So as to other kinds of activities, workshop, English corner, English drama play, Interesting knowledge competition and the like.I do believe they would make everyone’s every day in this summer camp.Undisputedly, all these activities can not only help us students learn more skills but improve our English very much.In all these activities, we can socialize both with our Chinese students and foreign friends who would perform as teachers and volunteers.Among these activities, I am most interested in the English drama play because I am a Shake Spear fan and I do hope I would have the chance to play with foreign students,which can both improve my spoken skills and my social skills with foreign students.And I am very aware that to do all this well asks for adequate preparations and efforts.I do have the confidence to do all this well.And I would participate actively in other activities because I could get myself improved in all of them.
What’s more, I heard of that there would be Global Food Tasting and other pleasurable outdoor things for us.As in a summer camp, pleasure is really important and that’s why we all love it.So in the global food part I am ready to be a good foodie and if poible I would bring food from my hometown to share with all of friends.And I do believe that other kinds of outdoor activities would bring us a lot of joy.And I just can’t help waiting for it.
As all the activities are held by groups and there would be a winner group, if I would luckily be in this summer camp, I would make every effort to make team a winner.

第13篇：大学英语教学改革的几点建议
关于大学英语教学的体会及建议
保定学院外语系李勤
一、建议更换英语教材，选择难度适中，与学生实际接受水平相适应的实用英语教材。目前我所讲授的是实用英语系列教材，这套教材内容对于我院职教学生来说难度偏大，里面的社会文化、时事背景涉及面过广过深，教学内容与学生的生活相去甚远，学生理解不了。此外，篇章文法的阅读难度过大，相当
四、六级的水平。对于入学基础较低，大学期间没有任何国家级考试要求的职教学生来说，很难掌握教材的内容，达不到学以致用的效果。为了让学生明白教学内容，教师不但要传授基础语法知识，还要讲解文章中涉及到的社会各领域中的相关术语及运作程序，占用了大量课堂时间，很难抽出时间进行能力训练，如听说技能的培养。因此我建议降低教材难度，充分考虑职教学生的英语基础，教材内容与学生水平相适应，统筹兼顾，相得益彰。
二、建议将大班授课调整为小班授课，进一步提高教学质量，符合语言教学原则。
目前我院大学英语教学多采用大班授课方式。大班授课不利于听说训练的进行，教师不得不采用传统的以教师为中心的教学模式，即教师在课堂上讲解词的拼写、词义、短语结构及短语意义、句子结构及语法表现、课文翻译、用课文里出现的词或短语造句等。这些授课内容在精读课上表现得尤其突出，教师始终处于主角的地位，而学生则只是课堂教学的配角，被动地接受知识。
采用小班授课，可以充分发挥学生们参与课堂教学的积极性，可以改变英语教学重读写、轻听说的现状，小班授课教师注重对学生听说能力的训练，使学生能更快更容易的用英语表达自己。由于小班听课学生人数较少，通常在30人左右，至少应在60人以内。这样就使很多训练的内容可以充实到课堂中来，既训练了学生的听说能力，又使课堂气氛轻松活泼。小班授课可以采取比较灵活多样的教学方法，如常用的讲授、提问、角色扮演、游戏等。
三、建议加强多媒体教学，最大程度地实现个性化教学
英语教学必须是知识与能力相结合的教学。语言能力是交际能力的一部分，交际能力是语言能力的最终发展，没有扎实的语言能力，交际能力就成了无本之木。反之，如果我们忽视学生交际能力的培养，以传授知识为主的教学模式就会造成学生朝机械记忆，死记硬背的方向发展，学生学了若干年的英语，仍不能听、不能读、不能说、也就是不能用，那我们的教学就没有任何价值。英语教学要在重视语言共核的基础上，培养学生的语言运用能力，让学生能用英语进行交流。这才是我们教学的目标。为了这个目标，我们就要把听说能力的培养放到教学的突出位置上。社会对听说能力的需求比读写能力更迫切；交际对听说能力的要求比读写能力更高；听说能力的提高比读写能力的提高更困难；根据这几点情况，建议加强多媒体教学，最大程度地实现个性化教学。
第14篇：大学建议
建议一：充分享受假期的生活条件和网络资源，看几场有意义的电影。 建议二：充分利用假期时间补足自己在大学一年生活中觉得自己不足的地方，包括你的演讲，才艺，交际能力，常规技术与常识等等。比如，你在竞选学生会等学生组织的时候就会发现，别人都是才艺满满、一展歌喉，是不是也想拥有他们的多才多艺啊，其实呢，多才多艺都是慢慢培养出来的，利用假期时间，学唱几首歌、模仿一个单口相声、练习三分钟即兴演讲等等，培养自己勇敢、活泼、自信的美好品质。
建议三：充分利用假期学习计算机常用技术，21世纪信息时代，计算机一窍不通是绝对不行的。学学怎么合并音频、剪辑视频，学着做一个flash、学着用photoshop把相片进行特技处理（不要用美图秀秀，那只能降低你的智商！！），学点ppt里面比较复杂的操作和动画效果。
建议四：英语四级！英语四级！！！如果不是过来人，我真的就不会意识到高考这个暑假准备英语四级有多么重要！你们大一第一次考英语四级是12月中旬，现在正好剩下100天。如果你高考英语不是130分以上的话，我建议你还是努力准备一下，将来你就会知道我告诉你这些话的意义。英语四级考试是有听力的，这在高中几乎没有训练过，所以不是所有人都能很顺利的通过第一次的四级考试。如果第一次真的没有通过，下次人家都考六级了你还捧个四级练习册你好意思吗？而且大三以后专业课特别紧张，如果能提前把四六级过去，不知会有多少人羡慕你能不用再让英语分走专业课的时间。我的日志里有专门的四六级复习内容，可以查看复习流程，记住，暑假提前准备，定能让人刮目相看！
建议五：加强运动。运动项目会了多少体现你的能力和涵养，篮球、足球、乒乓球、羽毛球、排球、网球、游泳，总得会1-2样并且能把它当做乐趣，假期如果没有什么特殊情况，要经常去体育馆锻炼才行。 建议六：看看《职来职往》，这是个电视求职节目，看看职场面试的时候是多么的激烈，看看那些没有准备好就去招聘的人被毒蛇评委批评的多么严厉！你便知道，其实将来就业靠的是你的本事！学历真的没有那么重要，高考只不过是一次考试，一次证明你高三时有多少背书能力的考试，对于你的未来没有任何决定作用。
建议七：读1-2本有意义的课外书或者10-50篇文字优美的抒情散文，这会陶冶你的情操，提高你的个人品味和修养。
建议八：尝试一件没有尝试过的事情，超越你自己，可以是做一顿饭、打一次工、做一次家教、学跳一段舞、背诵一篇英文演讲稿、和老外做一次英文交流、给你的英语老师用英文写一封新年贺信、和爸爸谈一次工作方面的体会，各种形式均可，目的就是挑战自己的勇气，体现超越自己的快乐。 建议九：尝试向杂志社投稿一篇文章或者学做一篇小说，如果这个要求以你现在的能力来说太难，那就尝试写一篇日志存放在空间里，可以总结一下大一第一学期的感触、可以发表对一件事情的独到看法，也可以用饱含真情的文字感谢几个生命中最重要的人。锻炼文笔、记录成长。

几点详细补充：
一、看几场电影，增加阅历、陶冶情操，还提高个人品味，享受生活。不非得是励志电影，既然是假期，看些娱乐搞笑类的电影也无妨，总比躺在床上像脑偏瘫一样发呆消磨时间要强。记住，时间无论用来干什么，用了总比没用强。下面推荐几个好电影，如果没看过，一定要看看，绝对值得一看。
1.优先强烈强烈强烈推荐一部电影叫《灵异第六感》，是有关感恩、弥补、怀念、真情、信任和救赎的，也和一些心理现象相关，又不乏科幻和神秘感。电影倒序与插叙结合，对观看者的细心与智力都是挑战。英文版更有感觉。
2.另外强烈推荐电影《三傻大闹宝莱坞》，有史以来最励志的电影！电影真的有点长，起初我两次打开都没有继续看下去怕没那么吸引人，第三次打开终于看完了！真的很吸引人！绝对不白看，优酷里收费观看的情况下评论里都是一片叫好，这在收费电影里是罕见的。电影以法尔汉在飞机上装病导致机长将飞机紧急返航迫降的镜头开始，故事以两个好朋友在寻找多年不见的好兄弟兰彻的过程中展开的回忆：讲述十年前兰彻顶替他人来到印度最好的皇家工程学院的故事。这里的检验学生的唯一标准就只有成绩，成绩不好就意味着没有未来！而兰彻（实际为旺度）却不随波逐流，他用他的善良、开朗、幽默和智慧影响着周围的人。他用所学的物理知识来教训野蛮的学长，他用智慧打破了学院墨守成规的传统观念，终于让顽固不化的院长被说服。最后他用智慧成为了印度科学界的一位天才科学家，他实现了自己的梦想，也做回了真正的自己。“三人帮”中兰彻和栾秋梦想成为工程师，法尔汉却想成为野生动物摄影家。影片中随时穿插着幽默的语言，行为。他们把系主任称为“病毒”，把查图尔称为“沉默者”。这个电影原版不是英语，所以建议看国语的。配音比较成功的是优酷上的收费视频。
3、推荐电影《美丽心灵》，本片描写的是真人真事，故事的原型是数学家小约翰-福布斯-纳什(Jr.John Forbes Nash)。英俊而又十分古怪的纳什早年就作出了惊人的数学发现，开始享有国际声誉。但纳什出众的直觉受到了精神分裂症的困扰，使他向学术上最高层次进军的辉煌历程发生了巨大改变。面对这个曾经击毁了许多人的挑战，纳什在深爱着的妻子艾丽西亚的相助下，毫不畏惧，顽强抗争。经过了几十年的艰难努力，他终于战胜了这个不幸，并于1994年获得诺贝尔奖。这个电影曲折较多，总是意想不到，让你不断发出啊！啊！的声音！！
4、如果缺乏斗志或者对生活失望，看看《极速赛车手》，你会知道，只要不放弃，只要你努力，每个人都能做得十分优秀。此外电影《风雨哈佛路》也不错，只不过后者的角度切换好像不太好，不过那是剧本设计层面的问题了，不妨碍内容的。
5、娱乐方面的电影推荐《开心鬼撞鬼》。还有《火星没事》也很搞笑，绝对能让你紧张了一学期的心情彻底放下来。
6、老电影看看也挺好，推荐《人鬼情未了》和《幸福终点站》。感人又动情，尤其推荐《人鬼情未了》，大部分应该是看过，因为是老片子了，没看过的一定要看看，不要以为是写鬼的，是爱情电影，它会让你相信，这个世界上有坚贞的爱情存在，你会发现，世界上有真爱、有奇迹，男主人公最后去世了，但是他的灵魂在完成心愿后去了一个特别的地方。这也是一部伸张正义的电影，此部电影和电影中的全部配乐和主题曲均被选中当年国际奥斯卡金奖。
7、此外电视剧《一公升的眼泪》也很不错，十分感人，也有电影版的，自己搜搜，有的人已经看好几遍了，非常感人。再推荐一个类似的，看看《心灵捕手》，真的很感动。数学系的更应该看看。同样感人的还有《人工智能》，既科幻有趣，又十分凄美感人。《人工智能》一定要看英文版的，有些感人的情节中文配音就对配不出那种感觉。建议在优酷搜索，土豆都是盗版的，卡的狠！
8、还有一部电影叫《珀西·杰克逊和闪电窃贼》（好像也叫《波西与神火之盗》）非常刺激、非常精彩，男生应该更爱看，上次在听力课播放了一小段我们班同学都下课不走要把那个电影看完。更建议看英文版的，不过英文版确实挺难，它是很地道的英文发音，对练习听力有好处，如果英语不好就看中文版吧，但是《灵异第六感》一定要看英文版的，因为有些情感中文配音是配不出那个效果的。这个电影因为版权纠纷好像优酷看不了了，建议下载“风行”或者“快播”看。
9、推荐一个视频，叫《最后一个离开的机长》，美国航空1549航班曾在900米高空奇异地装上两只大鸟，飞机两个引擎全部起火爆炸，飞行塔台指示要求飞机立即迫降在最近的机场，但可以飞机丧失动力，高度又不足，无法滑翔至最近的机场。机长在几分钟内一边操作方向舵，一边用草纸算出了最好的水面迫降角11.004度，并操作飞机完美的迫降哈德逊河，而手控的飞机着陆角为11.006度，与预期仅仅相差千分之二！水面迫降难度极大，速度太小会坠毁水面，速度太大又无法控制高度，高度小了会提前落水，高度要想提高就要复飞拉起，然后飞机引擎失效怎么可能复飞拉起？机长的卓越技术拯救了这架飞机，救援人员的通力合作，飞机上的乘客无一人伤亡！机长在获救后又返回落水飞机不断地捞啊捞，最后一个离开的机长，给我们太多感动。 视频地址为：

10、推荐提高智力的电影《盗梦空间》（不过未必所有人都能看懂）。对智力是个考验。一次全看懂的，智力应该在150+，当然，《盗梦空间》的结局很有思考空间，关于这个结局的理解，我与网上热评的理解角度就不同，陀螺到底有没有停止转动？你自己看看你的理解是什么，可以交流一下哈。
二、读几本课外书。
1、推荐一本书叫做《记住你是谁》。

怎样过好大学生活，对所有的新生都是一个现实的问题，据我的研究，新生要努力做好以下五个方面的事情：
1．第一件事情，学习方法的转变。大学的学习方法与中学的学习方法不同。大学老师讲课，一课讲几十页，中学讲几页，很多新生适应不了这个变化。解决这个问题，关键要提高学习自觉性，提高自学能力。中学时老师管着学，大学是自己学，要努力转变这个观念，中学老师盯着学生，自习老师也管，大学老师各干各的，老师也不盯着。 缺乏自觉性的学生，自我管理能力差的学生，很难适应这样的变化，所以入大学后，新生一定要树立一个理念：大学学习我做主，不能等待老师，要努力提高学习自觉性。学生的独立性。努力做到上课跟着老师走，下课跟着计划走，这是进入大学后开始就学习好的一个非常重要的问题。我建议同学们开学后，在学习上会遇到这样和那样的问题，不要害怕，这是一个自然的过程，是一个转变的过程，是一个适应的过程。人人都要经历，有人适应的时间快一些，有人适应能力慢一些，只要转变观念，转变学习方法，提高计划性，很快就会适应这个转变的，所以同学们要挺住，只要坚持往前走，心态调整好，为较快的适应大学的学习方法的。
2、第二件事情处理好人际关系。大学的同学与中学同学不同，中学同学大部分同学是同一地区，同一县城，同一城市的学生，大学的学生来自天南海北，各地的生活习惯不同，相处起来有难度。
我曾经遇到一个宿舍四个新生，两个南方的学生，两个北方的学习，秋天以后，北方的学生怕冷，非常关窗户睡觉，南方同学喜欢开窗睡觉，容易造成北方同学和南方同学的矛盾，这些事情都是不可避免的。
如何处理好大学同学人际关系呢？
第一，要体谅，大家来自天南海北，有不同的生活习惯这是很自然的现象，要尊重对方的习惯，体谅对方的要求，能站在对方立场上看这个问题，即使大家有不同的意见，也容易达成共识。第二，要宽以待人。不要斤斤计较。特别是当地的同学要努力帮助外地的同学适应生活。例如北京的学生，要主动的给外地的同学提供上街的交通路线图，第三，要讲礼貌。第四，有矛盾要排在桌面上解决，有意见当面讲，我对张三有意见，就当面与张三交谈，不要对李四讲，李四在散布，张三听见，非常不痛快。
根据我的经验，生活在一个宿舍的同学，常常因卫生问题发生矛盾，据我知道有的宿舍四个新生，谁都不管卫生，进入宿舍后感觉没有插足之地。卫生间谁都不收拾，甚至嗅气熏天，试想大家在这种环境中生活心身能愉快吗，有时相互埋怨，相互指责。我建议搞好宿舍同学的团结，一定要大家相互讨论，互相协商，制订一个切实可行的宿舍值日制度。值日生充分负起责任。第五，结交新朋友，努力与大学同学建立友谊。
3、第三件事：正确对待恋爱问题。刚入大学的同学如何正确对待恋爱问题，是能否顺利适应大学生活的一个最要问题。大一的学生与高三的学生都是青春期的学生，青春期的孩子的特别是男孩喜欢女孩，女孩喜欢男孩，这是天经地义的事，世界上各个国家各个民族。
怎样对待恋爱问题是一件大事情，也是大家关心的问题。有一个大一的同学，他们宿舍共住四个男生，开学后不久，有的同学就有女朋友了，不久第二个男生也有女朋友了，很快第三个男生也有女朋友了，不到三个月时间人家都有女朋友了，他没有女朋友，非常着急，找我咨询，王老师你看怎么办，人家三个都有女朋友了就我没有了。我说你是什么意思，你是不是要我帮你介绍一个。这就是暗示、模仿感染造成的。
据我的研究有的大一男同学，第一个学期就交了三个女朋友，对待恋爱问题很随便，我不赞成，大学谈恋爱是宪法和法律给你的权力，但是怎么使用在于自己掌握，我不提倡中学生过早谈恋爱，也不提倡大一学生过早谈恋爱，因为大一学生主要任务是尽快适应大学的生活，从而保证顺利的完成大学学业，为自己今后的前途建立充分的基础。大一忙着谈恋爱，学生肯定受影响，本来就不适应大学学习，会造成雪上加霜，一考试就挂起来，处境就很尴尬，心理上受到很大打击，我建议大一同学最好不要忙于谈恋爱，全力以赴投入到大学学习中去。
4、第四件事情，学会自我管理。大学生活是独立的生活，不像中学，生活上爸爸妈妈代管，学习上老师管。大学生活无论生活上还是学习上都是自己来管。因此入学后要努力提高自我管理能力，努力做到有序生活。根据我的研究经验，有的大一学生每天定计划，把每天做什么写在本子上，这个计划要留有余地，不能定的太紧，但是要努力完成它，每完成一项就在上面打个√，这样每天的计划都完成了，每天都有成就感，生活有节奏，身体状态好，心理状态好，学习效率提高。有一个学生他在中学就有每天定计划的习惯，大学又坚持四年，硕士生又坚持两年，现在在美国攻读博士，还在坚持按着计划走的生活节奏，效果非常明显。我建议大学的同学不防试一试，肯定会提高你的生活质量和学习效率的。
5、第五件事情，学习具体的调整心态的方法。应该说，大学生活的任务，远远大于中学，真正学好了，也是非常紧张的。在大学的紧张学习生活中，肯定会有这样和那样的心理压力和心理冲突。首先在于正确对待这些问题，同时还要学会运用心态调整方法来调整自己的心态。
高考发榜后，到大学开学前，考生应该做什么？
2009年高招工作正在进行中。从考生接到录取通知书到大学开学前还有一两个月的时间，考生该怎么办，做些什么事情呢，怎样来调整心态呢？ 这两个月对考生做好充分的心理准备，迎接大学生活是非常重要的。有些考生金榜题名后，外出旅行出现事故；也有的考生贪玩， 昼夜不停的上网成了网虫；也有的考生狂吃狂喝，今天来个谢师宴会，明天来个
谢友人，狂吃狂喝，造成胃肠病者时有发生；也有些考生发榜后，生活无秩序，身心状态不好，造成入学后很难进入大学生活的状态，影响大学生活质量。出现这些情况的原因，就在于考生发榜后，没有规划这一段时间的生活造成的。
按我的经验，考生录取后到大学开学前，要努力做好以下6件事情：
1、总结中学生活。每个考生都应该总结中学6年生活。特别是高三一年的成功经验与失败教训。任何一个考生都有成功的方面，也有不足的地方。总结的目的在于向前看，在于大学生活的起步，在正确的轨道上。根据我的经验，可以侧重总结三个方面：
第一、学习方面：学生以学为主，把学习方面总结好了，对于迎接大学生活是非常重要的，考生根据自己情况可以侧重总结自己的学习态度、学习习惯、学习方法、学习策略等方面的情况。特别要总结自学能力与学习自觉性与学习计划性的情况。
第二、总结人际关系情况。
根据我多年的研究，影响中学生心理健康的因素很多，人际关系是其中之一。
第三、心理健康情况：根据我的研究，调节好心态是高考成功的一半。学生心理调节状况是学习成功的软件，起调节作用。积极的心态帮助学生提高学习成绩，消极心态将调低学生的学习成绩。
考生在总结自己的中学的经验的基础上，根据自己的情况，侧重发挥那些长处，采取必要的措施，解决自己的不足，对迎接大学生活极为重要。
2、提高自我管理能力。
发榜后到入学前，考生要做的第二件事情是：提高自我管理能力。中学生，特别是高三学生，为迎接高考，很多自己该做的事没做。据我的调查研究，很多高三学生，起床后自己不叠被子，而是爸爸妈妈帮着叠，不少孩子饭来张口，衣来伸手，自我管理能力很低。所以，录取后到开学前，要侧重锻炼自我管理能力，自我生活能力。要主动的在自己生活上，做到“我的生活我作主”，通过一两个月的锻炼，逐步提高自我管理能力。这样，到了大学才会快速适应。否则，到大学时会遇到重重困难，影响情绪、影响学习。
每年大学开学后，我都进行一些调查研究。在调查中，我发现不少家长，特别是妈妈管理孩子生活，给孩子洗衣服，收拾东西。在大学调查时，有时会赶上学生开会或者上课，我去宿舍里找学生，一敲门迎出来的却是家长，他们非常有礼貌地说，孩子开会去了，我在这里帮孩子洗洗衣服。“大姐，你要帮他（她）洗到什么时候，洗一学期衣服吗？”我开玩笑说。“洗一天算一天，不放心啊，在家里他从没洗过衣服，哪会洗呀！”学生的母亲回答。我说，你还能跟他一辈子？学生进入大学，标志着开始成人生活，应该独立学习，自主生活。可是，实际情况是，很多学生进入大学后，一时间很难适应大学生活，影响学生质量。因此，我建
议：入学到高考前，学生们一定要学会管理自己的生活，为大学独立生活创造条件。家长也应该放手，让孩子提高自我服务能力，提高自我管理能力。
3、适当的进行心身调整高三这一年，是非常紧张的一年，高考后不少学生感觉筋疲力尽是完全可以理解的。为了能以良好的心态，充沛的精力，迎接大学生活，我建议,考生充分利用这两个月的时间，把自己的心身调整好。怎样调整心身呢？第一，要做到生活有序化；这一两个月的空闲，很容易使准大学生的生活无计划，想起什么干什么，造成生活无节奏，容易使生理功能和心理功能失调。我建议考生根据的实际情况，努力做到长规划短安排，每天都要有一个生活作息计划，这样按照计划生活，要注意生理与心理功能规律化，保证良好的生理功能心理功能。第二，一定要防止狂玩，狂吃、狂睡，这三狂都将严重破坏生理节奏和心理节奏，有害于生理调整。第三，适当的进行文体活动，有助于发挥人体生理功能与心理功能的积极性，有助于调整心态。

5、做好入学的经济与物质准备

三、对策和建议
结合我县实际，借鉴发达地区的成功经验，提出如下对策建议：

（一）放宽市场准入，促进全民创业。对于各类市场主体，按照国家有关法律、政策要求以及城市规划要求，设立统一的规模经济标准、质量技术标准、环境保护标准等。积极创造条件，鼓励和引导民营资本重点参与供水、供气、供热、绿化、环保、交通等基础设施建设，鼓励和推进民营资本投资全县农村文化、卫生、医疗、旅游和非义务教育等，激活投资主体。
（二）解决工业民营经济发展融资难、用工难、用地难问题。一是政府部门和金融部门要加大对工业民营企业的资金支持力度，及时掌握企业发展动态，提高其在市场经济条件下的抗风险能力，建议政府设立中小企业发展扶助基金。积极发展以工业民营经济为主要对象的中小型商业银行和投资公司。鼓励民间资本参与工业民营经济发展的信用担保体系建设，严格按照有关法律和规定设立信用担保机构，建立多种资金来源、多种组织形式参与多个层次的担保体系，以解决现行金融体制改革框架下工业民营经济融资的瓶颈性制约。 同时，要积极鼓励工业民营企业建立互助担保基金，支持个体工商户、农民实行联户联保等。二是加大培训力度，解决工业民营企业招工难问题。人社部门要充分发挥导向作用，加强用工培训，提高人员技能，为工业民营企业提供急需的高素质人才。要充分用好项目载体，以项目培育人才、以项目引进人才、以项目留住人才。要大力开展劳动竞赛和生产比武活动，挖掘树立工业民营经济战线的生产管理典型，增强工业民营经济战线的创业意识、技术意识和人才意识，鼓励广大干部职工在车间、生产线上实践成才、学习成才、科研成才，不断提升全县工业民营经济人才队伍素质和总量。要大力推进企业文化建设，针对企业实际，推行人性化管理，最大程度满足员工精神和物质需求，解决企业留人难问题。同时，要建立健全相关工作机制，注重做好人才储备工作，为企业发展提供后备力量。三是帮助工业民营企业解决用地问题。加快“人地挂钩”试点工作，积极争取建设用地指标。积极开展“增减挂钩”工作，加大农村闲置建设用地复垦整理力度，按照先拆后建的原则，用好城乡建设用地增减挂钩政策，争取周转指标。开展工业项目供地排查清理工作，按合同约定据实核查投资强度、容积率等指标，对土地低效利用的项目限期整改，提升土地利用效率。
（三）提高服务效能，创优工业民营经济发展环境。一是进一步优化舆论环境，利用各种传媒工具和形式，广泛宣传中小企业对富民强县的重要作用，宣传企业家的先进事迹，形成谁发展谁光荣的社会舆论氛围。二是进一步优化政务环境，把是否有利于个体私营经济发展作为衡量工作的尺度，要多服务、多帮忙、多设路标，简化办事程序。突破全县工业企业在创新发展过程中存在的瓶颈问题，为中小企业提供外贸、技术、金融、法律、信息、能源等全方位的政策支持。三是进一步优化法制环境。坚决保护工业民营经济业主利益，对侵犯工业民营经济合法财产的案件，依法及时查处。四是进一步优化市场环境。坚决打击偷税漏税、制假售假、走私贩私等扰乱市场经济秩序的行为，保障绝大多数守法、规范经营的企业健康发展。
（四）规范工业企业管理，提高自身素质。一要健全完善现代企业制度。构建权责明确、运转协调、有效制衡的法人治理结构，真正建立起现代企业制度。二要实施好“金桶工程”，有效提升企业管理水平。支持鼓励企业进行管理创新，广泛应用先进管理方法和手段，加强财务管理、内控机制、风险管控等各类基础管理，培育先进企业文化，全面提升现代管理水平。加快转换企业经营机制，深化内部制度改革，建立有效的激励约束机制。三要高度重视企业家队伍建设。要从全局和战略的高度加强企业家队伍建设，深入谋划企业经营管理人才特别是高层次人才的发展工作，通过高端人才公开选聘等多种方式，引进一批年富力强的高素质企业管理人才。要加强企业家的培育工作，着力提高企业家的战略决策能力、经营管理能力、市场应变能力、开拓创新能力、风险防范能力和驾驭局面能力，打造一支具有较高综合素质的企业家队伍。四要推进中小企业信息化建设，鼓励企业加快应用电子信息技术步伐，提高生产过程的自动化、控制智能化和管理信息化水平。做好电子商务推广工作。引导中小企业树立新型营销观念，积极加入市“品品在线”或自建网络销售平台，开展网络销售、网络采购、网上谈判等电子商务活动，有效促进电子商务的发展进程。
（五）加强对外合作，帮助工业企业开拓市场。继续组织县内优秀工业民营企业参加第十二届中国国际中小企业博览会，鼓励指导各级各部门开展各种形式的展销、展会活动，鼓励支持县内工业民营企业参加各种全国或国际性展览会，促使更多的商城工业民营企业名优产品走向全国、走向世界。
（六）创新管理机制体制，强化协调指导。继续推行领导干部和部门联系企业制度，“一对一”协调解决企业在生产经营过程遇到的困难和问题，严格兑现有关优惠政策。积极引导工业民营企业诚实守信依法经营，引导和加强企业在发展过程中的道德建设和信用建设，自觉遵守国家法律法规，自决依法经营，努力提高经营管理水平，不断增强市场竞争能力，防范市场风险和经营风险。对诚信纳税的企业给于鼓励和表彰，努力推动建立诚信经营的良性循环机制，营造良好的信用氛围。引导、帮助个私企业进行观念创新、组织创新、技术创新，提高工业民营经济参与国内市场竞争的能力。鼓励和支持中小企业成立协会，为工业民营企业提供各种服务，建立向工业民营经济发布政策和经济信息的制度，引导工业民营经济按照地方经济发展方向和市场需求健康有序和谐发展。

（一）症结：一是工信部门服务企业无抓手。由于职能有限，服务有点心有余而力不足，很多工作工信部门协调力度有限；二是工信部门的担保机构，在企业融资担保时受制于银行。
（二）建议：一是要构建担保公司与银行间的和谐机制，凡担保公司担保的企业贷款银行要降低贷款利息；另外，要广泛开展助保金贷款模式。二是要整合农民工培训资金，发挥职业学校的培训作用。三要不折不扣地落实国家对中小微企业税收、用地等各种优惠政策。

1、建设市局加大对企业政策性资金的扶持力度。
