外宾接待流程

一、确定接待内容

接待活动前一天需明确以下事项,以便安排后续工作:

1、接待对象:

掌握来宾信息,包括姓名、所属单位、职务、人数,是否有随行人员或司机。

2、接待人员:

确定接待活动中的领导名单,包括集团领导和公司领导。根据服务内容和分工确定所有服务人员名单,建立会务组微信群,以便随时通报接待行程、进展及变更事项。

3、来访目的:

了解来访目的,以便有针对性的安排接待流程和所提供的服务。

4、参观地点及接待行程:

确定来宾参观的地点以及整个活动过程的行程安排、参观顺序及时间节点。

5、服务需求:

确定整个接待过程中所需要的服务内容,如接送服务、参观地块、沙盘讲解、会议服务、用餐服务、住宿服务等。

6、接待时间:

提前了解来宾的出发地点(以便推算路程所需的时间)、出发时间,以及计划到达参观地点的时间。

二、来宾接应:

对首次来访的宾客和重要来宾,应提前在来访途中等候迎接并引导至参观地点。需提前确定接应地点、时间、接应对象及车牌号,指定专人专车在约定时间前20分钟到达等候。(通常北京市来宾应在京哈高速西集出口接应)

引导人与来宾会合后,应第一时间在会务组微信群中通报,距离目的地2公里左右再通报一次,以便公司领导和接待人员做好迎宾准备。(例如:参观目的地为C4办公楼,引导人员应在到达中信第一城时在会务组微信群里通报位置。)

三、项目参观服务

1、根据接待对象的来访目的确定参观路线,提前模拟一遍,了解路况,发现和解决参观路线中可能出现的问题,记录每段路程所需时间,以便确定最终的接待行程和各环节时间。

2、重要来宾来访,需安排专人在参观区域或特定区域巡视,发现问题及时反馈,并协助处理突发事件。

3、根据参观人数确定适合的车辆,指定驾驶人驾驶,驾驶员负责提前检查车况,对车辆内外部进行清洁整理,保证油量充足,并备一箱矿泉水供来宾车上饮用。冬夏两季应提前开启空调保持舒适温度。

4、确定候车时间,驾驶人员应提前将车辆开到门口等候,注意将车门正对楼门,切不可将车尾对着楼门方向。

5、确定随车参观的陪同人员,参观车辆每到达一个目的地应及时在微信群中通报位置,同时,在允许的情况下,对参观过程进行拍照作为存档资料。若除公司领导外无其他陪同人员,应安排指引车在参观车辆前方开路,指引车驾驶人负责随时通报位置。

6、参观非本公司区域时,如紫藤堡、天下第一城,应提前联系相关单位,沟通参观事宜并告知参观车辆车牌号,保证车辆进出自由。

四、沙盘讲解服务

(一)准备工作

1、提前一天将接待活动行程告知物业公司,安排保洁员重点清扫参观区域,做好室内通风。清扫首层卫生间,装入擦手纸、卫生纸及洗手液。物业工程部提前一天检查灯光音响空调是否运行正常,发现问题及时维修。接待当天提前1小时启动首层空调,提前30分钟将灯光、音响调试完毕。

2、圈定来宾停车场区域,及时通知公司员工停车注意事项并安排保安公司做好车辆疏导工作。来宾车辆到达停车场后,保安员应给予引导和帮助,但对车辆的停泊位置不做强性限制。

3、物品准备:准备沙盘专用激光笔3支;在前台位置摆放小瓶矿泉水供来宾自取。在沙盘休息区茶几中间摆放矿泉水、烟灰缸。

(二)过程中服务

1、来宾车辆到达停车场时,由保安人员将大门全开,并侧立于大门东侧,面向西,立正迎宾;同时,楼内的引导人员开启沙盘灯。

2、来宾进入大门时,保安人员立正敬礼,待来宾全部进入办公楼后,保安人员礼毕,关闭大门,立正站于大门内侧,面向沙盘方向。沙盘讲解过程中,保安人员不得随意走动或坐下休息。

3、来宾进入办公楼时,由两名引导人员立于台阶两侧,小声提示来宾注意台阶。讲解开始时,引导人员将激光笔和话筒递给主讲领导,并站立于沙盘外侧,随时观察公司领导和来宾需求提供服务,并根据来宾需要将其引导至相应地点。

4、在允许的情况下,安排摄像人员进行拍摄。

5、沙盘讲解结束后,一名引导人员将来宾引导至下一行程地点,另一名引导人员负责在一层等候收尾。若来宾离开,应尾随来宾后方协助送行。

五、会议服务

(一)会前准备

1、会议室设备:

 会议室电脑:如来宾座谈时,需要播放影音或PPT文件,应提前确定与投影仪接驳的电脑,保证运行良好,开会前接好电源并开启。  投影仪:提前30分钟启动投影仪并与电脑接好,调试好画面,保证投影图像端正,字迹清晰。   空调:冬夏两季应提前30分钟启动空调,调试至适宜温度。

灯光:根据会议需求将灯光亮度调至最佳,如使用投影仪,需提前拉合窗帘。

2、会议室用具:

 会议桌上摆放物品的标准(见下图):桌牌距离会议桌边缘50公分,桌牌下方正中位置根据需要摆放A4白纸一张或会议资料一份,桌牌右侧摆放瓶装水一瓶,根据需要选择小瓶农夫山泉或苏打水,瓶装水右侧摆放瓷质茶杯一个,杯把朝右侧摆放,A4纸右侧摆放签字笔一支或根据需要摆放激光笔一支,笔尖向前。播放幻灯时,为汇报人准备1支翻页激光笔,1支备用。会议桌中央,每间隔50公分依次摆放烟灰缸及纸巾盒。

  茶具准备:参照会议倒水服务。

其他:在茶水柜准备富余的会议资料、瓶装水、A4白纸及签字笔,以备用。在允许的情况下,准备录音笔、相机、录像机,提前一天充电,检查内存,保证会议使用。

3、会议资料准备:

 影音、PPT文件:将需要放映的文件提前拷贝至会议室电脑中,确保文件完好,开启正常,同时在U盘中备份以防文件丢失。  书面文件:将汇报文件打印成册,与其他资料一齐影印数份,保证与会人员人手一份,同时留有富余。

4、其他用品准备:

(二)会中服务

1、茶水服务:

参考会议倒水礼仪。

2、茶歇服务:会议时间较长时,需准备茶点台,提供点心、水果及各类茶饮,食物要求方便易取。会务人员应注意及时清理桌上垃圾,及时补充食物,避免空盘。

3、会议结束时,会务人员应及时开启会议室门,使与会人员顺利离开,同时注意观察会议室桌面,是否有人遗漏物品。一名引导人员将来宾引导至下一行程目的地,另一引导人员负责等待收尾,避免有停留或去卫生间的客人掉队。

六、餐饮服务 首先确定用餐人数以及工作餐数量,确定用餐时间和用餐地点,根据不同用餐地点进行不同的服务安排:

(一)公司内用餐(以小餐厅为主)

1、提前一天确定菜单内容,通知食堂准备食材。

2、备齐餐厅常用物品:专用小号纸巾、烟灰缸、牙签、启瓶器、醒酒器、调料瓶、蒜碟、茶具、餐具、垃圾桶等

3、餐厅布置:根据用餐人数摆放桌椅、餐具,摆放标准如下:

4、接待当天,在用餐时间前0.5-1小时开启空调,调试至合适温度。提前开启灯光。如需饮用红酒,应提前30分钟将红酒打开倒进醒酒器内醒酒。

5、用餐过程中,会务人员全程陪同服务(公司领导有特殊指示的除外),待客人落座后开始斟茶,根据需要倒酒。从主宾开始,按顺时针顺序进行。用餐过程中注意观察,根据需要随时添水倒酒。关注用餐人需求提供相应服务,桌上或餐碟中杂物较多时,征求同意后及时清理或更换餐碟。

6、上菜注意事项:上菜位置要固定,选择靠近门口的位置。上菜前要提示上菜位置的用餐人,一手端盘,一手轻轻转动托盘。端盘不宜过高,动作要轻缓平稳。及时撤掉空盘。汤、粥类食品应同时提供,不摆上桌,询问用餐人喜好后,在茶水柜处盛好双手端上。

7、来宾随行人员或司机,不与主宾一同用餐的,由专人负责陪同接待,至员工食堂用餐。

(二)公司外用餐

1、根据用餐人数及领导要求选定合适的用餐地点,需提前实地考察环境与服务。

2、确定餐标和菜单,预定好工作餐。

3、提前预定或准备酒水饮料。

4、用餐前1小时,会务人员到达餐厅检查环境和餐饮准备情况,等候来宾。来宾驱车前往用餐地点时,会务人员应在微信群中通报。

5、来宾到达用餐地点,会务人员开门迎接,引导来宾至用餐区。

6、会务人员和司机等不与主宾用餐的人员一同至工作餐地点用餐。

7、会务人员随时了解主宾用餐情况,根据需要提供服务,用餐尾声时,通知司机准备候车。

七、住宿服务

1、确定住宿人数及住宿人员身份信息,确定住宿标准与住宿时间。

2、联系相关酒店宾馆,预约房间,需实地考察宾馆环境、档次及服务状况。

3、与宾馆沟通好住宿事宜,做到宾客到达时,出示证件即可入住。

4、与宾馆预约服务事项,如早餐、叫早等。

5、重要来宾,应提前在酒店房间准备瓶装水及水果,方便客人取用。

八、活动收尾

1、宾客离开时,会务人员在来宾后方协助送客,来宾车辆驶离,服务工作终止。

2、来宾初次来访,应安排送客车辆或引导车辆,将来宾引导至接应地点。

3、观察是否有停留客人或领导,以便提供茶水等服务。

4、收尾工作:关闭所有用电设备、灯光,回收会议用具和书面资料,清洗清点茶具数量,妥善保管,通知保洁进行清理打扫。

5、活动资料收集:对接待活动当天涉及的汇报材料、录音、照片等进行收集整理,统一存档备案。

6、活动总结:对接待活动全过程进行总结,梳理工作流程中存在的问题和疏漏,对活动流程进行改进和完善。

关于接待规格。接待规格的高低,体现了对来访客人的重视程度和欢迎的热烈程度,来访者对于接待规格的高低也往往比较敏感。因此,对于来访客人的接待规格要妥善掌握。接待规格的高低常常从各方面表现出来。例如,宴会规模的大小,出席宴会的主方人员的身份;某些礼仪活动的隆重程度等,甚至有时住房和交通工具的安排,也会被人视为接待规格高低的反映。因此,对于同一级别的国宾,应保持大体上差不多的接待规格,以免给人以厚此薄彼的感觉。而对于某些在政治上或两国关系上有特殊需要的国宾给以“破格”的接待,则可能会收到明显的效果。接待规格虽然可以从多方面反映出来,但领导人的接见尤其重要。由谁接见,谈得怎么样,都是人们所关注的热点。有时候,东道国的主要领导人不在首都,来宾亦愿特意去外地会见。所以,在拟订接待计划和安排活动日程时,对领导人的接见,要给予特别的重视。

如何接待外宾?在接待外宾过程中经常遇到的一些礼仪程序和不同方式的活动,如迎送、宴请、会见、会谈等。

关于邀请的方式。外宾来访,通常要由东道国先发出邀请,这既是礼节,也是一项必要的手续。邀请一般应以局面方式进行,被邀者在接到邀请函后,应及时给予答复,并据此办理有关的手续。邀请函除表示欢迎之意外,也表明被邀请者的身份、访问的性质以及访问的日期和时间等内容。有时,为了表示客气,也可请被邀者在他认为“方便的时候”来访,或将时间留待以后“另行商定”。

有些国家对邀请外国领导人来访,做出了某些规定。例如,我国规定,应邀来访的国家元首、政府首脑访华天数一般以5天为限,最长不超过7天。其抵京日期,应避开中方的节假日和星期天。如因航班等原因实难避开,则抵京当日中方不安排正式活动。关于接待外宾的费用,国际上比较通行的做法是,来访者的国际旅费由来访者自己负担,在抵达东道国国境后的住宿交通等,由东道主招待。告别宴会或答谢宴会的费用,由来访者自理。但费用问题也可由双方通过协商决定。例如,对某些外宾安排自费来访,东道主除付设宴招待的费用外,全部住宿交通费均由来访者自行负担。还有的国家因财力所限,对来访代表团有人数限制,或在邀请时,即言明邀请的人数,超出部分的人员,费用自理。据俄罗斯《消息报》1995年月日1月3日报道,外国总统访俄,俄方只负担12~15人的费用,俄总统出访,对方也是这么办。随领导人来访的企业家、记者等的费用一般自理;专机机组人员的费用,除双方民航有互惠协定外,一般亦应自理。

为了搞好接待,在外宾抵达以前,就应做好充分的准备工作。首先,要搞清楚来访外宾或代表团的基本情况。例如,来访外宾的总人数,是否包括主宾和其他人员的配偶,来访人员的职务、性别、礼宾次序等情况,这些均可请对方事先提供。重要国宾来访,其随访人员中,有正式随行人员(或代表团团员)和工作人员之分,而正式随行人员中有的还是政府的高级官员。此外,有的国家领导人来访,随行的还有企业家、记者以及专机的机组人员等。这些都应在事先了解清楚,以便由有关单位做好相应的接待准备。

对于外宾的饮食爱好、宗教禁忌以及是否有其他特殊的生活习惯等也可事先向对方探询,必要时,还可向对方索要来访者的血型资料。拟订来宾访问日程前,还要向对方了解清楚抵离的日期和时间、交通工具和施行路线、对参观访问的具体愿望等。飞机起降的具体时间,可经由民航部门密切掌握。

访问日程一般应由东道国道国首先提出。日程草案拟订后,可先将主要内容告知对方,以便听取对方意见,并使对方有所准备。日程安排的好坏,对访问的成功与顺利进行具有重要的意义。特别是国家领导人的访问,既要使日程安排符合礼议规格的一般要求,又要避免使人感到所有这类访问都千篇1律。在拟订日程草案时,除了遵循通常的礼仪程序以外,还要考虑以下一些因素:1.访问的目的和性质;2.访问者的愿望;3.访问者同东道国的哪些人和事有特殊的关系;4.访问者过去是否曾经来访过,哪些项目过去已经看过,如何使本次访问更具特色;5.来访者的年龄及身体状况能适应的活动限度;6.代表团其他成员的特殊要求与安排,特别是主宾的夫人,有时可以另行排一些有意义的活动。除了以上因素以外,主方领导人的时间安排是一个十分重要的因素,事先应当同有关的办 公室联系好。

关于饮食,应按外宾的习惯和爱好,尽量搞好。还应按外宾习惯,在房间内准备一些饮料、水果等,供其随时取用。

对于来宾国家的国旗(元首旗)的旗样和制作说明,国歌的乐谱可以通过外交途径向对方索要。此外,还要收集一些来访国的乐曲,供奏席间乐及晚会表演时用。

国宾来访,一般都要送礼给东道国的领导人和工作人员,东道国亦相应赠礼答谢。领导人互赠礼品,可在会见时当面致送,也可通过礼宾工作人员转交;给一般随行人员和工作人员的礼品,则可收礼宾人员转交。送礼要避免千篇1律,重复雷同,因此对每次来访国宾的礼物,应有所记载,以备日后查阅。送给来访国宾的礼物,应争取随专机带走。如无专机,则一般不宜赠送大件易碎难运的礼品,以便于宾客作为随身行李运走。

我国做法是,外国国家元首来访,我驻该国的大使可以提前或陪同来宾回国,参加接待工作。有时,外国政府首来访,亦可作此安排。这不但有利于沟通情况,做好接待工作;而且有利于我驻外大使在访问结束返馆后,在当地开展工作。这也是符合一般国际礼仪的做法,其他国家也有类似做法。来访国宾去首都以外的其他城市访问,交通工具一般应由东道国安排。外国元首、政府首脑一般安排乘坐专机或火车专列,也有乘包机或火车上加挂专用车厢的。其他一般代表团乘坐班机。公路交通发达的国家,也可视情况乘汽车。

外宾接待方案

为了进一步规范外宾接待工作,保证外宾接待工作顺利有序的开展,依据《浙江省财政厅关于印发浙江省外宾接待经费管理规定的通知》(浙财行〔**〕29号)精神,结合本办实际,制定外宾接待管理办法。

一、外宾接待原则

外宾接待工作应当坚持服务外交、友好对等、务实节俭的原则。

二、外宾接待要求

1、住宿:外宾住宿应当注重安全舒适,不追求奢华。

2、伙食:外宾日常伙食招待应当注意节俭,严格根据伙食费标准选择菜品,提倡采用自助餐等形式。

3、宴请:宴请外宾严禁讲排场,原则上安排在宴请举办单位内部的宾馆和招待所,不上高档菜肴和酒水,杜绝奢侈浪费。国际会议、大型涉外活动等,提倡采用冷餐会、酒会、茶会等多种宴请形式。中央(浙江省)单位邀请的外宾团组在嘉兴期间,宴请按有关规定执行。

4、交通:外宾用车应当根据实际情况安排,除少数重要外宾乘坐小轿车外,其他外宾可视人数多少安排小轿车、中巴或大巴。在符合礼宾要求的前提下,外宾出行应当集中乘车,减少随行车辆。

5、赠礼: 按照本办制定的《外事礼品管理办法》执行。

6、陪同:接待国家元首、政府首脑级外宾的重大外交外事活动,我方参加宴请人数应当根据礼宾要求安排。其他宴请,外宾5人(含)以内的,中外人数原则上在1∶1以内安排;外宾超过5人的,超过部分中外人数原则上在1:2以内安排。陪同外宾赴市、县(市、区)访问期间,陪同人员的伙食费、住宿费、交通费、公杂费等开支标准按照差旅费管理的有关规定执行,并由陪同人员所在单位负担。确需与外宾同餐、同住、同行的,经所在单位领导批准,可按对应的外宾接待标准凭据据实报销。

7、自费:外宾在嘉兴期间的医药、邮电通讯、洗衣、理发等费用,除国家元首、政府首脑外,原则上均由外宾自理。

四、外宾接待标准

外宾接待标准按照外宾团组团长的职务级别分为三类:一类团组指团长职务级别相当于正、副部长级领导;二类团组指团长职务级别相当于司局级领导;三类团组指团长职务级别低于司局级领导。具体规定如下:

1、一类团组标准

(1)住宿费标准:五星级、四星级宾馆,副部长级及以上人员可安排套间,其他人员安排标准间。

(2)伙食费标准(含酒水、饮料):正、副部长级每人每天500元;()其他人员每人每天300元。

(3)外宾宴请费(含酒水、饮料)标准:省级及相当职级人员出面举办的宴请,每人每次400元;厅级及相当职级人员出面举办的宴请,每人每次300元;冷餐、酒会、茶会分别为每人每次150元、100元、60元。

2、二类团组标准

(1)住宿费标准:不超过四星级,安排标准间。

(2)伙食费标准(含酒水、饮料):每人每天300元。

(3)外宾宴请费(含酒水、饮料)标准:厅级及相当职级人员出面举办的宴请,每人每次300元;县(市、区)主要领导出面举办的宴请,每人每次260元。冷餐、酒会、茶会分别为每人每次150元、100元、60元。

五、外宾接待程序

1、外宾接待前,负责接待的处室首先按照接待要求、接待标准做好接待文件(接待计划)、接待预算表、接待用车申请,经分管领导同意后实施。

2、外宾接待结束后,应及时报销。当月接待费用未能报销的,则下月应当报销,并按支出报销审批程序一次性报销一次接待全部费用。

3、报销时,需提供住宿费、餐费、交通费、礼品费等原始票据。原始票据必须由经办人签名,如有多个经办人的,则需多人签字。同时,将接待中产生的所有费用,分不同单位、不同类别分别填写《外事办公务费报销单》,并附相应的审批单、接待文件(接待计划)、《外事办公务活动(接待)预(决)算审批表》、《外事办公务活动(接待)用车申请单》等相关材料。接待费用报销实行统一归口管理,即各项开支须由经办人申报、人秘处处长审核、办主要领导审批。

4、提倡使用公务卡,切实减少公务支出中的现金提取和使用,经办人员在接待、购物时尽量使用公务卡刷卡,包括上购物必须使用公务卡上直接支付,不能使用支付宝等中介帐户支付。

六、监督检查

1、人秘处是外宾接待经费预决算审核把关的责任处室,各项支出均应严格按照市行政、事业单位经费规定执行。

2、每季度初应汇总上一季度的各项支出,报办主任会议。同时,除涉密内容和事项外,外宾接待经费应当按照信息公开的有关规定,及时公开,接受监督。

如何接待外宾?在接待外宾过程中经常遇到的一些礼仪程序和不同方式的活动,如迎送、宴请、会见、会谈等。

关于邀请的方式。外宾来访,通常要由东道国先发出邀请,这既是礼节,也是一项必要的手续。邀请一般应以局面方式进行,被邀者在接到邀请函后,应及时给予答复,并据此办理有关的手续。邀请函除表示欢迎之意外,也表明被邀请者的身份、访问的性质以及访问的日期和时间等内容。有时,为了表示客气,也可请被邀者在他认为\"方便的时候\"来访,或将时间留待以后\"另行商定\"。

有些国家对邀请外国领导人来访,做出了某些规定。例如,我国规定,应邀来访的国家元首、政府首脑访华天数一般以5天为限,最长不超过7天。其抵京日期,应避开中方的节假日和星期天。如因航班等原因实难避开,则抵京当日中方不安排正式活动。关于接待外宾的费用,国际上比较通行的做法是,来访者的国际旅费由来访者自己负担,在抵达东道国国境后的住宿交通等,由东道主招待。告别宴会或答谢宴会的费用,由来访者自理。但费用问题也可由双方通过协商决定。例如,对某些外宾安排自费来访,东道主除付设宴招待的费用外,全部住宿交通费均由来访者自行负担。还有的国家因财力所限,对来访代表团有人数限制,或在邀请时,即言明邀请的人数,超出部分的人员,费用自理。据俄罗斯《消息报》1995年月日1月3日报道,外国总统访俄,俄方只负担12~15人的费用,俄总统出访,对方也是这么办。随领导人来访的企业家、记者等的费用一般自理;专机机组人员的费用,除双方民航有互惠协定外,一般亦应自理。

为了搞好接待,在外宾抵达以前,就应做好充分的准备工作。首先,要搞清楚来访外宾或代表团的基本情况。例如,来访外宾的总人数,是否包括主宾和其他人员的配偶,来访人员的职务、性别、礼宾次序等情况,这些均可请对方事先提供。重要国宾来访,其随访人员中,有正式随行人员(或代表团团员)和工作人员之分,而正式随行人员中有的还是政府的高级官员。此外,有的国家领导人来访,随行的还有企业家、记者以及专机的机组人员等。这些都应在事先了解清楚,以便由有关单位做好相应的接待准备。

对于外宾的饮食爱好、宗教禁忌以及是否有其他特殊的生活习惯等也可事先向对方探询,必要时,还可向对方索要来访者的血型资料。拟订来宾访问日程前,还要向对方了解清楚抵离的日期和时间、交通工具和施行路线、对参观访问的具体愿望等。飞机起降的具体时间,可经由民航部门密切掌握。

访问日程一般应由东道国道国首先提出。日程草案拟订后,可先将主要内容告知对方,以便听取对方意见,并使对方有所准备。日程安排的好坏,对访问的成功与顺利进行具有重要的意义。特别是国家领导人的访问,既要使日程安排符合礼议规格的一般要求,又要避免使人感到所有这类访问都千篇1律。在拟订日程草案时,除了遵循通常的礼仪程序以外,还要考虑以下一些因素:1.访问的目的和性质;2.访问者的愿望;3.访问者同东道国的哪些人和事有特殊的关系;4.访问者过去是否曾经来访过,哪些项目过去已经看过,如何使本次访问更具特色;5.来访者的年龄及身体状况能适应的活动限度;6.代表团其他成员的特殊要求与安排,特别是主宾的夫人,有时可以另行排一些有意义的活动。除了以上因素以外,主方领导人的时间安排是一个十分重要的因素,事先应当同有关的办 公室联系好。

日程安排的松紧应适当。活动安排太少,让客人有时在宾馆里无所事事,会感到受冷遇;活动安排太多,又会令客人筋疲力尽。要保持日程安排适当平衡确非易事。为了让客人在有限的时间内,多看一些东西,多接触一些人,常常容易把日程排得太满,没有轻松休息的时间。美国前总统艾森豪威尔谈起英国女王紧张的访美日程时说:\"她们一定希望有时间休息安静一下。......如果任何助手敢把我的日程安排得像她们的那样(紧张),我就要把他解雇。\"

有些大型代表团来访,为了达到更好的效果,可以安排他们分组活动。有的次要活动,可以安排代表团其他成员参加,以减轻主宾的劳累。接待规格的高低,体现了对来访客人的重视程度和欢迎的热烈程度。

对于接待规格的高低也往往比较敏感。因此,对于来访客人的接待规格要妥善掌握。

接待规格的高低常常从各方面表现出来。例如,宴会规模的大小,出席宴会的主方人员的身份;某些礼仪活动的隆重程度等,甚至有时住房和交通工具的安排,也会被人视为接待规格高低的反映。因此,对于同一级别的国宾,应保持大体上差不多的接待规格,以免给人以厚此薄彼的感觉。而对于某些在政治上或两国关系上有特殊需要的国宾给以\"破格\"的接待,则可能会收到明显的效果。

接待规格虽然可以从多方面反映出来,但领导人的接见尤其重要。由谁接见,谈得怎么样,都是人们所关注的热点。有时候,东道国的主要领导人不在首都,来宾亦愿特意去外地会见。所以,在拟订接待计划和安排活动日程时,对领导人的接见,要给予特别的重视。

各国对来访外宾,尤其是国宾的安全,都特别重视。有些国家在重要国宾来访时,采取特别的安全警戒措施。这是因为东道国政府有责任保证客人在其境内逗留期间的人身安全。按照国际上通常的做法,国宾来访,自入境之时起,其安全保卫的责任,就落在东道国肩上。东道国政府应同来访国政府配合,精心制定保护他们的计划,包括警察护送、现场控制、近身保卫、食物品尝、交通安全以及其他一切必要的技术和预防性措施。礼宾部门在考虑日程和活动现场的安排时,也应将安全因素考虑在内。

外宾来访期间的生活接待十分重要。住房、坐车、生活起居,要尽量使其舒适、方便、安全,饮食应当可口。住地应当选择在环境优美安静的地段,以便使来宾在繁忙紧张的活动之后得到适当的歇息。国事访问一般以住国宾馆、高级饭店为多,这些地方设备好,服务周到有经验。也有的国家为了讲究礼仪规格而安排来宾住在王宫、别墅等地方。元首住地应升来访国的国旗或元首旗。住房的分配,身边工作人员,如秘书、译员、近身警卫和服务人员等应住在靠近主宾的房间。对代表团中的高级官员亦应妥善安排。除非不得已的情况,单身汉亦应安排单独房间,而不要安排单身汉两人合住。住房可由东道主安排分配后,再征求客人意见;也可将房间位置图提前交给对方,请对方自行安排。

常年有外宾居住的高级宾馆、饭店,都应把搞好生活接待、不断提高服务质量作为其孜孜不倦的奋斗目标,不但要配备先进的生活设备,而且要有优质的服务。对客人要细致周到、体贴温馨,于细微处见精神。有一位纽约商人是泰国曼谷东方饭店的常客,有一次他在星期五住进这家饭店,发现饭店把他的房间安排在二楼靠近楼梯的地方,他见此深受感动,因为基于宗教的缘由,他在星期五不能搭乘电梯。事情虽小,其情可嘉。

关于饮食,应按外宾的习惯和爱好,尽量搞好。还应按外宾习惯,在房间内准备一些饮料、水果等,供其随时取用。

对于来宾国家的国旗(元首旗)的旗样和制作说明,国歌的乐谱可以通过外交途径向对方索要。此外,还要收集一些来访国的乐曲,供奏席间乐及晚会表演时用。

国宾来访,一般都要送礼给东道国的领导人和工作人员,东道国亦相应赠礼答谢。领导人互赠礼品,可在会见时当面致送,也可通过礼宾工作人员转交;给一般随行人员和工作人员的礼品,则可收礼宾人员转交。送礼要避免千篇1律,重复雷同,因此对每次来访国宾的礼物,应有所记载,以备日后查阅。送给来访国宾的礼物,应争取随专机带走。如无专机,则一般不宜赠送大件易碎难运的礼品,以便于宾客作为随身行李运走。

我国做法是,外国国家元首来访,我驻该国的大使可以提前或陪同来宾回国,参加接待工作。有时,外国政府首来访,亦可作此安排。这不但有利于沟通情况,做好接待工作;而且有利于我驻外大使在访问结束返馆后,在当地开展工作。这也是符合一般国际礼仪的做法,其他国家也有类似做法。来访国宾去首都以外的其他城市访问,交通工具一般应由东道国安排。外国元首、政府首脑一般安排乘坐专机或火车专列,也有乘包机或火车上加挂专用车厢的。其他一般代表团乘坐班机。公路交通发达的国家,也可视情况乘汽车。
