随着计算机应用技术的进步，信息化、网络化的不断发展，人们的生活和Internet的关系越来越密切，足不出户的网上办公已经成为当今社会发展的必然趋势。这也对期刊的编辑流程带来了深刻的变革和影响，对期刊现代化建设具有明显的推动作用。计算机技术和网络技术在期刊编辑流程中的应用日益增加，越来越多的期刊相继建立了基于Internet的稿件评审系统。通过Internet投审稿已经成为期刊管理的主要趋势和重要途径。
目前，随着网络的不断进步与发展，网络化已成为科技期刊的主要发展趋势，编辑流程网络化不但可以优化工作流程，而且可以实现远程编审。2006年第四届全国核心期刊与期刊国际化网络化研讨会上传来好消息：中国科学技术信息研究所、万方数据有限公司将联合构筑中国期刊网络出版联盟，其中联合开发期刊网络出版平台，构建基于互联网的编辑远程稿件处理系统。这预示着国内期刊网络化大发展时代即将到来。
根据稿件评审的实际需要,结合计算机网络技术,设计了一种界面美观友好,信息查询灵活、方便、快捷、准确,数据存储安全可靠的稿件管理系统,阐述了该系统功能模块及其体系的构架,引入了VB访问Acce数据库,给出了部分VB关键代码的描述。使用结果表明,该系统考虑到多种信息需求,满足了目前稿件管理工作的各项要求,大大提高了工作效率,使编辑工作真正实现了自动化。其功能在今后的使用中将进一步优化、扩充和完善,将给稿件评阅提供一种具有现代管理理念且满足规范化和标准化的管理模式。

Abstract
With advances in computer technology, information technology, a growing network, increasingly closer to people\'s lives and the Internet, without leaving Home Office Online has become the inevitable trend of the development of today\'s society.This editing proce has brought profound changes to the journals and impact on their modernization has a significant role in promoting.Computer and network technology in the growing application of periodical editor procees, an increasing number of manuscripts for journals have been established Internet-based aement system.
At present, with the continuous progre and development of the network, the network has become the main trend of the development of science and technology periodicals, editing proce network can not only optimize work flow.The good news to upload the 2006 fourth national core journals and Journal of international networking Seminar: China Science and Technology Information Institute, Wanfang Data Co.Ltd.will jointly build China Journal Network Publishing alliance, the joint development of journals in network publishing platform, remote editing manuscript proceing system of Gou Jianji on the internet.
According to the actual needs of manuscript review, with the computer network technology, designed a beautiful and friendly interface, flexible information,
convenient, fast, accurate, manuscript management system safe and reliable data storage, expounds the structure of the system function module and system, the
introduction of the VB visit Acce database,part of the VB key code description is given.The results show that the system use, considering many kinds of information needs, to meet the various manuscripts management work requirements, greatly improves the work efficiency, make editing work and realize the automation.Its function in the future will further optimize, expand and improve, will give
