也就是调动项目组成员以及客户、供应商、职能经理、公职人员等等的工作积极性的能力。人是社会上的人，每个人都有自己的个性，而一般情况下项目经理部的成员是从企业内部各个部门调来后组合而成的，因此每个人的素质、能力和思想境界均或多或少存在不同之处。每个人从单位到项目部上班也都带有不同的目的，有的人是为了钱，有的人是为了学点技术和技能，而有的人是为了混日子。也因此每个人的工作积极性均会有所不同，为了钱的人如果没有得到他期望的工资，他就会有厌倦情绪；为了学技术和技能的人如果认为该项目没有他要学或认为岗位不对口学不到技术和技能也会生产厌倦情绪；为了混日子的人，则是做一天和尚撞一天钟——得过且过。因此，项目经理应具有足够的号召力才能激发各种成员的工作积极性。[2]
影响力
主要是对项目组成员产生影响的能力。项目经理除了要拥有的、其他员工视为重要的特殊知识，正确的、合法的发布命令之外，还需要适当引导项目组成员的个人后期工作任务，授权他人自由使用资金，提高员工的职位，增加员工的工资的报酬，对成员施加或导致其受到惩罚。并利用员工对某项具体工作的热爱产生相应的激励措施[2]
交流能力
也就是有效倾听、劝告和理解他人行为的能力，也就是和其他人之间的友好的人际关系。强势领导必将制约企业的发展。项目经理只有具备足够的交流能力才能与下属、上级进行平等的交流，特别是对下级的交流更显重要。因为群众的声音是来自最基层、最原始的声音，特别是群众的反对声音，一个项目经理如果没有对下属职工的意见进行足够的分析、理解，那他的管理必然是强权管理，也必将引起职工的不满，其后果也必将重蹈我国历史上那些 “忠言逆耳”的覆辙。[2]
应变能力 第二十一张：
通过初步了解，深入探讨，我们对项目经理有了一个系统的了解。然后进入私人订制阶段。进行自我定位，进行自我剖析，为成为项目经理奠定基础。

要进行自我定位必须要客观的，全方面的认识自己。 首先明确自身优势。通过几个问句来明确自己优势所在。 (1) 我学习了什么？在学期间，我从学习的专业中获取些什么收益；参加过什么社会实践活动，提高和升华了哪方面知识。不可否认知识在人生历程中的重要作用，特别是在知识经济日益受到重视的今天.所以我学过的知识是我知识上的优势。
(2) 我曾经做过什么？在自己已有的人生经历和体验中，如在学期间担当的学生职务，积极的参加社会实践，还有参加的各种专业实习等，积累下来的宝贵经验是我经验上的优势。
(3) 我最成功的是什么？通过对自己成功事件的分析，为何成功？是偶然还是必然?是否自己能力所为?通过对最成功事例的分析，可以发现自我优越的一面。通过对成功事件的分析，还可以认识到自己性格里的优点。所以这个是我实践上的优势

（1）性格的弱点。人无法避免与生俱来的弱点，必须正视，并尽量减少其对自己的影响。譬如，一个独立性强的人会很难与他人默契合作。而一个优柔寡断的人绝对难以担当组织管理者的重任。卡耐基曾说：“人性的弱点并不可怕，关键要有正确的认识，认真对待，尽量寻找弥补、克服的方法，使自我趋于完善。”因此要注意安下心来，多跟别人好好聊聊，尤其是与自己相熟的如父母、同学、朋友等交谈。看看别人眼中的你是什么样子，与你的预想是否一致，找出其中的偏差，这将有助于自我提高。

一、从大学毕业生到项目经理
1、努勤奋力。刚开始工作，必须表现出勤奋。一个好的员工首先在工作中是勤奋，可以快速准确地完成上级交给你的工作。勤奋的人一定会得到上级的赏识，把一件平凡的小事做到炉火纯青就是绝活，对工作以积极的态度，让勤奋打败懒惰，时刻做最好的自己。

中国社区养老可行性研究—以芜湖为例
一.研究假设
1.传统家庭的养老功能弱化，不能很好的满足老人的养老需求。中国人口老龄化过程发生晚,但发展速度快,这使得我们无法回避人口老龄化带来的种种问题和挑战。我国传统文化一直庭养老为主,但是随着经济的发展和时代的变迁,这一主要的养老方式面临越来越多的挑战。
2.养老机构养老因其存在收费高、服务质量差、服务类型单
一、忽视精神照顾等不足而不能满足老年人特别是高龄老人的需求。
3.在家庭养老弱化和养老机构缺乏的背景下，社区养老将会成为中国老人养老的重要补充。经过几十年的发展，或许成为主要的养老模式。
二.国外养老体系
在发达国家,享受社区养老服务居家养老的老年人占95%左右。社区养老具有地缘上的归属感、参与感,并有心理上的认同,可以及时解决老人生活中遇到的各种实际问题,可以减轻子女的心理压力和劳动负担。另外,社区利用已有资源提供服务,弥补了家庭照顾的不足,更好地适应了人口老展。
居家养老的社区服务, 在国外一般称为老年人社区照顾。英国政府从 20 世纪 50 年代后期开始推行社区照顾的养老模式, 即社区老年照护服务。所谓社区照顾主要有两层含义:一是社区内照顾, 也就是不让被照顾者离开他( 她) 所熟悉的社区, 而是在本社区内对其提供生活服务。二是由社区来照顾, 也就是动员本社区的人力资源, 运用社区支持体系开展对老年人的照顾服务。社区照顾能够使被照顾者像正常人那样在自己熟悉的社区环境里活, 而不再产生被抛弃感。到了 20 世纪 70 年代, 社区照顾在英国各地已相当普及。20 世纪 90 年代初期, 英国颁布了《照顾白皮书》和《国家健康服务与社区照顾法令》, 进一步强调, 社区照顾的目标是在“自己的家或‘像家似的’环境中供养人们”。
三.中国养老状况
从1982年的成年型国家到2000年的老龄化国家,短短18年的时间中国就完成了发达国家几十年甚至上百年才实现的转变。李珍认为中国老年人的基本特点是人口老龄化过程发生晚,但发展速度快,这使得我们无法回避人口老龄化带来的种种问题和挑战。我国传统文化一直庭养老为主,但是随着经济的发展和时代的变迁,这一主要的养老方式面临越来越多的挑战。有研究表明,计划生育政策的成功推行,传统的城市家庭养老受到来自人口条件、居住条件、思想观念、生活方式等多方面的冲击,在城市,老人家庭出现空巢化[3]。从2005年全国1%的人口抽样调查数据来看,2005年我国的城市家庭规模为3.13人,比2000年第5次全国人口普查时减少了0.33人[4]。另有研究指出老年人的主要照顾者是配偶和子女,但配偶本人也是老年人,健康状况往往令人忧虑,子女中通常作为照顾老人日常生活主力的女性已经大规模加入了劳动市场,而现代社会大量出现的子女外地求学、谋职、移民海外等情况更加弱化了家庭养老的功能[5]。养老机构养老因其存在收费高、服务质量差、服务类型单

4.我国社区养老理论发展
在今天的老龄化背景下,发展社区养老服务已成为研究热点。史柏年等人对于社区养老的定义进行了探讨,赵立新等人论证了中国传统养老方式家庭养老正在逐步弱化,牛康通过考察认为养老机构养老在我国行不通,宋言奇等人论证了社区养老的优点以及可行性,这几部分研究共同印证了社区养老研究的必要性;还有许多学者从不同的视角对我国社区养老问题进行了研究,包括老年人需求研究、我国社区养老现状调查研究、社区养老问题及对策等。社区养老发展至今,已有相当多的研究成果,文献数量较多,头绪纷繁。
社区养老的定义。史柏年认为: 史柏年认为它是介于老年人家庭照顾和老年人社会机构照顾之间的一种运用社区资源开展的老年人照顾方式。社区养老模式即政府和非政府组织以及其他机构在老年人所属的社区建立养老中心,采取非营利组织的运作方式,为社区老年人提供家政服务和医疗卫生服务。
社区养老的性质。社区养老的性质是纯福利性,还是福利性与营利性相结合的问题,目前在学术界还存在分歧。支持纯福利性的学者认为社会福利性应该成为社区养老发展的出发点和归宿,从服务的目标、对象到服务的效益、资源都应该体现福利性[10]。这种观点体现了一种绝对的福利。李学斌认为这个问题应该是一个本质属性的问题,社区养老本质是福利性的,但是供给方式是可以产业化的,由政府作为第三方为弱势人群从服务提供者那里购买服务,以此扩大社会福利供给的规模、提高服务质量。郑功成(2002)也认为在老年服务中适当引入市场机制,鼓励民间机构提供老年保障服务,在政府的支持下走产业化发展道路,是一种有效的选择。支持福利性与营利性结合的学者认为,社区养老服务应该是一种与市场经济和人类自我主体意识相适应的带有一定福利性质的经济活动,它与纯义务性和纯福利性的服务不同,应具有互助性和有偿性[11]。有学者
直言,社区养老不是慈善事业,应建立一个集有偿、低偿、盈利与非盈利等多种形式相结合的服务体系,以实现社区养老的产业化[12]。对于社区养老的一些服务可视具体情况收费,以此达到以实业养事业,以服务养服务的目的[13]。对文献进行梳理后发现,后一种观点逐渐占据主导地位。我国社区养老当前应立足发展补缺型的老年社会福利事业,兼顾发展普惠型的老年社会福利事业,社区养老性质的不同定位意味着政府承担责任的差异,也决定着我国社区养老最终走的道路是官办民助还是民办官助,这方面的研究还有待在考虑我国国情后继续深入探讨。 社区养老的好处：居家养老符合世界多数老年人的传统观念 。养老院缺乏“家”的感觉, 不符合中国人“叶落归根”的传统观念, 集中宿舍式的生活使老人失去了适应社会的能力。从经济学角度,居家养老既可充分利用现有的家庭物质资源, 如住房及生活措施等; 又可根据老年人多年的生活习惯安排日常生活, 节省开支的同时有利于保证老年人生活质量。从心理学角度, 居家养老有利于老年人的身心健康。在养老机构中的老人远离自己生活过的社区, 心理上易产生一种被家人和社会冷落的孤独感。在自己长期生活过的社区养老, 熟悉的环境能帮他保持原来的生活习惯, 亲朋好友、熟人也能使老年人精神愉悦而且社区具有社会化功能, 为老人的继续社会化提供了平台, 可以增加老人与家庭以外的其他人或组织进行联系。
