Urban and Rural Development Investment Co.Ltd of Honggu District, Lanzhou City was funded and established by both Honggu District People’s Government and Urban and Rural Development Investment Co.Ltd of Lanzhou City.The Investment Co.Ltd of Honggu is held by the Investment Co.Ltd of Lanzhou, but is a subsidiary of the Investment Co.Ltd of Lanzhou with independent legal personality.It is double lead by both Honggu District People’s Government and Urban and Rural Development Investment Co.Ltd of Lanzhou City.
The main responsibilities of the Investment Co.Ltd of Honggu are finance, investment, management and operation.It is mainly engaged in the busine such as land reservation, construction of basic facilities in both urban and rural areas, development of public causes and relative national property operation, agricultural ecological construction, supporting industrial construction, small township construction, new village construction, tourism project construction and finance development as well as aet operation, etc.
The registered funds of the Co.Ltd were 30 million RMB Yuan, of which 14.70 million RMB Yuan estimated property was funded by Honggu District People’s Government in the form of the Water Supply Plant of the district, Heat Supply Management Agency of the district, Water Supply Plant of Huazhuang, accounting for 49% of registered funds; 15.30 million RMB Yuan was funded by the Investment Co.Ltd of Lanzhou in the form of the funds invested into the projects of the construction engineering in Honggu district, accounting for 51% of registered funds.
Urban and Rural Development Investment Co.Ltd of Honggu District, as a platform of finance and loan of Honggu District, fully played the role with the perfected and integrated structure of “loan, use, return”.
Based on the principles of “the one who invests, the one who develops, the one who is benefited”, the Co.Ltd enlarges opening in the areas of urban and rural construction and the strength of investment, actively attracting strategic investors and social capital into the areas of urban and rural construction and public cause, continuously enlarging the increment of aet for the constructions, realizing sustainable development of urban and rural construction.

红古区人民政府与兰州市城市发展投资有限公司共同合作出资成立兰州市红古区城乡发展投资有限公司。红古区城投公司由市城投公司控投，是市城投公司具有独立法人资格的子公司，受红古区人民政府和市城投公司双重领导。
红古区城投公司以融资、投资、管理和经营为主要职责，主要从事土地储备、城乡基础设施建设、公用事业发展及相关国有资产经营、农业生态建设、支柱产业建设、小城镇建设、新农村建设、旅游项目建设与融资开发、资产经营等业务。
公司注册资金为人民币3000万元，红古区政府以区自来水公司、区供热管理所、花庄自来水厂等评估后的国有净资产出资，出资额为1470万元，占注册资金的49％，兰州市城投公司以投入红古区的项目建设货币资金出资，出资额为1530万元，占注册资金的51％。 红古区城投公司作为红古区融资承贷平台，完善“借、用、还”一体的法人治理结构。充分发挥了融资平台的作用。
公司本着谁投资、谁发展、谁受益的原则，加大城乡建设发展领域的对外开放和招商引资力度，积极吸引战略性投资者和各类社会资本进入城乡建设、公用事业领域，不断扩大城乡建设发展资产的增量，努力实现城乡建设可持续发展战略。
