Opening Statement

mr.chairman, senator thurmond, members of the committee, my name is anita f.hill, and i am a profeor of law at the university of oklahoma.i was born on a farm in okmulgee county, oklahoma, in 1956.i am the youngest of 13 children.i had my early education in okmulgee county.my father, albert hill, is a farmer in that area.my mother\'s name is irma hill.she is also a farmer and a housewife.

my childhood was one of a lot of hard work and not much money, but it was one of solid family affection, as represented by my parents.i was reared in a religious atmosphere in the baptist faith, and i have been a member of the antioch baptist church in tulsa, oklahoma, since 1983.it is a very warm part of my life at the present time.

for my undergraduate work, i went to oklahoma state university and graduated from there in 1977.i am attaching to this statement a copy of my resume for further details of my education.

i graduated from the university with academic honors and proceeded to the yale law school, where i received my jd degree in 1980.upon graduation from law school, i became a practicing lawyer with the washington, dc, firm of ward, hardraker, and ro.

in 1981, i was introduced to now judge thomas by a mutual friend.judge thomas told me that he was anticipating a political appointment, and he asked if i would be interested in working with him.he was, in fact, appointed as aistant secretary of education for civil rights.after he had taken that post, he asked if i would become his aistant, and i accepted that position.

in my early period there, i had two major projects.the first was an article i wrote for judge thomas\' signature on the education of minority students.the second was the organization of a seminar on high-risk students which was abandoned because judge thomas transferred to the eeoc where he became the chairman of that office.

during this period at the department of education, my working relationship with judge thomas was positive.i had a good deal of responsibility and independence.i thought he respected my work and that he trusted my judgment.after approximately three months of working there, he asked me to go out socially with him.

what happened next and telling the world about it are the two most difficult things -- experiences of my life.it is only after a great deal of agonizing consideration and sleeple number -- a great number of sleeple nights that i am able to talk of these unpleasant matters to anyone but my close friends.

i declined the invitation to go out socially with him and explained to him that i thought it would jeopardize what at the time i considered to be a very good working relationship.i had a normal social life with other men outside of the office.i believed then, as now, that having a social relationship with a person who was supervising my work would be ill-advised.i was very uncomfortable with the idea and told him so.

i thought that by saying no and explaining my reasons my employer would abandon his social suggestions.however, to my regret, in the following few weeks, he continued to ask me out on several occasions.he preed me to justify my reasons for saying no to him.these incidents took place in his office or mine.they were in the form of private conversations which would not have been overheard by anyone else.

my working relationship became even more strained when judge thomas began to use work situations to discu sex.on these occasions, he would call me into his office for reports on education iues and projects, or he might suggest that, because of the time preures of his schedule, we go to lunch to a government cafeteria.after a brief discuion of work, he would turn the conversation to a discuion of sexual matters.

his conversations were very vivid.he spoke about acts that he had seen in pornographic films involving such matters as women having sex with animals and films showing group sex or rape scenes.he talked about pornographic materials depicting individuals with large penises or large breasts involved in various sex acts.on several occasions, thomas told me graphically of his own sexual prowe.

because i was extremely uncomfortable talking about sex with him at all and particularly in such a graphic way, i told him that i did not want to talk about these subjects.i would also try to change the subject to education matters or to nonsexual personal matters such as his background or his beliefs.my efforts to change the subject were rarely succeful.

throughout the period of these conversations, he also from time to time asked me for social engagements.my reaction to these conversations was to avoid them by eliminating opportunities for us to engage in extended conversations.this was difficult because at the time i was his only aistant at the office of education -- or of

fice for civil rights.

during the latter part of my time at the department of education, the social preures and any conversation of his offensive behavior ended.i began both to believe and hope that our working relationship could be a proper, cordial, and profeional one.

when judge thomas was made chair of the eeoc, i needed to face the question of whether to go with him.i was asked to do so, and i did.the work itself was interesting, and at that time it appeared that the sexual overtures which had so troubled me had ended.i also faced the realistic fact that i had no alternative job.while i might have gone back to private practice, perhaps in my old firm or at another, i was dedicated to civil rights work, and my first choice was to be in that field.moreover, the department of education itself was a dubious venture.president reagan was seeking to abolish the entire department.

for my first months at the eeoc, where i continued to be an aistant to judge thomas, there were no sexual conversations or overtures.however, during the fall and winter of 1982, these began again.the comments were random and ranged from preing me about why i didn\'t go out with him to remarks about my personal appearance.i remember his saying that some day i would have to tell him the real reason that i wouldn\'t go out with him.

he began to show displeasure in his tone and voice and his demeanor and his continued preure for an explanation.he commented on what i was wearing in terms of whether it made me more or le sexually attractive.the incidents occurred in his inner office at the eeoc.

one of the oddest episodes i remember was an occasion in which thomas was drinking a coke in his office.he got up from the table at which we were working, went over to his desk to get the coke, looked at the can and asked, \"who has pubic hair on my coke?\" on other occasions, he referred to the size of his own penis as being larger than normal, and he also spoke on some occasions of the pleasures he had given to women with oral sex.

at this point, late 1982, i began to feel severe stre on the job.i began to be concerned that clarence thomas might take out his anger with me by degrading me or not giving me important aignments.i also thought that he might find an excuse for dismiing me.

in january of 1983, i began looking for another job.i was handicapped because i feared that, if he found out, he might make it difficult for me to find other employment and i might be dismied from the job i had.another factor that made my search more difficult was that there was a period -- this was during a period of a hiring freeze in the government.in february of 1983, i was hospitalized for five days on an emergency basis for acute stomach pain which i attributed to stre on the job.

once out of the hospital, i became more committed to find other employment and sought further to minimize my contact with thomas.this became easier when allison duncan (sp) became office director, because most of my work was then funneled through her and i had contact with clarence thomas mostly in staff meetings.

in the spring of 1983, an opportunity to teach at oral roberts university opened up.i participated in a seminar -- taught an afternoon seion and seminar at oral roberts university.the dean of the university saw me teaching and inquired as to whether i would be interested in furthering -- pursuing a career in teaching, beginning at oral roberts university.i agreed to take the job in large part because of my desire to escape the preures i felt at the eeoc due to judge thomas.

when i informed him that i was leaving in july, i recall that his response was that now i would no longer have an excuse for not going out with him.i told him that i still preferred not to do so.at some time after that meeting, he asked if he could take me to dinner at the end of the term.when i declined, he aured me that the dinner was a profeional courtesy only and not a social invitation.i reluctantly agreed to accept that invitation, but only if it was at the every end of a working day.

on, as i recall, the last day of my employment at the eeoc in the summer of 1983, i did have dinner with clarence thomas.we went directly from work to a restaurant near the office.we talked about the work i had done, both at education and at the eeoc.he told me that he was pleased with all of it except for an article and speech that i had done for him while we were at the office for civil rights.finally, he made a comment that i will vividly remember.he said that if i ever told anyone of his behavior that it would ruin his career.this was not an apology, nor was it an explanation.that was his last remark about the poibility of our going out or reference to his behavior.

in july of 1983, i left washington, dc area and have had minimal contact

with judge clarence thomas since.i am of course aware from the pre that some questions have been raised about conversations i had with judge clarence thomas after i left the eeoc.from 1983 until today, i have seen judge thomas only twice.on one occasion, i needed to get a reference from him, and on another he made a public appearance in tulsa.

on one occasion he called me at home and we had an inconsequential conversation.on one occasion he called me without reaching me, and i returned the call without reaching him, and nothing came of it.i have on at least three occasions, been asked to act as a conduit to him for others.

i knew his secretary, diane holt.we had worked together at both eeoc and education.there were occasions on which i spoke to her, and on some of these occasions undoubtedly i paed on some casual comment to then chairman thomas.there were a series of calls in the first three months of 1985, occasioned by a group in tulsa, which wished to have a civil rights conference.they wanted judge thomas to be the speaker and enlisted my aistance for this purpose.

i did call in january and february to no effect, and finally suggested to the person directly involved, susan cahal (ph) that she put the matter into her own hands and call directly.she did so in march of 1985.in connection with that march invitation, ms.cahal (ph) wanted conference materials for the seminar and some research was needed.i was asked to try to get the information and did attempted to do so.

there was another call about another poible conference in july of 1985.in august of 1987, i was in washington, dc and i did call diane holt.in the course of this conversation, she asked me how long i was going to be in town and i told her.it is recorded in the meage as august 15.it was, in fact, august 20th.she told me about judge thomas\'s marriage and i did say congratulate him.

it is only after a great deal of agonizing consideration that i am able to talk of these unpleasant matters to anyone except my closest friends.as i\'ve said before these last few days have been very trying and very hard for me and it hasn\'t just been the last few days this week.it has actually been over a month now that i have been under the strain of this iue.

telling the world is the most difficult experience of my life, but it is very close to having to live through the experience that occasion this meeting.i may have used poor judgment early on in my relationship with this iue.i was aware, however, that telling at any point in my career could adversely affect my future career.and i did not want early on to burn all the bridges to the eeoc.

as i said, i may have used poor judgment.perhaps i should have taken angry or even militant steps, both when i was in the agency, or after i left it.but i must confe to the world that the course that i took seemed the better as well as the easier approach.

i declined any comment to newspapers, but later when senate staff asked me about these matters i felt i had a duty to report.i have no personal vendetta against clarence thomas.i seek only to provide the committee with information which it may regard as relevant.

it would have been more comfortable to remain silent.i took no initiative to inform anyone.but when i was asked by a representative of this committee to report my experience, i felt that i had to tell the truth.i could not keep silent.

组合导航系统的数据处理一般采用Kalman滤波技术。60年代后期Kalman滤波技术在航空航天领域开始应用后，实时动态导航算法的研究得以快速发展，随之出现了非线性Kalman滤波、平方根滤波等集成化的Kalman滤波算法，但当时的研究多局限于解决Kalman滤波精度及计算稳定性方面，从八十年代后期至今，由于计算机技术水平的发展，以自适应Kalman滤波、集中滤波和联邦滤波等为代表，综合考虑精度、可靠性及算法稳健性的新一代导航算法得以发展和应用，离散化Kalman滤波理论得以快速发展。尽管高可靠性组合导航算法研究已取得较大进展，但是，这些研究大多针对线性系统。而且许多算法还存在理论上或性能上的不严密性，如集中滤波虽然在理论上可以给出导航参数的全局最优解，但却有两个致命的局限，即计算负担重和容错性差。而基于信息分配原理设计的联邦滤波法算法，由于其设计灵活、计算量小和容错性能好而备受重视。但联邦滤波算法忽略了各单一卫星导航系统滤波输出量之间的相关性，其容错性很难保证。随着人工智能技术的发展，又出现了采用神经网络、模糊理论等非线性技术处理组合导航数据的方法，但这些方法至今还处于理论探讨阶段，且大多采用模拟的理想数据对人工智能技术在组合导航系统中的可用性进行分析论证,如果应用到实测的组合导航系统还需要解决很多问题。

大家好！不知大家是否知道“节能”和“低碳”这两个词的意思？我想当然知道。“节能”不就是节约能源吗？“低碳”不就是降低碳排放量吗？是啊，的确简单。我们经常把它们挂在嘴边。可是，你真的理解它们吗？它们真的深深扎根在你的心底了吗？

尽管如此，环境问题仍然严峻，节能减排、低碳生活迫在眉睫。在哥本哈根气候大会上，这一影响人类命运的问题却迟迟无法达成协议。在生活中，开着大排量汽车，购买含氟空调、冰箱，含磷洗衣粉，夏天把空调开着低温还一边裹着被子，日光灯彻夜长明，水龙头滴水声日夜不息......，这些影响环境的现象屡见不鲜。这是与我们的主张所悖逆的。

如果整个社会是大海，每个人就是一滴水，大海的污染，影响着每一滴水，也需要每一滴水努力帮助净化污染。美国总统肯尼迪说过：“不要问国家能为我们做些什么，先要问自己能为国家做些什么。”低碳生活需要人人参与！

Low-carbon is a buzzword these days, but the notion is no longer ambiguous for cities in China as the country selects five provinces and eight cities to make them the first batch of low-carbon pilot areas.

Su Yi has the detail.

The selected areas have promised to work out a low-carbon development plan to accelerate the establishment of a low carbon industry and promote people\'s low-carbon lifestyles.

Lei Hongpeng, senior program officer of climate and energy programme with World Wide Fund for Nature, the world\'s largest conservation non-governmental organization, says the pilot project is a significant measure China has taken to deal with climate change.

\"Firstly, from a global perspective, we all know climate change is one of the biggest challenges the whole world is facing, I think China is one of the big emitters and also one of the countries who is affected by climate change, so China should do some thing to tackle climate change.The second is domestic perspective; China needs to explore a way to realize its development target, at the same time with limited sources and environment.\"

The selected provinces are Guangdong, Liaoning, Hubei, Shaanxi and Yunnan, while the eight cities include Tianjin, Chongqing, Shenzhen, Xiamen, Hangzhou, Nanchang, Guiyang and Baoding.Lei Hongpeng explains the government\'s thinking behind choosing these places as the first batch of the pilot program.

\"I think from provincial level, the government selected these pilots mainly base on-every area, one province or municipality is selected.For example, northeast we have Liaoning province, north China we have Tianjin municipality and so on.For the cities, I think the governments really consider about capacity and their actions in the past several years, which mean the cities can go forward further with their strong experience and knowledge on low-carbon development.\"

By the end of August, these provinces and cities have to submit their plan to the National Development and Reform Commiion for approval.Xu Mindong, an official from the Development and Reform Commiion of Hangzhou, talks about their plan.

\"Hangzhou started the preparation long ago, and we have an environmental advantage.The selected areas have their own unique features, some focus on new energy, some focus on ecological construction.Hangzhou\'s emphasis is on six aspects, including low carbon economy, environment, architecture, transportation and a low carbon society.\"

The local governments in those areas have to manage to establish a data gathering system of greenhouse gas emiions, while combining the efforts of all their industries to achieve the goal of maintaining a low-carbon society.

Everybody knows waste paper and used coke cans are discarded everywhere.You might have seen plastic bags flying in the sky and getting caught in the trees when the wind blows or maybe you have seen old cans floating in the rivers and polluting the water.Our environment is the place in which we live, but it is being ruined by us.

surrounded by a lot of trees.Though the wind was strong, that man could have a good rest under the trees.How comfortable the life was! One day, that man wanted to enlarge his house, so he cut down all the trees.Then the autumn came without the protection.The strong wind blew the roof of the house into the sky.The whole house was gone with the wind.What a pity! But that’s the price people have to pay for destroying in the ecology balance.People shouldn’t be short-sighted.Protecting the environment is everyone’s task.有一个关于房子和树的故事。讲的是一个人住在树林围绕的房子中，尽管风很大，这个人还是可以在树下安然而坐。这是多么惬意的生活啊！可是有一天，他想扩建他的房屋，所以他把所有的树都砍掉了。然而，秋天就在这时候来了，因为房子没有任何的保护，狂风把房顶吹上了天空，整个房子黯然消逝在狂风中。这又是多么遗憾的一件事啊！但是，这就是破坏生态平衡的人所要付出的代价。人类不应该目光短浅，保护环境人人有责。

As you know, there are four kinds of pollution.They are air pollution, water pollution, waste pollution and noise pollution.But what can we do to solve the pollution? I think, firstly, we can make cars that don’t pollute the environment.We can ask companies to use modern clean technology.In some big cities, we can limit the number of cars.Secondly, we can try to use le water and make sure that we do not pollute the water.We can tell factories that they are not allowed to pour waste water into the lakes and rivers.Thirdly, we should not throw rubbish in parks and cities.We can pick up rubbish if we see it.We can put more rubbish bins in our parks and cities.Fourthly, we can live far from the noise and make the laws to limit the noise.

大家都知道，有四种污染：空气污染、水污染、废弃物污染、噪音污染。但是，我们要怎么做才能避免这些污染呢?

我认为，首先，我们可以让汽车不再污染环境。我们可以让现代的公司使用清洁能源。在大城市，可以限制汽车数量。

第二，我们可以尝试节约用水，并且确保不污染水源。告知工厂，不能将废水直接倾倒在河流和湖泊。

第三，我们不应该随便乱扔垃圾，看见随地乱扔的垃圾的时候，随手捡起来；并且在我们的城市和公园绿地增设更多的垃圾箱。

第四，我们可以立法，设置最小噪音，从而让我们远离噪音。

Why Do People Want To Have Le Streed Life

As modorn society is bringing so much strees to people who want to just make a living, more and more people chosed to have le stre than high salery, glamorous life style and sometimes, fame.So, why do people want to have le streed life? Some may ask.I think the main reason is almost every knows that stre is a great killer to health.Yes, if you are not even healthy, what are thease money for? It doesn\'t worth it! It is obvious, no one is not clear about that.

There are may be other reasons too.Some people who do cares about their families found they have le time to spend wirh people they love because of the work load caused by stre.The complain\" I don\'t even know since when my little girl can call me dady! Stre has brought too much from my life!\"

Of course, there maybe other reason for people getting away from stre, and i gue i don\'t have make a list of it.Because, each of you here may raise yourself the question: why do i want to have a le streed life? And different version of the answer will just pop out your mind!

Everyone, please always remember: Seeking for a succeful life is not wrong, but you should always judge the the thing you get and the thing you sacraficed.
