【高一励志信10】 苦难是一笔财富
阿里巴巴集团即将创下全球融资纪录，俗话说的好，台上十分钟台下十年功。马云逆袭为“外星人”，当中的苦难有谁知？换句话说，要比富马云比你富，但要说比惨你也未必比的过。在这方面，这个世界是公平的。
一、至少有2次求职因为外貌被拒
马云长的像外星人ET，现在任何人包括马云都可以以调侃他的外貌为乐。但回到20多年前，马云没少为外貌发愁。第一次高考落榜之后，他的梦想是去酒店做服务员，也梦想做警察，统统因为外貌特征被
阿里巴巴团队曾在北京干过一段政府项目，最后马云决定南下杭州再次创业。在北京的14个月，马云从没带团队一起去游玩，最后一天他们决定去长城。晚上，在一个不知名的小饭店，天下着大雪，众人大碗喝酒，大块吃肉，一起抱头痛哭，最后唱起了《真心英雄》，唱完《真心英雄》就唱老歌，一首接一首，这群走南闯北的汉子们都回避着“离别”这个对他们来说太过沉重的词语。
这也意味着此时已经是马云30岁以来第4次连续创业失败。
六、没有人看好最少时银行里只有200元
没有豪华的团队配置，也没有美国成功模式可参考，与北京、上海、也广州等地的同行相比，阿里巴巴一度是互联网行业的丑小鸭。互联网素来以烧钱着称，阿里巴巴创办后也面临资金压力，最为窘迫的时拒绝，说白了就是：丑！
问题是，长成什么样，马云决定不了啊。世界就是这样：至少他永远失去了进入酒店行业这个梦想。
对了，他后来找到一份零工，去踩三轮车给人送杂志去了。
二、翻译社靠卖袜子来补贴
海博翻译社是马云最初的创业，这家杭州第一家翻译社一开始就面临窘境。第一个月收入700元，而房租是2400元。为了让事业撑下去，马云只能把翻译社的一半店面出租给别人。自己开启第二兼职，背着麻袋去义乌批发鲜花、手电筒、内衣、袜子、工艺品来卖——这看起来还算是个老板。但后来他就不得不上门推销商品，对象包括医院、赤脚医生。英语班的学生也帮他到百货大楼门口发传单、拉横幅、做宣传。受尽了路人白眼，完全没有高大上的翻译公司范儿。
往好了说，马云可能通过这个过程很早地了解了小商贩和销售的艰辛，对今后创办电商平台准备了经验。但客观的说，创业的事情真不适合玻璃心的人来干。
对了，马云当时还是杭州电子工学院全校课程最多的老师之一，上面说的都是他的业余工作。
三、怎么证明别人都没见过的互联网——说说说做做做
“中国黄页”的业务是把国内单位的资料放到互联网上去，让老外能找到他。但那时候国内还没有互联网，谁也看不到摸不着，属于“信则有，不信则无”的范畴。创业团队在收到客户资料后翻译成英文，然后快递给美国合作方做成网页——要为看不到的东西心甘情愿付钱，换成哪个老板都不会信啊。因此，马云团队不但要证明客户资料已经上网，还首先得证明世界上有互联网这种东西。
马云不懂技术，能做的事情就是不断地说，他每天出门对人讲互联网的神奇。老板不相信，除了打印网页之外，还请老板打免费越洋电话，问在美国的亲戚朋友，让美国人上网查证。1995年上海终于开通互联网，“中国黄页”团队还提供额外服务——长途电话到上海再接入互联网，花3个半小时才看互联网上的照片，焦躁得如热锅上的蚂蚁的马云欣喜若狂，委屈的泪水稀里哗啦地掉了下来。
而在很多没有互联网的城市，马云则一律被称为“骗子”。这也是“马云是骗子一说”最初的来源。
四、“这个事情你应该先约”
马云现在是阿里巴巴集团的董事局主席，但当年也不过是一个“推销员”。央视纪录片《书生马云》里，瘦小的马云梳着八分头，背着一个黑色单肩包，敲门找人，逢人便讲，“我是来推销中国黄页的。”一脸迷茫又不耐烦的人们将他“请”出门外。有个编导干脆跟记者说，这人不像好人！
1996年，马云在北京到国家某委推销，说“中国黄页是给国家某委在信息高速公路上做宣传，把中国全部放到电脑里去，让世界了解中国”，得到的答复很不耐烦：“这个事情你应该先约，你要是不约呢，我很难给你一个满意的答复。”
马云的样貌和大街上任何一个推销员完全一样，但吃的闭门羹和白眼不但没有改变他对互联网的相信，还成为阿里巴巴事业发展的精神动力，这可能是最大的差异。
即便后来创立阿里巴巴之后，员工去企业上门推销业务，被狗追，被保安赶也都是家常便饭。
五、南归前痛哭连续4次创业失败
候银行里只有200元。有一次马云去见上海的投资商，对方出了一个苛刻的条件。马云不满意但不免犹豫，于是溜出去问管财务的同事，得到的消息是：账上已经没钱了。回去之后马云还是咬着牙放弃了这笔投资。
他不说，没有人知道当时他的内心有多么煎熬。
在时隔15年之后的纽约IPO路演会上，马云才以玩笑的形式一吐当年窘境：“15年前我为融资200万美元，我来纽约，失败而归，15年来我就没放弃，这次来纽约就是想多要点钱回去。”
七、公司差点因“非典”崩溃
尽管阿里巴巴经常说非典让大家真正关注到不需要出门的电子商务。但非典几乎让阿里巴巴崩溃。
因员工去广州参加广交会染上非典，这让整个杭州如临大敌，实施了最大规模的隔离：超过500人被隔离，杭州市长前一天刚来视察过，结果市长及随从人员也因此被隔离。那时阿里员工上街根本不敢说自己在阿里巴巴上班。
这期间员工全部回家，换一些公司可能就此解散。但阿里工作并未停止，员工将工作电话转移到家中，甚至家里的老人都养成习惯，拿起电话第一句话：“你好，阿里巴巴。”
受到影响的还有当时还处于保密期的淘宝网。5月10日，淘宝网成功上线，但因为非典隔离，场面极为寒酸，甚至凄凉——没有鲜花，没有大餐，没有镁光灯，没有欢快的音乐，没有涌动的人群。“在略显沉寂的卧室里，躺在床上的马云面对着天花板，慢慢地举起了酒杯，虔诚而默默地念叨着：保佑淘宝一路顺风。不过，马云绝不是孤独者，因为他知道，那一刻，同样的仪式将在散落于杭州市的十余处居民住宅里同时进行。”
也因此，5月10日被阿里巴巴定为“阿里日”，回顾非典的磨难，感恩员工家属一并参与。马云也总不忘在每年给员工的春节邮件中提醒大家，“大年三十晚上，八点***惯，我们对空敬酒感恩，祝福。”
八、被大象全面封杀
在淘宝网创立之初，国内的c2c市场就已经有霸主eBay(亿贝)。2003年，eBay和易趣（合并为一家）的市场份额达到了90%以上。无论是技术、资金、人才、占有率还是品牌，eBay易趣是全面占优的。并放出豪言说：淘宝只能存活18个月！
淘宝网遭到eBay全面封堵。eBay买下了搜索引擎中关于“淘宝”的关键词广告甚至在淘宝的办公室对面，竖起了ebay易趣的广告牌。淘宝网只能投中小网站，更有意思的是，只要其在一家网站上投放广告没几天，eBay易趣就会用两三倍的价格独家买断该网站所有关于在线交易的广告。走“投”无路的淘宝网只好将广告投放在公交车、电梯和地铁列车上。
现在，淘宝网已经是全球访问量最大的电商网站。
“成功者的胸怀是委屈撑大的”，马云自己这么说。在看到阿里巴巴和马云的成就时，不可不知成就也建立在苦难之上。

1、推动企业转型升级。围绕我区主导产业和产业布局，引导中小企业调整产业、产品结构；希望政府加大对企业研发投入，开发先进适用的技术、工艺和设备，研制适销对路的新产品；支持企业加大信息技术应用，着力推进设计研发信息化、生产装备数字化、生产过程智能化和经营管理网络化，促进信息化与工业化融合。
2、加大政策扶持力度。配套设立区中小企业发展专项资金，对中小企业进行创业资助，对中小企业产品结构调整和科技成果转化、技术改造项目进行贴息，对中小企业社会化服务体系进行资助等。积极组织企业申报中央和省财政扶持中小企业发展的技改、信息化建设、淘汰落后产能等项目和资金，加大跑项争资力度。
3、优化企业发展环境。进一步严格落实“五禁止、十不准”，切实减轻企业负担。简化政府审批流程，真正实现一站式办公，提高行政效率。继续落实领导联系企业制度，建立服务企业直通车和定期现场办公制度，积极帮助企业解决实际困难。
4、完善产业集聚区建设。加快金牛产业集聚区的基础设施和公共服务体系建设，为中小企业提供“企业集中布局、产业集群发展、资源集约利用、功能集合构建”配套设施齐备、成本低廉的发展平台。 潢川

1、工信部门是新组建的经济管理服务部门，业务工作多、业务知识涵盖面宽，工作具体、细微，对业务工作人员要求高。而我市缺乏对全市企业服务人员系统全面的培训，也没有有计划、有步骤的培训计划。
2、企业服务工作缺少有力抓手，助推企业发展缺少有效措施。
3、企业服务办公联席会议的作用有待加强。建议：
1、加强企业服务工作人员的业务培训力度，提高企业服务工作人员政治待遇。
2、增加企业服务经费，研究制定行之有效的企业发展扶助措施。
3、强化企业服务办公联席会议作用，解决具体问题。
三、对策和建议
结合我县实际，借鉴发达地区的成功经验，提出如下对策建议：
商城
（一）放宽市场准入，促进全民创业。对于各类市场主体，按照国家有关法律、政策要求以及城市规划要求，设立统一的规模经济标准、质量技术标准、环境保护标准等。积极创造条件，鼓励和引导民营资本重点参与供水、供气、供热、绿化、环保、交通等基础设施建设，鼓励和推进民营资本投资全县农村文化、卫生、医疗、旅游和非义务教育等，激活投资主体。
（二）解决工业民营经济发展融资难、用工难、用地难问题。一是政府部门和金融部门要加大对工业民营企业的资金支持力度，及时掌握企业发展动态，提高其在市场经济条件下的抗风险能力，建议政府设立中小企业发展扶助基金。积极发展以工业民营经济为主要对象的中小型商业银行和投资公司。鼓励民间资本参与工业民营经济发展的信用担保体系建设，严格按照有关法律和规定设立信用担保机构，建立多种资金来源、多种组织形式参与多个层次的担保体系，以解决现行金融体制改革框架下工业民营经济融资的瓶颈性制约。 同时，要积极鼓励工业民营企业建立互助担保基金，支持个体工商户、农民实行联户联保等。二是加大培训力度，解决工业民营企业招工难问题。人社部门要充分发挥导向作用，加强用工培训，提高人员技能，为工业民营企业提供急需的高素质人才。要充分用好项目载体，以项目培育人才、以项目引进人才、以项目留住人才。要大力开展劳动竞赛和生产比武活动，挖掘树立工业民营经济战线的生产管理典型，增强工业民营经济战线的创业意识、技术意识和人才意识，鼓励广大干部职工在车间、生产线上实践成才、学习成才、科研成才，不断提升全县工业民营经济人才队伍素质和总量。要大力推进企业文化建设，针对企业实际，推行人性化管理，最大程度满足员工精神和物质需求，解决企业留人难问题。同时，要建立健全相关工作机制，注重做好人才储备工作，为企业发展提供后备力量。三是帮助工业民营企业解决用地问题。加快“人地挂钩”试点工作，积极争取建设用地指标。积极开展“增减挂钩”工作，加大农村闲置建设用地复垦整理力度，按照先拆后建的原则，用好城乡建设用地增减挂钩政策，争取周转指标。开展工业项目供地排查清理工作，按合同约定据实核查投资强度、容积率等指标，对土地低效利用的项目限期整改，提升土地利用效率。
（三）提高服务效能，创优工业民营经济发展环境。一是进一步优化舆论环境，利用各种传媒工具和形式，广泛宣传中小企业对富民强县的重要作用，宣传企业家的先进事迹，形成谁发展谁光荣的社会舆论氛围。二是进一步优化政务环境，把是否有利于个体私营经济发展作为衡量工作的尺度，要多服务、多帮忙、多设路标，简化办事程序。突破全县工业企业在创新发展过程中存在的瓶颈问题，为中小企业提供外贸、技术、金融、法律、信息、能源等全方位的政策支持。三是进一步优化法制环境。坚决保护工业民营经济业主利益，对侵犯工业民营经济合法财产的案件，依法及时查处。四是进一步优化市场环境。坚决打击偷税漏税、制假售假、走私贩私等扰乱市场经济秩序的行为，保障绝大多数守法、规范经营的企业健康发展。
（四）规范工业企业管理，提高自身素质。一要健全完善现代企业制度。构建权责明确、运转协调、有效制衡的法人治理结构，真正建立起现代企业制度。二要实施好“金桶工程”，有效提升企业管理水平。支持鼓励企业进行管理创新，广泛应用先进管理方法和手段，加强财务管理、内控机制、风险管控等各类基础管理，培育先进企业文化，全面提升现代管理水平。加快转换企业经营机制，深化内部制度改革，建立有效的激励约束机制。三要高度重视企业家队伍建设。要从全局和战略的高度加强企业家队伍建设，深入谋划企业经营管理人才特别是高层次人才的发展工作，通过高端人才公开选聘等多种方式，引进一批年富力强的高素质企业管理人才。要加强企业家的培育工作，着力提高企业家的战略决策能力、经营管理能力、市场应变能力、开拓创新能力、风险防范能力和驾驭局面能力，打造一支具有较高综合素质的企业家队伍。四要推进中小企业信息化建设，鼓励企业加快应用电子信息技术步伐，提高生产过程的自动化、控制智能化和管理信息化水平。做好电子商务推广工作。引导中小企业树立新型营销观念，积极加入市“品品在线”或自建网络销售平台，开展网络销售、网络采购、网上谈判等电子商务活动，有效促进电子商务的发展进程。
（五）加强对外合作，帮助工业企业开拓市场。继续组织县内优秀工业民营企业参加第十二届中国国际中小企业博览会，鼓励指导各级各部门开展各种形式的展销、展会活动，鼓励支持县内工业民营企业参加各种全国或国际性展览会，促使更多的商城工业民营企业名优产品走向全国、走向世界。
（六）创新管理机制体制，强化协调指导。继续推行领导干部和部门联系企业制度，“一对一”协调解决企业在生产经营过程遇到的困难和问题，严格兑现有关优惠政策。积极引导工业民营企业诚实守信依法经营，引导和加强企业在发展过程中的道德建设和信用建设，自觉遵守国家法律法规，自决依法经营，努力提高经营管理水平，不断增强市场竞争能力，防范市场风险和经营风险。对诚信纳税的企业给于鼓励和表彰，努力推动建立诚信经营的良性循环机制，营造良好的信用氛围。引导、帮助个私企业进行观念创新、组织创新、技术创新，提高工业民营经济参与国内市场竞争的能力。鼓励和支持中小企业成立协会，为工业民营企业提供各种服务，建立向工业民营经济发布政策和经济信息的制度，引导工业民营经济按照地方经济发展方向和市场需求健康有序和谐发展。

（一）症结：一是工信部门服务企业无抓手。由于职能有限，服务有点心有余而力不足，很多工作工信部门协调力度有限；二是工信部门的担保机构，在企业融资担保时受制于银行。
（二）建议：一是要构建担保公司与银行间的和谐机制，凡担保公司担保的企业贷款银行要降低贷款利息；另外，要广泛开展助保金贷款模式。二是要整合农民工培训资金，发挥职业学校的培训作用。三要不折不扣地落实国家对中小微企业税收、用地等各种优惠政策。
潢川经济开发区 建议
1、建设市局加大对企业政策性资金的扶持力度。
2、建议市里积极组织协调，加快土地报批和土地指标争取。
3、建议市里整合教育资源，加大对企业职业工人的培训。

建议：
工信部门作为企业服务部门，无任何实质性服务措施，建议在工信部门成立企业投诉平台，受理企业在运营过程中遇到的问题，直接上报领导，并要求相关单位限期解决。
