二、申请裁决的范围
所谓申请裁决是专指对征地补偿标准有争议的纠纷。其中包括征收土地的三项补偿，可以划分为产值标准、倍数标准、附着物标准。对其中一项有争议的则构成补偿标准争议纠纷。
三、申请裁决程序
第一步：向市、县人民政府递交协调申请：
协调申请要有明确的要求，标准争议的事实依据和证据，科学的计算依据和统计标准。
第二步：向批准征收该土地的政府递交裁决申请：
协调不成或自申请协调之日起60日内不予协调的，向批准征收该土地的政府(国务院或省级政府)申请裁决。
第三步：申请行政复议或提起行政诉讼：

四、申请人的主体资格
申请人应是征地相对人或者利害关系人，即被征土地的所有权人、使用权人。可以是法人也可以是自然人。具体的说包括：村委会、村民小组、土地承包人、土地租赁人。
五、协调和裁决的主管机关
征地补偿标准争议裁决是批准征地的人民政府的职责，涉及政府办公厅、法制机构和国土资源管理部门三个单位，具体协调、裁决的办事机构有的省是国土资源部门也有的省是政府法制机构。
