1、原告方呈现证据

目前，“地球”正在遭受的折磨： （1）森林面积减少

最近几十年以来，热带地区国家森林面积减少的情况也十分严重。在1980-1990 年，世界上有1 .5亿公顷森林消失了。按照目前这种森林面积减少的速度，40年以后，一些东南亚国家就再也见不到一棵树了。 （2）土壤遭到破坏

据参考消息报道，110个国家（共10亿人）可耕地的肥沃程度在降低。在非洲、亚洲和拉丁美洲，由于森林植被的消失、耕地的过分开发和牧场的过度放牧，土壤剥蚀情况十分严重。裸露的土地变得脆弱了，无法长期抵御风雨的剥

蚀。在有些地方，土壤的年流失量可达每公顷100吨。化肥和农药过多使用，与空气污染有关的有毒尘埃降落，泥浆到处喷洒，危险废料到处抛弃，所有这些都在对土地构成一般来是不可逆转的污染。 （3）生物的多样性减少

由于城市化、农业发展、森林减少和环境污染，自然区域变得越来越小了，这就 导致了数以千计物种的灭绝。因为一些物种的绝迹会导致许多可被用于制造新药品的分子归于消失，还会导致许多能有助于农作物战胜恶劣气候的基因归于消失，甚至会引起瘟疫。 （4）世界人口急剧增长

目前世界上已经有50多亿人口，而且还在快速增长。由于人口暴增，使环境承受的压力越来越大，环境污染、环境破坏也愈加严重。 （5）淡水资源受到威胁

据专家估计，从下个世纪初开始，世界上将有四分之一的地方长期缺水。请记住，我们不能造水，我们只能设法保护水。

（6）化学污染

工业带来的数百万种化合物存在于空气、土壤、水、植物、动物和人体中。即使作为地球上最后的大型天然生态系统的冰盖也受到污染。那些有机化合物、那些重 金属、那些有毒产品，都集中存在于整个食物链中，并最终将威胁到动植物的健康，引起癌症，导致土壤肥力减弱。

（7）海洋的过渡开发和沿海地带被污染

由于过渡捕捞，海洋的渔业资源正在以令人可怕的速度减少。因此，许多靠摄取海产品蛋白质为生的穷人面临着饥饿的威胁。集中存在于鱼肉种的重金属和有机磷化合物等物质有可能给食鱼者的健康带来严重的问题。沿海地区受到

了巨大的人口压力。全世界有60%的人口挤在离大海不到100公里的地方。这种人口拥挤状态使常常很脆弱的这些地方失去了平衡。

（8）极地臭氧层空洞

前段时间因为放假回家，所以在回到学校后深有体会的就是城市与农村环境的差异性。我的家是在苏南的一个小农村，由于交通不是十分便利，这些年来都没什么大的发展，祖祖辈辈都过着相对平静的生活。相对而言，环境破坏的程度也比较小，家乡的天虽不是湛蓝的，但绝不会是雾霾密布，家乡的水虽不是清澈见底，但也不至于臭气熏天。下面，我就想以一名党员的身份谈谈我对环保的认识。

环境的破换是伴随着人类诞生就出现的，只不过那时候还属于易控易调节的范围。而随着人类文明进程的发展和加速，环境破坏也随之加剧，直至今天，我们看见得是灰蒙蒙的天、呼吸得是浑浊的空气、吃得是农药大多超标的果蔬以及听闻各种可能是由环境污染造成的罕见疾病„„中国的环保事业是从20世纪70年代开始起步的，但是伴随着它的还有中国的30年改革开放，这是当时背景下不得不去做的改革，也是现如今中国崛起的主要成因之一。在享受着改革开发成果的同时，我们的国家也意识到了环保的重要性，因此，在党的十七大上，胡锦涛总书记提出了科学发展观。它的第一要义还是发展，因为不发展就注定落后，但是发展的同时我们也必须要注重以人为本，努力实现全面协调可持续发展。

可能会有人对此提出这样的质疑，既然政府早已经意识到环境保护的重要性，那么为什么到现在环境还没有得到显著的改善，甚至全年雾霾天数不断增加，各种环境问题依旧层出不穷呢？而且，此类质疑随着早段时间前中央电视台主持人柴静拍摄的纪录片《穹顶之下》而越演越烈。这里我不想就事后有关该片为什么下架而产生的热议以及部分社会人士对柴静的质疑做过多的评论，因为事情隐藏的真相我不清楚，所以对任何一方的言论都不能主观的偏听偏信。我举此例的原因是，我想借片内部分我认为对的观点或言论来阐述我的思想，影片里给我印象最深的一句话就是“你们有义务但是没权利管”，这句话是一位加油站老板说的话。刚开始听，感受最多的是无奈，再仔细思考，更多的就是可悲。说轻了，这是一个人素质低下的可悲，说严重了，这是市场经济下不顾他人死活的可悲。在我看来，环保是人人有责、人人有义务、人人有权力的，因为从长远角度思考，环保是关乎所有人存亡的事情，不可能有谁能够置身事外，当有人威胁你或者你亲人生命的时候，你还能坦然得说：“我没有权利去制止吗？”

这样说可能太消极或者片面，但是我想阐述的就是，环境保护，人人有责。作为政府，各项环保条例的颁布不该是纸上谈兵，各部门职责要明确，切不能有懒政行为，更不能出现以权谋私。而作为民众，我们不能出现问题就质疑和责问政府，而不是认真深刻反思自己，如果我们做到出行更多的是乘公交、生活中节约用水用电、不随地乱丢垃圾等。我想即使贡献再微小也没事，因为人人都如此，这力量定会汇成江河，并且对环保事业做出巨大的贡献，还我们的后代蔚蓝的天空、洁净的空气和纯清的河水。
