Topic: Countering drug abuse and illicit trafficking

The Commiion on Narcotic Drugs,

Reaffirming that the world drug problem must be addreed in accordance with the provisions of the Single Convention on Narcotic Drugs of 1961 as amended by the 1972 Protocol,theConventiononPsychotropicSubstancesof1971 andthe UnitedNationsConventionagainstIllicitTrafficinNarcoticDrugsand PsychotropicSubstancesof1988,whichconstitutetheframeworkofthe international drug control system,

Bearing in mind the content of article 14 of the 1988 Convention, regarding measures to eradicate illicit cultivation of narcotic plants and cooperation to increase the effectivene of those efforts,

Recognizing that the world drug problem remains a common and shared responsibility that requires effective and increased international cooperation and demands an integrated, multidisciplinary, mutually reinforcing and balanced approach to supply and demand reduction strategies,

Reaffirming the Political Declaration adopted by the General Aembly at its twentieth special seion and the Action Plan on International Cooperation on the Eradication of Illicit Drug Crops and on Alternative Development, and streing thecommitment contained in the Political Declaration and Plan of Action on InternationalCooperation towards an Integrated and Balanced Strategy to Counter the WorldDrug Problem,adopted by the Commiion on Narcotic Drugs at the high-level segment of its fifty-second seion and by the Aembly in its resolution 64/182of 18 December 2009,

Recalling Commiion on Narcotic Drugs resolutions 52/6of 20 March 2009,53/6 of12 March 2010,54/4 of25 March 2011and 55/4 of 16 March 2012,which resultedin the International Seminar Workshop on Sustainable Alternative Development, held in the provinces of Chiang Mai and Chiang Rai, Thailand, from 6 to 11 November 2011, and the high-level International Conference on Alternative Development, heldin Lima from 14 to 16 November 2012, hosted by the Governments of Thailand andPeru, respectively, in close collaboration with the United Nations Office on Drugs and Crime, at which Member States considered and adopted the International Guiding Principles on Alternative Development,

Recalling also its resolution 67/193 of 20 December 2012, in which it noted the

need for Member States to undertake to increase long-term investment in sustainable

crop control strategies targeting the illicit cultivation of crops, in coordination with

other development measures, in order to contribute to the sustainability of social and

economic development and poverty eradication, and recognized the significant role

played by developing countries with extensive expertise in alternative development,

including preventive alternative development, in promoting best practices and leons

learned from such programmes and invited them to continue sharing those best

practices with States affected by illicit crop cultivation,

Acknowledging that alternative development is an important, lawful, viable and

sustainable alternative to illicit cultivation of drug crops and an effective measure to

counter the world drug problem and other drug-related crime challenges, as well as a

choice in favor of societies free of drug abuse, that it is one of the key components of

policies and programmes for reducing illicit drug production and that it is an integral

part of efforts made by Governments to achieve sustainable development within their

societies,

Reaffirming that development-oriented drug policies and programmes should be

undertaken in accordance with the purposes and principles of the Charter of the

United Nations, international law and, in particular, respect for the sovereignty and

territorial integrity of States, human rights and fundamental freedoms and the

principles of the Universal Declaration of Human Rights,and the principle of common

and shared responsibility, as well as the Millennium Development Goals, and also

taking into account the specific situation of countries and regions and, where

appropriate, security concerns,

1.About alternative developments and cash crops program

and the related international cooperation:

Cultivates alternative cash crops which accord with their own countries’

geographical conditions and financial structure.Ask for technology

aistance from related international organization such as World Trade

Organization and Food and Agriculture Organization on choosing and

cultivating appropriate cash crops,

b.Protects the financial interest of drugs planters who cultivate alternative

crops,government must provide them with different kinds of aistance

such as allowance, loans, capital, security and protection measures to

accelerate the proce of alternative crops’ cultivation.When developing

countries’ governments lack of fund,the financial aistance like loans from

developed countries and World Bank is neceary,

c.Notes that developed countries can invest other industries in developing a.

countries, providing capital and management.At the same time, developing

countries have abundant resources and cheap labor force.The feasibility is

that this action allows the developed have more chance to earn their profits

from the investments while aisting to reduce the proportion of drug plant

industry as a win-win strategy,

d.Invites relevant international organizations including World Trade

Organization,and other private sectors to share experience and proposals on voluntary

marketing tools in the field of alternative development,including preventive

alternative development,such as stamp for products stemming from alternative

development programs to ensure available acce to markets for alternative products,

e.Encourages countries which have already made some achievements in this

field such as Peru and Thailand to jointly host an international workshop and to share

experience, in close collaboration with the United Nations Offices on Drugs and

Crime,

2.How can countries support and improve the collection of

accurate and qualified data in order to properly measure the

ever-evolving illicit drug market?

a.Promotes the inspection through utilizing advanced technology to acquire

data in every poible fields and through sending out trained undercover to extend

the information sources.

b.Supports the affair with financial aistance from banks or government funds to

facilitate boosting of the criminal investigation.

c.Transfers the information between different states with a basis of multilateral

platform evolving countries dedicated to the problem like the United Nations

CND.

3.In order to take concrete actions to reduce illicit drug

demands:

1).Strengthens national forces:

a.submits annual national reports to the UN:

i) Involves formal activities about procedure on drug problems, special actions , and

the conclusion that based on the recorded statistics;

ii) Uses the special institutions fully such as EMCDDA (European Monitoring

Center for Drugs and Drug Addiction )to take charge of task of finishing the report ;

iii) Follows the response from international institutions and adjusting it into

methods suiting to domestic situation;

b.Suggesting countries take control of the domestic situations:

i) Supervises companies that produce narcotic drugs to control the source;

a).Lists and supervises the produce companies that produce narcotic drugs to

promote the procedure and implementation of supervision;

b).Updates and renews NPS and other kind of mixture of ambiguous medicines;

ii) Encourages countries regulating the illicit drugs:

a).Limits supreme price of drugs via markets;

b).Perfects international and national laws towards drug abuse and illicit

trafficking

c).Shares data-base system, which is mentioned in illicit trafficking

d).Sets up legal areas to use legal drugs

i.provides addicts with cheaper drugs from legal ways and are managed to the

international laws in purity quotient,

ii.Limits the using dosage per people will get from the legal area,

iii.prepares doctors in case of emergency,

iv.employs certain profeional officials in order to guide them to use drugs in

le harmful ways

c.Calls for investment from developed countries to developing countries

i) establishes and sets industries in order to beneficial manually

ii) consumes new techniques to improve efficiency of cultivation

Iii) utilizes feasible investment to train farmers about technical skills to improve

per income

d.Criminalizes illicit drug trafficking and punish smugglers strictly;

i).Establishes and perfects the international laws and policies towards the offence

of smugglers;

ii).Enhances the penalty towards smugglers from 5--10 years imprison into

life-long imprison or even death penalty.

iii).Confederates with neighboring countries to supervise the the landline illicit

drug trafficking;

2).Promotes social awarene towards the harm of drug using:

a.values the UN international day against drug abuse and illicit tracking, which

could involve all kinds of publicize such as media diemination

b.strengthens propaganda in the aspects of the bad consequence of drug abuse and

how to prevent using, as well as the way to rehabilitate from it,

c.holds and advertises the idea that it’s not cool to use drugs and addicts can still get

back to normal life if they want

3).Redefines the illicit range of drugs

a.Cooperates with World Health Center to help examine the range

b.Bases on reality and situations about health and social problems caused by drug

abuse

c.Re-exams and renews the range per five years to follow the tendency of the

appearances of NPS

4.Rehabilitation:

1).transfers rehabs under control of jails into basic-level communities

a.encouraging communities and districts take charge of voluntary programme

towards rehabilitation

b.Calls for graduated students from medical-caring college and university join in

volunteer groups as well as hiring whole-day doctors and nurses to work in

basic-level community to prevent violent rehabilitation, such as electrical shock

aorted by inner intervention

c.Provides recovered addicts with working opportunities and admiion or respect

of society to ensure following care

2).Provides psychological intervention and psychoactive intervention

a.Utilizes inkling to emphasize the harm of non-rehabilitation and admiion from

society after rehabilitation

ii).Ensures following steps after recovery, such as providing working opportunities,

4).Creates and develops a proper circumstance:

a.advertises the idea that the addicts are not terrorists, which could help increase the

social admiion and let the recovered-users get into society rapidly and easily,

b.Eliminates and minimizes the discrimination towards drug users,

5.Reintegration:

1).Keeps contact with recoverers:

a.Suggests to enforce by the local governments’ workers and basic-level

communities,

b.Continues psychological consultation to collect long-term data,

2).Ceases and illegalizes the re-consuming of illicit drugs:

a.Calls for polices to cooperate with us in terms of illicit re-consuming,

6.Illicit Trafficking:

1).Defines the crime of drug trafficking with all countries’ approval to standardize

conviction strictly and the corresponding punishment; 2.)Limits the production, supply and transportation of narcotic drugs and psychotropic substances:

(a).Appoints a certain number of manufacturers and operators;

(b).Those who are without the national examination and approval should be first investigated, or they will not be permitted to operate;

3.Strengthens the supervision of drugs:

(a).Enhances the ability to capture drug smugglers through utilizing high technology and intelligence;

(b).Govern entertainment venues and service industry to reduce crime of taking and trafficking drugs in high-risk places;

(c).Penalize those who send meages secretly and cover up severely;

4.Strengthens international law enforcement cooperation, combating transnational crime jointly:

(a).Keep a close eye on those influential drug producing countries and transfer stations so that we can reinforce cutting off crimes on border regions;

(b).On the premise of respecting for state sovereignty and guaranteeing territorial integrity, some countries sign an agreement on cooperation in anti drugs and extradition agreement;

(c).Strengthen the fight against corruption related to drugs.

5.Enhances ordinary people’s comprehension about drug trafficking, improving their self consciousne of resisting illicit trafficking.
