原题:中国社会信任的解体及结果(作者郑永年)
近年来，越来越多社会基层的案件在中国发生，例如贵州的习水案、浙江的丽水案、重庆买处案和最近湖北巴东案。这清楚地呈现出中国社会令人忧虑的两大发展趋势。
首先是基层官员的法律意识和道德水准灰暗面令人吃惊，不得不让人感觉到四处蔓延着一种大面积的制度性的道德腐败。笔者已经论述过，这些现象表明中国基层社会的无政府状态，表明民与权之间、民与钱之间的对立。
政府本来应该提供社会安全这种公共产品的。如果政府官员的行为、权力的运行本身让人感到不安全，还有什么比这种由政府本身导致的无政府状态更可怕的呢？至少，这比丛林法则更无安全。在丛林法则下，个体之间况且可以凭借自己的能力互相竞争。但在政治权力和资本的结合下，作为个体的社会成员的生存空间就荡然无存了。
但更为重要的是，这些现象表明中国社会信任正处于一种解体状态。在中国，社会不信任已经盛行多年，并且表现和深入到社会关系的各个方面，包括人与人之间、家庭成员之间、民与官之间、官员之间、政府上下级之间等等。在传统的话语里，这是一种“礼崩乐坏”的状态。
失去对法律的信任最可怕
在所有社会信任关系中，最恐惧的莫过于社会对法律失去了最起码的信任。法律是任何一个社会运行的框架，但当法律不被社会信任的时候，各种各样的暴力就会泛滥起来。
就是说，法律起作用的前提是信任。在民与官、民与钱之间没有一点社会信任的前提下，法律就起不上任何作用。
法律是任何社会必须具备的一个底线，并且往往是穷者和弱者需要法律的保护。如果不相信法律，那么穷者、弱者怎么来保护自己呢？如果他们相信法律俨然成为了富者和强者的工具，那么他们要做些什么来保护自己呢？暴力就是这样产生的。
浙江杭州的富家子弟飚车撞死浙江大学的学生，肇事人激起了多么大的民愤！但假如是一个出租车超速行驶撞死了人，那么可能就完全是另外一回事了。
在中国的很多社会群体中，莫名其妙的一个“恨”字正在泛滥开来。人们心中有“恨”，但往往不知道向谁去发泄。因此一旦出现任何一个机会，“恨”就很容易也很自然爆发出来。
杨佳案件很典型。在这个案件中，警察其实也是受害者，但为什么民心都是在杨佳身上呢？湖北邓玉娇这个案子里，为什么没有人去同情死者呢？所有这些案例里可见民愤已经积累到很大的一个程度。
人们对事件的关注已经超越了法律本身。很显然，当法律失去保护弱者的作用时，愤怒就会泛滥，而愤怒会进一步削弱法律的价值。这种恶性循环的情况非常让人担忧。长此以往，一个“恨”字就会越来越凸显，就会失去社会的稳定乃至安全。
权力和金钱结合，凌辱、欺压底层的弱者，这些年来，类似的案例数不胜数。社会底层是最大的受害者。社会作为一个集体毫无保护，社会中的个体更没有得到保护。
在这样的情况，社会的自卫不可避免。这种情形持续久了，很容易引起社会的暴力反抗。再者，这种暴力往往是自发的尤其是在被迫之下的自发，所以也往往是不可预期的和不可控的。
国家须重建社会共同体
无论是社会信任的丧失还是继之而来的社会暴力，都是社会解体的结果。这30多年来，随着高速经济发展，中国社会最醒目的一个现象就是社会的解体。
传统的中国社会，县以下是自治的，由乡村绅士凝聚起一个共同体，有经济、社会和自卫的功能，这种形式持续了几千年，不能说没有效率。1949年以后，这个自然的、自治的共同体就被打破，家族势力等等东西都压制下去（如果不是被完全消灭的话）。
不过，应当指出的是，毛泽东要“破旧立新”。他想用人民公社和生产队（在农村）和单位（在城市）这种行政建制的方式，来重新建设中国的地方共同体。
在这种行政共同体中间，人民和政府之间形成一种学术界所说的“隐性契约”，就是说，“你接受我的统治，我为你提供一些基本的社会福利保障”。这个共同体的前提是失去流动自由。在农村，尽管这种行政共同体没有什么经济效率可言，人们也过着很穷的生活，但这个共同体毕竟也还是个共同体，至少还有赤脚医生，有学校。
改革开放之后，农村的共同体首先开始解体。解体的主要原因是人口流动。工业化和城市化必然造成人口的流动，从这个意义上说，农村的衰败是不可避免的事情。
在全世界范围内，农村的衰败都是现代化的一部分。但根据西方的经验，在这种不可避免的衰败发生的同时，国家应该花大力气来重建社会共同体。城乡二元体制下的共同体崩溃了，就要求重建公民共同体。
在西方，这个共同体主要是通过“公民权”的建设来完成的。工业化和城市化带来了人口流动，国家就出来保证公民权，就是政府提供的各种社会保障和服务。
此外，政府之外也容许和鼓励公民社会如非政府组织的出现，社会通过各种各样的自愿组织来得到重建。就是说，在西方社会的重建是政府和社会各自努力和合作努力的结果。
西方民主是为了遏制资本主义
在西方重建社会的过程中，政府是站在社会这一边的，目标是消除资本主义和市场经济在追逐利润的过程中对社会共同体产生的恶性影响。资本的目标是要摧毁所有的共同体，把所有的东西变成资本，变成资本过程的一部分。
这里，西方的民主和资本主义就有一个很大的矛盾，因为民主体制就是要遏制资本主义。把资本主义和民主等同起来是一个很大的误解。
西方社会从原始资本主义发展到现在的福利资本主义，或者带有福利性质的资本主义，这不是资本主义本身的发展逻辑。资本的唯一本性就是利润，它是不会考虑到社会效应的。
西方的这个转型是政治改革和社会改革的结果。在这个过程中，一些国家的资本和社会形成了妥协，因此转型较为和平。但也有很多国家，这种转型是通过长期的工人阶级运动和其他形式的社会运动而完成的。
在亚洲也是如此。日本的自民党一直是以保护农民的利益著称的，到今天还保持着这个政治局面。日本社会没有解体和政府保护分不开，同时社会的支持也是日本自民党能够长期执政的主要因素。
新加坡政府更为典型。政府一直以来是个“亲商”的政府。中国的“亲商”概念就是从新加坡引入的。为了发展经济，新加坡政府一直非常注重资本和市场的作用。
但新加坡政府并没有忽视社会共同体的建设。在“亲商”和重视资本作用的同时，新加坡政府从一开始就花大力气发展出一整套能够保护社会的机制，包括“居者有其屋”的住房政策、社会保障、就业、教育政策等等。在每次经济危机来临之时，政府首先想到的也是如何保障社会。社会的支持也是人民行动党长期执政的主要原因。
最大危险是权力和资本走在一起
改革开放导致了中国社会共同体的解体。这很难责怪改革开放，因为中国不能停留在改革开放前低水平的发展和社会共同体阶段。问题在于，在原来的社会共同体解体之后，就必须重建。
但中国并没有这样做。当西方新自由主义来到中国之后，对中国影响最大的莫过于社会领域，包括医疗卫生、社会保障和教育。这些领域都是政府应当担负责任的公共服务领域，但可惜的是，在中国这些领域都通过不同的方式让给了市场和各种形式的资本。
在农村，情况最为糟糕。流出农村的农民到了城市之后为工业化和城市化做出了很大的贡献，他们是中国现代化的一部分，但是他们没有得到任何保护。
从法律上说，农民工是中国公民，但他们既不能享受城市居民般的公民权，也没有为他们发展出另外的公民权。更为重要的是，他们也不被容许组织起来。处于个体的他们在权力和资本面前显得毫无希望。
在以往，西方学者常说中国政治是极权主义。但现在中国的危险在于权力和资本走到了一起，并且在很多场合，权力是为资本服务的。这种结合比单纯的资本的力量要大很多，比单纯的政治极权的力量也要大得多，可以把此称为资本极权主义。
在政治极权主义时代实行的是计划经济。如上所说，政府和人民之间有一种隐性契约，只给你很低的工资，但是也要提供给你一套保障和福利制度，尽管这种保障也只是低水平的。但在资本极权主义的情形下，没有任何契约关系。这个社会里，个体都是原子化的，没有组织的，一旦发生冲突，就只能诉诸暴力。
这些年中国社会所发生的所有这样那样的恶性事情，大都和社会解体有关。如果不能正视社会解体，那么社会群体之间的公开对立和冲突将变得不可避免。
中国所面临的选择并不多，要么任其自然，让社会冲突甚至暴力冲突发生，要么通过改革达到各社会阶层的大和解。遏制社会冲突和社会大和解是一个事情的两个方面。
如何应付社会解体之后的社会冲突？这是中国社会面临的最严峻的挑战。在化解冲突过程，强调法制和法治并没有错，但光强调法制或者法治可能已经无济于事了，因为在没有任何社会信任的前提下，法律已经失去了效用。
最重要的是加快建设有助于社会共同体重建的社会制度。在这方面，尽管中国可以走自己的路，但不管怎样的路径，也避免不了全体人民可以共享的公民权的建设。
本世纪开始的社会改革包括社会保障、医疗卫生和教育等，无疑是公民权的主要组成部门。社会改革尽管已经成为中国改革的重要议程，但这些年的进展并不顺利。虽然政府努力不少，但既得利益之间很难达成妥协，更不用说是既得利益和人民之间的妥协了。
从各个方面来看，中国实际上已经进入了一个改革与社会冲突赛跑的阶段。如果政府不能努力促成各社会群体之间的大妥协，那么社会的激进化就会接踵而至。

将全班分成四组，派一名学生到黑板前，教师念一个字母，学生就要从黑板上取下这个字母。最后比比，哪组学生手中的字母卡片最多。
（5）、教师将写有大写字母的卡片发给部分学生，每人一张，说：用同样的方法让P, R, C.拿着这三个字母卡的学生要按顺序站成一排。学生找出CAN UK 和USA （教师在发给学生卡片时，可有意准备两个A, C, 和 U以备用）。
（6）、领读这几个单词，告诉学生它们是中国、加拿大、英国、美国四个国家的国名缩写，国名要用大写。将准备好的四面国旗分别贴在各自的国名缩写下，请学生根据国旗说出每个词代表的国家。
（三）、趣味操练 (Practice)
（1）游戏：配对游戏。

将写有四国国名缩写的字母卡和国旗分别给8个学生，请他们将词与图配对贴在黑板上。
（2）让学生听Let’s say 部分录音，并跟读。
（3）让学生听 Let’s chant 部分的歌谣录音，一句一句的跟读。将China, Canada, United Kingdom, America 四个国家的国名板书于各国国旗下。告诉学生PRC 和 USA 是中国和美国的简称，完整的形式为：the People’s Republic of China （即：中华人民共和国） 以及 the United States of America （即：美利坚合众国）。而平时多使用 China, America 两个单词。
（4）采取大节拍的方法读歌谣。还可根据学生情况，教师读前半句，学生读后半句；男生读前半句，女生读后半句等方法练习。
（四）、课堂评价 (Aement)
做活动手册本单元第部分的练习，方法和步骤同以前。
（五）、扩展性活动(Add-activities)
展示各国国旗，学习其他国家的缩写和读音。如：日本 JPN Japan,
澳大利亚AUS Australia 俄罗斯 RUS Ruia等等。

四、教学过程
（一）、
热身／复习（Warm-up/Revision）
1、说一说，演一演A部分Let’s do的歌谣。
2、look and say
教师用手势做出big, small, long, tall等样子，让孩子猜一猜，说一说。
3、choose and say
教师将毛绒玩具放在一个大盒子里，请孩子当前面选择自己最喜欢的，介绍给同学们，运用上学过的句子：“I have a ….It has long/… nose/….”。
（二）、呈现新课 （Presentation）

1、教师投影一幅动物园的大挂图（自制,包括许多动物），让孩子结合图说一说。
What can you see? 用自己学过的形容词描述一下上面的动物。引导孩子用成对的词描述看到的动物，引出新词。
2、通过描述图中的动物，引出单词tall short，教师指着图中的长颈鹿和鹿，介绍这个单词。通过动作比划tall short两个词，引导孩子理解。
3、引导孩子们和老师、同学比一比身高运用上这两个单词。
4、出示课件，让孩子观看课件（关掉声音），根据故事的内容给课件配音。
5、播放课件, 孩子看课件理解含义。
6、孩子分角色跟读。操练新句型（教师注意short tall这两个单词的读音示范）。
7、小组表演、各小组展示。
（三）、趣味操练 （Practice）

(四)、扩展性活动（Add-activities）
1、Let’s practice
作该部分的交流活动，让孩子从家中带来自己喜欢的动物玩具，运用学过的句子，把他们介绍给同学和老师。
2、参观“动物园”
学生把带来的动物玩具摆在桌子上，把教室布置成一个“动物园”，教师先和个别英语较好的学生用所学的句型示范“参观”，然后鼓励学生两三个人一组参观、评论动物。

活动计划：

备注：筹备工作由机电院系自律部负责，包括联系合作伙伴，宣传，印刷海报
等，具体工作安排如下：
1.外联部：负责联系合作伙伴，出具策划书，发出邀请函。
2.宣传部：负责于活动前两星期印刷好海报、横额及宣传单（包括合作伙伴宣传）等，在校道内张贴及派发。
3.文艺部：负责对演出人员的前期培训，彩排等工作。
4.秘书处：向学校广播站发出播放版头请求，准备晚会奖品、锦旗、及奖牌。

First of all, public transportation such as buses and subways can deliver a great amount of people at the same time.For instance, subways can always transfer hundreds of people to their destinations as soon as poible.Long distance buses will give a handful of help to many people who work in a different city as they live.In addition, local buses are heroes for making our everyday life easier.
Secondly, public transportation can effectively relieve the traffic congestion in rush hour.For example, living in a metropolitan like New York or Toronto, people are highly recommended to take public transportation.Not only the gasoline price today is scaring people away, but they always agree that it can take them forever to get out of a traffic jam in rush hour.

河北衡水饶阳五公镇中学周小妹 由于英语在日常生活中的地位越来越重要，现在的农村学生在小学已经接受三年的英语学习，在这三年中，由于一些不恰当教法，使学生处于被动的学习状态，课堂气氛沉闷，不利于学生积极主动的学习，久而久之很多学生完全失去了学习英语的兴趣。在初中学习压力及老师严格的要求下更加失去了学习英语的兴趣及动力。而在这种环境下培养出来的学生，其语言知识和实际运用英语的能力与要求相差甚远。
而随着新技术的发展和新世纪对人才的要求，现代学生对新知识的认知，对于网络知识的渴望，远远超过了对书本知识的学习与探究。同时，新课标下的教材内容多样，紧跟社会步伐。面对新世纪的学生，新的的教材和新的课标要求，我们教师必须改变传统的教学模式以适应新课程的需要。下面我就英语电影在英语教学中应用的可行性及应用的意义进行介绍。
一、英语影视资料在初中英语教学中应用的可行性
据心理学对人类记忆特点的研究表明：单靠视觉记忆其效率为27 % ,单靠听觉记忆其效率为16 % , 视听并用效率为66 %。这个惊人的结果说明图像及肢体语言在学习中有着重要作用。通过在教学中的不断的实践，我体会到，在现代化的今天，外语教学正向着多媒体、综合化、网络化的方向发展，学生乐意，更愿意去接受网络知识。我认为将英语影视资料应用到教学中会使英语教学更加形象、直观、生动，使学生学得快，记得牢，并且能不断激发学习兴趣。恰到好处的利用电影会对学生学习英语起到不可估量的的促进作用。
二、英语影视资料在英语教学中的促进作用
1、英语影视资料可以充分调动学生学习英语的兴趣，创建良好的学习环境。影视资料有很多种，如电影、视频等。这些东西都是生活的浓缩。将它与英语教学进行有效的结合能集中学生的注意力，调动学生的视觉和听觉器官，将单纯的言语描述转变为直观的语言交流。英语影视资料在初中英语教学特别是锻炼听、说能力教学中的应用，可以实现文字、图画、声音、影像的有机结合，创造一个立体的语言环境，为学生提供了一个活动而真实的场景，使学生身临其境。通过观看影视资料会极大地激发学习的求知欲，在不知不觉中，调动了学生学习的积极性，让学生能够充分利用视觉、听觉的认知，产生对语言学习的兴趣，轻松地进入那种语言活动的现实情景，从而更加激发学生对英语学习的热情。做到快乐学习。

比如，在《阿甘正传》这部电影中，同学们能学会很多常见单词的使用。如“打发时间”这个短语，我们一般都会想到“spend the time ”，但影片中却用“kill”，非常形象的表达出了“在无聊中打发时间”的样子。在“ before we hit New York”中的“hit”也是用的很精彩的词，在这里是 “抵达目的地”的意思，和我们常用的“arrive”相比，更口语化，更地道化，也更生动化。在《狮子王》
中，“I’ll make it up to you, I promise.”其中的“make „ up”也用的非常传神。 而台词 “Stupid is as stupid does.”(傻人做傻事)。这是影片中典型的阿甘用语。通过影片中as的应用，教师可以适时的补充as的用法，以便学生清晰的了解它的所有用法，让我们不止认识单词，还要学会固定用法。
除此之外，同学们通过看电影也积累了很多好的句子，学会很多的人生哲理。\"Life is like a box of chocolates.You never know what you\'re gonna get.”这句话是每一个喜欢《阿甘正传》的人都能背出的一句话，他的中文意思是：人生就像一盒巧克力，你永远也不知道下一个吃到的是什么味道。这是阿甘的妈妈曾经说过的话，其实在这简单的话语中蕴含着每个人都了解但是却很难做到的人生态度。看过《狮子王》的人也会记得这句台词：“I’m only brave when I have to be.Being brave doesn’t mean you go looking for trouble.”他的中文翻译是：我只是在必要的时候才会勇敢，勇敢并不代表你要到处闯祸。由此可以是同学们更了解勇敢以及坚持。
通过电影中出现的词汇、句子等，都可以丰富学生的英语知识，提高学习的效率。
当然，在进行电影教学时，应该注意一些问题：
一、英语影视作品的选择：
1）在选择影视作品时，应尽量选择与课本相关的题材。
2）在挑选影视作品时不一定要选择完整的电影，也可以选择电影片段或是一些精彩的歌曲MV等。如为提高初一学生的学习兴趣，可以播放一些较为简单的歌曲《Big Big World》等。
3）针对于初中生心理及生理的发展，应尽量选择一些具有教育性的影视资料。如《狮子王》、《功夫熊猫》、《阿甘正传》等。
二、在课堂中应用时应注意的问题：
1）为避免学生在看电影时一味追求故事情节而不思考的被动状态，在播放影片前,教师应将电影的相关内容介绍给学生。并就电影内容提出相关问题让同学们带着问题去看电影，这样有目的地看电影比看完后问问题效果要好的多。
2）在看完电影以后，老师可以截选其中精彩的一小段，让学生进行模仿表演。这样可以大大的提高学生的积极性，并且可以活跃课堂的气氛。
3）看完以后也可以让学生写一写观后感，并且要求尽量使用影片中的句子。这样也可以练习写作，及电影中出现的词汇。提高自己的英语学习能力和兴趣。
将英语原文电影应用到初中英语教学中是一项长期而艰巨的工作，使学生保持对英语的学习兴趣，形成英语学习的思维，提高英语学习需要长期的同地道、纯正的英语接触。电影中的语言不论在语速、语音语调、语汇句型，还是文化思维上，都是最真实的。长期看电影，就好像长期生活在西方一样，听说理解能力自然会不知不觉地提高。学习英语的兴趣也会相应的提高，作为教师应在这方面注意其应用及积累以便形成系统化的理论。在以后的工作中促进初中英语的教学。
