoping, said this -- I want you to hear his words.He said that China would eventually expand democratic elections all the way to the national level.I look forward to that day. Tens of millions of Chinese today are relearning Buddhist, Taoist, and local religious traditions, or practicing Christianity, Islam, and other faiths.Regardle of where or how these believers worship, they\'re no threat to public order; in fact, they make good citizens.For centuries, this country has had a tradition of religious tolerance.My prayer is that all persecution will end, so that all in China are free to gather and worship as they wish. All these changes will lead to a stronger, more confident China -- a China that can astonish and enrich the world, a China that your generation will help create.This is one of the most exciting times in the history of your country, a time when even the grandest hopes seem within your reach. My nation offers you our respect and our friendship.Six years from now, athletes from America and around the world will come to your country for the Olympic games.And I\'m confident they will find a China that is becoming a da guo, a leading nation, at peace with its people and at peace with the world.

Statue of Liberty, and it was designed by special care.I don\'t know if you\'ve ever seen the Statue of Liberty, but if you look closely, she\'s holding not one object, but two.In one hand is the familiar torch we call the \"light of liberty.\" And in the other hand is a book of law.We\'re a nation of laws.Our courts are honest and they are independent.The President -- me -- I can\'t tell the courts how to rule, and neither can any other member of the executive or legislative branch of government.Under our law, everyone stands equal.No one is above the law, and no one is beneath it.All political power in America is limited and it is temporary, and only given by the free vote of the people.We have a Constitution, now two centuries old, which limits and balances the power of the three branches of our government, the judicial branch, the legislative branch, and the executive branch, of which I\'m a part.Many of the values that guide our life in America are first shaped in our families, just as they are in your country.American moms and dads love their children and work hard and sacrifice for them, because we believe life can always be better for the next generation.In our families, we find love and learn responsibility and character.And many Americans voluntarily devote part of their lives to serving other people.An amazing number -- nearly half of all adults in America -- volunteer time every week to make their communities better by mentoring children, or by visiting the sick, or caring for the elderly, or helping with thousands of other needs and causes.This is one of the great strengths of my country.People take responsibility for helping others, without being told, motivated by their good hearts and often by their faith.America is a nation guided by faith.Someone once called us \"a nation with the soul of a church.\" This may interest you -- 95 percent of Americans say they believe in God, and I\'m one of them.When I met President Jiang Zemin in Shanghai a few months ago, I had the honor of sharing with him how faith changed my life and how faith contributes to the life of my country.Faith points to a moral law beyond man\'s law, and calls us to duties higher than material gain.Freedom of religion is not something to be feared, it\'s to be welcomed, because faith gives us a moral core and teaches us to hold ourselves to high standards, to love and to serve others, and to live responsible lives.If you travel acro America -- and I hope you do some day if you haven\'t been there -- you will find people of many different ethic backgrounds and many different faiths.We\'re a varied nation.We\'re home to 2.3 million Americans of Chinese ancestry, who can be found working in the offices of our corporations, or in the Cabinet of the President of the United States, or skating for the America Olympic team.Every immigrant, by taking an oath of allegiance to our country, becomes just as just as American as the President.America shows that a society can be vast and it can be varied, yet still one country, commanding the allegiance and love of its people.And all these qualities of America were widely on display on a single day, September the 11th, the day when terrorists, murderers, attacked my nation.American policemen and firefighters, by the hundreds, ran into burning towers in desperation to save their fellow citizens.Volunteers came from everywhere to help with rescue efforts.Americans donated blood and gave money to help the families of victims.America had prayer services all over our country, and people raised flags to show their pride and unity.And you need to know, none of this was ordered by the government; it happened spontaneously, by the initiative of free people.Life in America shows that liberty, paired with law is not to be feared.In a free society, diversity is not disorder.Debate is not strife.And dient is not revolution.A free society trusts its citizens to seek greatne in themselves and their country.It was my honor to visit China in 1975 -- some of you weren\'t even born then.It shows how old I am.(Laughter.) And a lot has changed in your country since then.China has made amazing progre -- in openne and enterprise and economic freedom.And this progre previews China\'a great potential.China has joined the World Trade Organization, and as you live up to its obligations, they inevitably will bring changes to China\'s legal system.A modern China will have a consistent rule of law to govern commerce and secure the rights of its people.The new China your generation is building will need the profound wisdom of your traditions.The lure of materialism challenges our society -- challenges society in our country, and in many succeful countries.Your ancient ethic of personal and family responsibility will serve you well.Behind China\'s economic succe today are talented, brilliant and energetic people.In the near future, those same men and women will play a full and active role in your government.This university is not simply turning out specialists, it is preparing citizens.And citizens are not spectators in the affairs of their country.They are participants in its future.Change is coming.China is already having secret ballot and competitive elections at the local level.Nearly 20 years ago, a great Chinese leader, Deng Xiaoping, said this -- I want you to hear his words.He said that China would eventually expand democratic elections all the way to the national level.I look forward to that day.Tens of millions of Chinese today are relearning Buddhist, Taoist, and local religious traditions, or practicing Christianity, Islam, and other faiths.Regardle of where or how these believers worship, they\'re no threat to public order; in fact, they make good citizens.For centuries, this country has had a tradition of religious tolerance.My prayer is that all persecution will end, so that all in China are free to gather and worship as they wish.All these changes will lead to a stronger, more confident China -- a China that can astonish and enrich the world, a China that your generation will help create.This is one of the most exciting times in the history of your country, a time when even the grandest hopes seem within your reach.My nation offers you our respect and our friendship.Six years from now, athletes from America and around the world will come to your country for the Olympic games.And I\'m confident they will find a China that is becoming a da guo, a leading nation, at peace with its people and at peace with the world.Thank you for letting me come.(Applause.)
