When a 7.0-magnitude earthquake hit Lushan county in southwestern China‟s Sichuan province on April 20, killing almost 200 people, the Red Cro Society of China (RCSC) did exactly what you would expect of China‟s largest charity — it took to traditional and social media to solicit donations for those affected by the disaster.What was le expected was the unsympathetic reaction to the appeal.
In the 24 hours after the earthquake, normally prime time for fundraising, the RCSC raised a paltry $23,000, small change compared with the $3 million raised by the One Foundation, a
charity founded by movie star Jet Li.The problem was not that the Chinese public did not want to give money — the problem was that they did not want to give money to the RCSC.On the RCSC‟s official account on Weibo, China‟s Twitter-like service, the organization‟s post requesting donations solicited pages and pages of scornful responses.
The disastrous fundraising campaign is the latest embarrament in a long-festering public relations crisis for the RCSC.Founded in 1904 as a privately run organization, the RCSC was recognized by the international Red Cro federation in 1952, but since then has come under ever tighter government control — and with that has come growing distance from the public.Indeed, so close are the government ties that since 1996, RCSC employees have been technically regarded as civil servants.
Vitriol against the RCSC has been festering for years, amid public anger over the organization‟s lack of transparency and rumors that the government officials who run the organization have had their hands in the coffers.So deep is the suspicion of Chinese officialdom in general that Hong Kong‟s legislature last week refused to vote an almost $13 million donation to the Sichuan authorities for relief in Lushan for fear the money would be misused.
The RCSC received more than $700 million after the 2008 Wenchuan earthquake, but questions about how that money was used have lingered.Things came to a head in 2011, when a young woman who claimed to be a busine manager at the RCSC began posting pictures to her Weibo account that documented her lavish lifestyle and luxury purchases.Guo Meimei‟s wardrobe included dozens of Hermes bags and other high-end pieces, which she displayed proudly while sitting behind the wheel of a Maserati or Lamborghini, or perched in first-cla seats on airplanes.Vigilant netizens demanded to know how a midlevel employee at an NGO could poibly afford this type of lifestyle.Though the RCSC pleaded innocence and denied that Guo was even an employee, its reputation was left in tatters.
Leading Chinese writer Bei Cun spoke for many when he wrote on his Weibo account, “I aert: the Red Cro Society of China cannot be changed, its credibility is bankrupt and it cannot change its ways.” He also drew attention to the fact that the RCSC is not operated by the International Federation of Red Cro and Red Crescent Societies, “just like Chinese PEN has nothing to do with PEN International, and the Chinese Catholic Church has nothing to do with the Vatican.” Staff at other charity organizations complain bitterly that the RCSC gives the whole sector a bad name.“I don‟t trust the Red Cro Society of China — for one thing, they are far too inefficient,” Yuan, a volunteer raising funds for victims of the Lushan earthquake, tells TIME.Since the
earthquake, the 38-year-old entrepreneur from Chengdu, in Sichuan province, has been gathering donations and ferrying funds to the disaster zone quickly, a proce he says his small group can handle more efficiently than the bureaucratic RCSC.
“From the time we receive the donations to the time we pa the funds over to the victims, it takes us only five hours,” says Yuan, who declined to give his first name because of the sensitive nature of the iue.“Can the Red Cro do that? Of course they can‟t.”

scrutiny from those he approaches for donations.“Some of them even accused us of being cheats, but most of them, after we explained what we did and who we are, chose to trust us,” he says.
On Sunday the RCSC‟s executive vice president, Zhao Baige, addreed the crisis of confidence in the organization.“If in two to three years we can‟t turn the image of the „black cro‟ into a „Red Cro,‟ I will resign,” she said.In a sign that public sentiment may be improving, the organization also said it now accounted for almost half of all donations to the quake-relief effort.As the RCSC is painfully discovering, trust is one of the most valuable endowments of all.
This article fails to mention that, while donations may have got off to a slow start, RCSC had, as of May 1 collected more than 666 million CNY (108 million USD) in cash and in-kind donations.It is completely inaccurate to say that RCSC has come under ever tighter government control in recent years.While it is true that many but not all of its staff are civil servants, since the

BEIJING - Experts are urging the government to create more effective measures to promote public preparedne in the event of a natural disaster in the aftermath of the Lushan earthquake.
\"Years of research show that self-rescues have a significant role in saving lives when natural disasters occur.Ninety percent of survivors are saved by themselves or fellow victims,\" said Wang Shaoyu, a public security planning and risk management expert at the Harbin Institute of Technology.
A 7.0-magnitude earthquake hit Lushan county in southwest China\'s Sichuan province on April 20, leaving at least 196 people dead and tens of thousands injured.
More than 30,000 rescue and relief workers were dispatched to quake-hit areas, rescuing 475 people.
In Baoxing county\'s Lingguan township, which was cut off from rescuers for 33 hours due to obstructed roads, local residents used shovels and pickaxes to rescue two survivors within three hours.When rescuers did manage to arrive at the township, rescue efforts had already been completed.
Liu Xuancai, a deputy squadron leader from the fire department of the city of Ya\'an, said each of the city\'s six counties and two districs have profeional rescue squads to respond to disasters immediately.
\"Most residents of Taiping township know that they should not return to their damaged homes to collect their belongings, but should stay out in the open,\" Liu said.
\"The government has improved disaster preparedne and enhanced citizens\' ability to rescue themselves since the devastating Wenchuan quake in 2008,\" said Qu Guosheng, vice president of the International Emergency Management Society.
However, researchers say there are many areas for improvement in terms of disaster preparedne.\"Even with years of practice and experience, the public\'s awarene of self-protection varies greatly,\" said Li Chang\'an, a profeor of earth science at the China University of Geosciences After the 2008 quake, which occurred in Sichuan\'s Wenchuan county, risk prevention and disaster reduction training became compulsory in local schools.Emergency evacuation, fire prevention and earthquake rescue exercises are regularly held in schools.

Yingxiu is located in Wenchuan County , Aba Tibetan and Qiang Autonomous Prefecture.It is just 80 kilometres west of the city of Chengdu.The town had a population of about 7000 in 2007.Before 2008, it’s a small, tranquil town and not unknown to the outside world , however, All changes were happened in a moment.At 02:28 pm on May 12, 2008, a 8-magnitude catastrophic earthquake took place .It was the most destructive earthquake in China in the last three decades, and Wenchuan County is the epicenter.Everyone at home and abroad was shocked by the gigantic earthquake.The houses were destroyed and nearly 100,000 people lose their lives.In the horrible earthquake, Yingxiu is one of the worst hit areas, 80% of the town was destroyed including the Xuankou middle school ahead of us.Ladies and gentleman, Now please look forward, there is a maive sculpture of
destroyed a clock in front of the collapsed teaching building .The sculpture was built in 2009 to mark the first anniversary of the earthquake.On the clock plate, the hands forever frozen at that fateful minute, 02:28 Pm .It reminds us the heart-stopping scene happened here at that time.
Speaking of the Xuankou middle school, it was the key high school in the Aba region, and it had 1527 students and 133 teachers in 2007.Every year, there would always be some students in the school who were able to enroll at the top universities in China.To the local people, entering the school meant promising future .However, in the earthquake, the school lost 55 people including 43 students, 8 teachers and 4 faculty members.Besides, Many teachers and students were seriously injured.But, it should be noted that even in the unprecedented disaster, people showed tremendous unity and strong will.They tried every things to survive and help each other, some teachers and students even risked their own lives to help others.They have strong belief ,which is to live bravely.Shortly after the earthquake, the government at all levels were very much concerned about the school, Besides treating the wounded, the school were resumed claes at 3 universities in Chengdu on May 16, just four days after the earthquake.Then though the community’s efforts, the school’s teachers and students moved to Changzhi county, Shanxi Province, to pa their transition period.At the same time, The government built a new school nearby and renamed Qiyi Yingxiu middle school.In July 2009, the new school completed, all teachers and students finally came back to their home.Now, The shattered but still standing buildings of the Xuankou Middle School has been kept to provide a memorial site of May 12 Earthquake.And in order to preserve the features of the relic, the remaining building were reinforced, now they can even withstand an earthquake of 8.0 on the Richter scale.Over five years paed , many people from far and near come here and pay their tribute.Now Ladies and gentlemen, before we entering into the relic, If you are willing to pay your tribute to these brave and strong people, you could lay a yellow or white chrysanthemum at the foot of the sculpture, it’s a symbol of mourning.May those who lost their lives rest in peace and the living become stronger.

18日上午，胡锦涛专程来到什邡市，给当地受灾群众带来了党中央、国务院的深切关怀，对当前抗震救灾工作提出了进一步要求。总书记用洪亮的声音，坚定地对现场救援的部队官兵和消防队员喊道：“任何困难都难不倒英雄的中国人民！”（5月19日《人民日报》）
灾难就是战斗的号角，灾情就是无声的命令。这场突如其来的特大地震灾害，再次考验和锻炼了我们这个民族和人民。我们看到，灾难来临后，总书记、温总理等党和国家领导人亲临一线、靠前指挥，解放军、武警官兵、消防队员和医务工作者迅速冲了上去，灾区的群众和干部积极组织起来，抢救人民的生命财产，千方百计地安排群众生活，向特大的地震灾害展开了坚韧不拔的斗争。
泰山压顶腰不弯，灾难临头无所惧。在抗震救灾斗争中，广大人民群众互相关心，互相帮助，先公后私，先人后己，涌现了许许多多动人心弦、可歌可泣的英雄事迹。老师舍命保护学生，幼儿园阿姨牺牲自己护着孩子，年长的护着年幼的，男人护着女人。各级领导干部亲临现场，指挥战斗，与人民群众同呼吸、共命运。有的县乡村领导，自己刚被救出，就立即投入战斗。我们的人民子弟兵及其救援勇士，哪里危险哪里冲，临危不惧，只要有一线希望，就绝不轻言放弃。我们的医务人员，不怕疲劳，连续作战，坚持救死扶伤……他们用生命拯救生命，用心灵拯救心灵，谱写了一曲气壮山河、惊天动地的英雄壮歌。
全国人民同灾区人民心连心。他们把灾区人民的困难当作自己的困难，把灾区人民的痛苦当作自己的痛苦。一方有难，八方支援；万众一心，共度时艰。全体中华儿女，“有钱出钱，有力出力”，以最快的速度捐钱捐物，汇聚成了一股坚强的抗灾救援洪流。大量机械、药品、食品、帐蓬等救灾物资，从各地源源运往灾区。这一刻，我们的心紧紧连在了一起；这一刻，我们都是灾区人。书写了一部展现中华民族人性光芒、空前大团结的生动画卷。
中华民族从来都没有被困难吓倒，从来都没有向困难低头。这些年来，我们遭遇了1998年的特大洪涝灾害、2003年的“非典”危机、今年初的南方雪灾等多场世所罕见的自然灾害，坚强的中国人民，万众一心、共度时艰，都坚强地挺过来了！实践反复证明，我们的人民，不愧为是英雄的人民；英雄的中国人民，是不可战胜的！

5月12日下午14时20几发生的四川大地震震撼了大半个中国，顿时，全国上下集中一切力量对营救受灾区的人民。当时我们在上课，刚开始还以为是有同学摇桌子，慢慢地越来越摇晃，同学们你看我我看你，结果发现没一个人摇，一下子，有同学叫了一声地震，我当时还感觉莫名其妙，因为从小到大还没见过地震，从没想过它就会发生在自己身边，同学们迅速离开教室，跑到外面的草坪上，直到接到杨凌地震局的安全通知我们才感回教室和寝室。

地震无情 小女孩受伤照片令网友感动———
“你一笑便是整个沧海，美了这个人间”，这条来自雅安市一位交警的微博，一下午转发即过万。小女孩头顶的包扎、衣服后面的斑斑血迹和甜美的微笑，深深地打动了网友。
李渊今年20岁，是雅安市的一名交通民警，现在快要成为一位微博名人了。早晨8点多，他连续发出三条微博描述地震，“雅安刚刚地震了。好强烈，有房子垮了”。
他告诉记者，前两天上班的时候遭遇意外车祸，断了四根骨头，因此住进了雅安中医院。“但我在医院，很想出去帮忙”，他在地震后半个小时发出了这条微博。当时他只看到了一位伤者入院，然而很快，医院就被受伤的市民挤满了。
他告诉记者，为了防止余震等次生灾害，医院的二层病房已经被封闭，没法住人。床位少了，入院的伤者却越来越多。“我觉得我不能在这儿占着床位，”他说。加之伤情渐好，他就离开了医院。在医院门口他遇到了这位“微笑女孩”和他的父亲。
由于不能行走，李渊询问是否顺路，请求搭车。父亲二话没说，就让李渊上车，并直接给李渊送到了办公室。
车上的小女孩头似乎被砸伤了，头顶绑满了绷带，粉色的衣服上，后背还有不少血迹。然而小女孩告诉李渊：“叔叔，我没事，我不哭，我很坚强的。”
李渊说，他的不少同事在发生地震的时候都在执勤，在发生地震后就“继续执勤了”。有一个同事刚刚下班到家，地震一来，又立刻赶回了单位出警执勤。全队大约100多名交警，目前都已经在各处开始工作了，只剩很少几个人，包括不能行走的他留在单位。
“大家就轮流回来休息一会儿，现在不少人都在泡面吃，”李渊说，当时是晚上6点多。“这不，有一个同事刚泡下泡面，还没顾上吃，就又出去了。”有几个家是芦山的同事从地震开始到现在还没回过家，一直忙碌在前线。

昨日（4月21日）上午，不断有来自灾区的救护车赶到华西医院急诊门口，送下一批又一批震区伤员。11时左右，一辆黑色的轿车飞驰而至，来自芦山的唐红军跳下车大喊：“医生，快来救我老婆„„她是为了救我和娃娃受伤的，已经20多个小时了，快救她„„”

冲回瓦片乱坠的家救孩子，却被巨石砸中
像往常一样，4月20日上午8时，住在天全县老场乡的刘春艳起床到卫生间洗漱，丈夫唐洪军正在床上逗4个月大的小女儿玩。唐洪军是个包工头，带着三四个人在这一带安装高压电线。一家人日子过得挺滋润。
2分钟后，刘春艳突然感觉到屋子在抖，于是跑出去看个究竟，到了屋外才发现是地震了。慌乱之中，以为孩子和丈夫还在屋子里，刘春艳想也没想就往瓦片乱坠的屋里跑。刚进到屋里，房子后面山坡上的围墙轰然倒下，两块大石头压在了她身上。
其实，就在刘春艳出门后，唐洪军也感到两层高的老式木楼开始剧烈晃动，立即抱起两个女儿往外面跑。冲到门外后，唐洪军发现没有妻子的踪影，“我才反应过来我老婆跑进楼找我们了”。唐洪军赶紧跑回倒下的屋子里，把被压在石头下的刘春艳挖了出来。
刘春艳受伤不轻，腿上流血不止，“胸口疼得很，呼气吸气都钻心地疼”。 沉着的丈夫
把小车改装成简易救护车，带上妻子女儿赶往成都 就在赶往医院的路上，刘春艳的状况越来越糟糕，腹部开始水肿，而且疼得厉害。上午9时左右，唐洪军赶到了医院，医生初步估计刘春艳是脾受损，但是医院设备有限，只能留院观察。 唐洪军安慰着呻吟的妻子，心里牵挂着两个女儿。把大女儿委托给自己的师傅照顾，他带上小女儿唐欣回到医院照顾妻子。

2、官兵救援车坠崖
四川雅安地震，一辆成都军区派出的救援车辆搭载17名战士，行径荥天路4公里时，由于道路狭窄，突然冲出道牙，跌下山崖。现由部队、政府、警方和村民组织的救援队正展开营救。
记者20日从成都军区抗震救灾指挥部了解到,12时40分许，第13集团军一辆载有17名官兵的救灾车辆,在赶赴灾区途中翻下山崖,坠入河中,致1人牺牲、3人重伤、4人轻伤。目前，伤员已被送入当地医院救治。记者找到一名车上轻伤战士，他说车祸原因是，避让私家车，军车爆胎，然后飞进河里。

地震发生较多又比较强烈的地带，叫地震带。世界主要有两大地震带：
（1）环太平洋地震带，包括南北美洲太平洋沿岸和从阿留申群岛、堪察加半岛、日本列岛南下至我国台湾省，再经菲律宾群岛转向东南，直到新西兰。释放能量占全球地震释能量的76%； （2）喜马拉雅—地中海地震带，从印度尼西亚经缅甸到我国横断山脉、喜马拉雅山区，越过帕米尔高原，经中亚细亚到地中海及其附近地区，释放能量占全球地震释放能量的24%。

3.是不是天气突然变化就一定要地震？

总体而言，我国地震预报水平处在世界先进行列。

世界板块构造图板块构造（plate tectonics）理论产生于20世纪60年代初期（Wilson，1965），该理论对生物地理学影响很大，很多情况下，不同地区上很多植物和动物分布，只有通过我们现在掌握的有关板块构造的理论才能够解释。
我们这个行星表面，是由厚度大约为100-150 km的巨大板块构成，全球岩石圈可分成六大板块，即太平洋板块、印度洋板块、亚欧板块、非洲板块、美洲板块和南极洲板块，其中只有太平洋板块几乎完全在海洋，其余板块均包括大陆和海洋，板块与板块之间的分界线是海岭、海沟、大的褶皱山脉和大断裂带。这些板块就像冰山在海洋中一样飘浮在玄武岩质基底上，进行非常缓慢的移动。大部分陆地或者全部大陆都在板块之上，所以当板块运动的时候，各个大陆之间就表现出了相对运动状况，我们称此为大陆漂移（continent drift）。
大陆板块具有三种可能的运动形式：第一是新板块的形成，在板块交界处或者边缘，由于熔岩涌出和冷却产生新板块，这类边缘板块一般都沉积在海底，但是如果这些板块上面有陆地，那么陆地就会随之而相对运动，这种边缘可能由一块大陆中间的断裂开始。比如东非大峡谷（The great rift valley in East Africa）就是两个板块分离初期阶段的例子，当这两部分大陆彻底分开之后，海水就会淹没断层部分，进而形成一个新大陆。分离的初期，这两块陆地还具有相同的植物和动物区系，原种的灭绝和新种属的进化导致两块陆地的动植物区系发生变化。
第二种板块运动形式是板块相对趋近运动，如果一个或者两个板块边缘都是很薄的海洋岩壳，那么，一个板块就可能滑向另一个，当两个板块运动到一起时，它们之间的摩擦造成戳穿和剧烈运动，因而产生地震带。海洋下沉岩壳向更深层地壳运动，在接近热核（hot core）深层时融化，然后融化的岩浆喷出地表，形成火山喷发现象。如果这两个板块携带着大陆，那么，它们将相互接近。大陆壳比海洋岩壳密度小，所以，如果一个大陆接近一个下沉板块边缘的时候，就不会滑向另一块岩壳的下面，所以，就会防止它下面的板块继续下沉。如果两块板块各具有一片陆地，相互碰撞时都不会塌陷退让，撞击的结果形成长长的山脉。喜马拉雅山是世界上最高的山脉，就是由于4000-4500万年前，印度板块和亚洲板块相撞形成的，现在仍然在缓慢上升。
第三种是板块边缘相互碰撞滑开，加利福尼亚的San Andreas 断层（fault）显示向北滑动的太平洋板块和向南滑动的北美板块。
可见，目前的大陆都是由一块被称为泛大陆（Pangea）的超级古陆分离形成的，大约在2亿年前分成两半，一半是Laurasia，另一半是Gondwanaland。一旦大陆被分割成不同的陆块，互相之间就被浩瀚的大海彼此孤立，同时每块大陆上的动植物也被隔离，各自独立进化的结果导致目前彼此不同的生物地理格局。
因此按照目前的板块学说，约可将板块边界分类如下：
(1) 建设性或分离型的边界(又称扩张边界，divergent boundary)：两个相邻板块向互相分离的方向走，如大西洋著名的中洋脊。
(2) 破坏性或聚合型的边界(convergent boundary)：两板块冲撞在一起时，其中一块板块受到挤压而俯冲进入地函，形成隐没带。如菲律宾海板块隐没到太平洋板块下面，产生全球最深之马尼亚那海沟。
(3) 存留、转换或剪切型的边界(transform boundary)：这个边界与扩张边界都是近乎垂直的面，最典型为美国加州圣安德烈斯断层。
根据勒皮雄(Le Pichon)等人观点，全球岩石圈划分为六大板块：
美洲板块 － 北美洲，西北大西洋、格陵兰岛、南美洲及西南大西洋
南极洲板块 － 南极洲及沿海
亚欧板块 － 东北大西洋，欧洲及除印度外的亚洲
非洲板块 － 非洲，东南大西洋及西印度洋
印度洋板块 － 印度，澳大利亚，新西兰及大部分印度洋
太平洋板块 － 大部分太平洋（及加利福尼亚南岸）
目前一般认为全球有十二个板块，包括：
以陆地为主、涉及少量海洋的板块：欧亚（Eurasian）板块、阿拉伯（Arabian）板块、非洲（Africa）板块、北美（North American）板块、南美（South American）板块、南极洲（Antarctica）板块
以海洋为主的板块：太平洋（Pacific）板块、菲律宾海（Philippine）板块、纳兹卡（Nazca）板块、可可斯（Cocos）板块、印度-澳大利亚（Indian-Australian）板块、加勒比（Caribbean）板块。此外，还有人划分出许多微板块，关于这个问题，目前学术界正处在热烈的讨论之中，尚无定论。
关于板块运动的动力机制，人们有很多解释。但首先这个驱动力必须满足以下几个条件：1，能产生足够大的力；2，必须合乎物理学（流体力学、热力学等）基本原理；3，符合根据地球物理观测得出的地球内部性质；4，驱动力所产生的效应要与现代岩石圈的性状和动态相一致，也就是说能圆满解说观察到的各种地质现象。按照赫斯的海底扩张说来解释，认为大洋中脊是地幔对流上升的地方，地幔物质不断从这里涌出，冷却固结成新的大洋地壳，以后涌出的热流又把先前形成的大洋壳向外推移，自中脊向两旁每年以0.5～5厘米的速度扩展，不断为大洋壳增添新的条带。现在很多人认为这个驱动力就是地幔对流，虽然这中间还有很多问题没有解决。除了地幔对流以外，人们还提出了俯冲板块动力拖拉机制、顺坡下滑机制等。这些说明都有自己的道理，但也都有让人怀疑的地方。它们之间最大的不同是：地幔对流模式中软流圈是主动的，岩石圈是被动的；其他几种模式中软流圈是被动的，岩石圈是主动的

据中国地震局网站消息，截至目前，青海玉树7.1级地震已造成300人死亡8000人受伤。玉树县固定电话通讯中断，当地土木结构房屋倒塌严重。震区一水库出现裂缝，有关工作人员正在采取放水等应急处置措施。
2010年1月12日 海地强震 20万余人死亡
当地时间12日下午(北京时间13日5点53分)，海地发生7级强烈地震。地震中大量建筑严重受损，海地首都太子港变为一片废墟。据估计此次地震将造成20万余人死亡。
2009年4月6日 意大利6.3级地震至少294人丧生

2007年8月15日 秘鲁8.0级地震510人死亡
2007年8月15日，秘鲁当地时间约18时40分(北京时间16日7时40分)，秘鲁发生8.0级强震，波及首都利马东南部约140公里范围，造成510人死亡，超过1500人受伤。
2006年5月27日 印尼爪哇岛6.2级地震5782人死亡
2006年5月27日凌晨5点54分(北京时间6点54分)左右，印尼爪哇岛发生里氏6.2级地震，地震发生在人口稠密地区，地震导致5782人死亡。217000座房屋严重损毁或是完全被毁，34万人在这场地震中流离失所。
2005年3月28日夜，印尼苏门答腊岛附近海域发生8.7级地震，地震至少造成1300人死亡，其中包括约500名遇难的华侨。
2004年12月26日 印度洋地震海啸23万人丧生
12月26日早晨，印尼苏门答腊岛发生20世纪以来第5大、40年来最强烈的里氏8.9级大地震。地震引发了全球50年来最大的海啸。这场海啸波及印度洋沿岸10多个国家和地区，造成20余万人死亡或失踪。
2004年2月24日凌晨2时30分，摩洛哥北部山区荷赛马、菲斯、塔扎发生6.5级地震，地震至少造成564人死亡。

1994年1月17日凌晨4时31分，美国洛杉矶地区发生里氏6.6级地震，发生地震时大多数人还处于沉睡之中，还没有来得及反应，灾难就降临了。在持续30秒的震撼中，大约有11000多间房屋倒塌，震中30公里范围内高速公路、高层建筑或毁坏或倒塌，煤气、自来水管爆裂，电讯中断，火灾四起，直接和间接死亡58人，受伤600多人，财产损失300多亿美元
