海南旅游度假区选址规划管理研究

摘 要
2009年12月，作为我国发展旅游业的重要举措，国务院将打造海南国际旅游岛立为国策。一时间，各类开发企业和游客涌向海南岛，短短几年海南成立了数十家旅游度假开发区，但随着美国房地产泡沫引发的国际金融危机对世界及我国经济影响的进一步加深，房地产和旅游项目的融资受到了国家调控政策的严格限制，使一度热情高涨的旅游度假区开发、旅游房地产开发陷入困境。
通过对海南当前旅游度假区规划建设情况进行调查，笔者发现海南的旅游度假区的设立存在较大的随意性，旅游度假区的审批管理程序模糊不清，省级旅游主管部门争夺旅游度假区的控规编制和审批权力，地方政府为了土地财政借用旅游发展规划自行设立、自行审批旅游度假区，因此旅游度假区的开发存在与城乡总体规划、土地利用总体规划相脱节、相矛盾的情况。市县政府各自为政割裂了全省旅游发展一盘棋的局面，有的地方政府罔顾旅游资源可开发利用的条件，将有限的城镇建设资金无计划地投到旅游度假区的建设当中，严重影响了城镇建设的健康发展。而不少旅游度假区表面是在开发旅游项目，实质上是在变相搞房地产开发，由于旅游度假区与居住区规划功能的不匹配，旅游度假区开发性质的变更给开发项目带来了灾难性的后果，严重影响了海南建设国际旅游岛国家政策的实施效果。
笔者认为此中关键的问题在于海南缺乏对市县旅游度假区的选址审批进行有效的管理，对旅游度假区的总体布局缺乏有效的控制，因此十分有必要对海南旅游度假区的选址审批提出严格的管控要求，规范旅游度假区的设立问题，希望通过此项研究给海南建设国际旅游岛提供一些理论支持，引导旅游度假区健康发展。

Abstract In December 2009 , AS an important measure of the development of tourism , the State Department established creating the international tourist island of Hainan as a national policy.For a time , various development companies and tourists flocked to Hainan , Dozens of tourist resort zone was built in just a few years.However, as the international financial crisis caused by the U.S.real estate bubble deeper influenced the world and our country.The financing of real estate and tourism projects was strictly limited by the macro-economic control policy of our country, Once it made the enthusiastic development of tourist resorts and tourism real estate get into trouble .Through the research of current tourist resort planning and construction in Hainan, I found the establishment of Hainan tourist resort was very random, the approval and management program of the tourist resort was vague.The provincial tourism administration department struggle for power of the tourist resort’s control planning and approval.While the local governments set up and approved tourist resort by themselves under the tourism development planning in order to the land finance.So, there was a situation that the development of the tourist resort was contradictory and disjointed with the urban&rural overall planning and land use overall planning.The city and county governments’s independent action fragmented the province\'s tourism development situation of a che , Even some local governments disregarded tourism resources’s development and utilization conditions , invested the limited town construction funds in tourist resort construction unplanned.which had seriously affected the town’s the healthy development.And many tourist resorts developed tourism projects on the surface, in fact, they were engaged in real estate development in disguise.Because of the functions of tourist resort and residential area planning did not match, the nature change of tourism resort development brought disastrous consequences for development projects.Which seriously affected the implementation of national policy Constructing Hainan International Tourism Island.I believe that the key problem is Hainan lacks effective management for counties’s tourist resort siting approval.So does the effective control for the overall layout of the tourist resort, it is neceary to put forward strict management and control requirements for tourism resort siting approval in Hainan, standardize the establishment of tourist resort .I am in the hope of providing some theoretical support for constructing Hainan International Tourism Island by this study, guiding the healthy development of tourist resorts .
